  • Must we decolonise #Open_Access? Perspectives from Francophone Africa

    A long read featuring the recent work of Thomas Hervé Mboa Nkoudou and Florence Piron, on how a truly open and inclusive ‘Open Access’ movement must include those at the periphery

    I recently watched the recording of the fantastic Diversity, Equity and Inclusion session at OpenCon, and I was struck by the general theme of how ‘openness’ isn’t necessarily the force for equality that we perhaps think it is, and how issues of power, exploitation, and hierarchy means that it should be understood differently according to the context in which it is applied. In the session, Denisse Albornoz used the expression of ‘situated openness’ to describe how our Northern conception of openness should not be forced on anyone or any group – it needs to be understood first in individual contexts of historical injustices and post-colonial power structures.

    What stood out for me most in this session, however, (because it related most to my work) was Cameroonian Thomas Mboa’s presentation, which talked about the ‘neo-colonial face of open access’. The presentation employed some very striking critical terms such as ‘cognitive injustice’ and ‘epistemic alienation’ to Open Access.

    I’ve always known that the Open Access movement was far from perfect, but at least it’s moving global science publishing in the right direction, right? Can working towards free access and sharing of research really be ‘neo-colonial’ and lead to ‘alienation’ for users of research in the Global South? And if this really is the case, how can we ‘decolonise’ open access?

    Thomas didn’t get much time to expand on some of the themes he presented, so I got in contact to see if he had covered these ideas elsewhere, and fortunately he has, through his participation in ‘Projet SOHA’ . This is a research-action project that’s been working on open science, empowerment and cognitive justice in French-speaking Africa and Haiti from 2015-17. He provided me with links to four publications written in French by himself and his colleagues from the project – Florence Piron (Université Laval, Quebec, Canada), Antonin Benoît Diouf (Senegal), and Marie Sophie Dibounje Madiba (Cameroon), and many others.

    These articles are a goldmine of provocative ideas and perspectives on Open Access from the Global South, which should challenge all of us in the English-speaking academic publishing community. Therefore, I decided to share some excerpts and extended quotes from these articles below, in amongst some general comments from my (admittedly limited) experience of working with researchers in the Global South.

    The quotes are taken from the following book and articles, which I recommend reading in full (these are easily translatable using the free tool Google Translate Web, which correctly translated around 95% of the text).

    Piron et al’s (2017) article starts with a stinging critique of those of us in our Northern scholarly publishing community cliques, and our never-ending open access debates over technicalities:

    “… there are many debates in this community, including on the place of open licenses in open access (is an article really in open access if it is not freely reusable in addition to being freely accessible?), on the legitimacy of the fees charged to authors by certain journals choosing open access, on the quality and evaluation of open access journals, on the very format of the journal as the main vehicle for the dissemination of scientific articles or on the type of documents to be included in institutional or thematic open archives (only peer-reviewed articles or any document related to scientific work?).

    Viewed from Sub-Saharan Francophone Africa, these debates may seem very strange, if not incomprehensible. Above all, they appear very localized: they are debates of rich countries, of countries of the North, where basic questions such as the regular payment of a reasonable salary to academics, the existence of public funding for research, access to the web, electricity, well-stocked libraries and comfortable and safe workplaces have long been settled.” Piron et al. (2017)

    … and their critique gets more and more scathing from here for the Open Access movement. OA advocates – tighten your seatbelts – you are not going to find this a comfortable ride.

    “… a conception of open access that is limited to the legal and technical questions of the accessibility of science without thinking about the relationship between center and periphery can become a source of epistemic alienation and neocolonialism in the South”. Piron et al. (2017)

    “Is open access the solution to the documented shortcomings of these African universities and, in doing so, a crucial means of getting scientific research off the ground? I would like to show that this is not the case, and to suggest that open access can instead become a neo-colonial tool by reinforcing the cognitive injustices that prevent African researchers from fully deploying their research capacities in the service of the community and sustainable local development of their country.” Piron (2017)

    Ouch. To understand these concepts of ‘cognitive injustice’ and ‘epistemic alienation’, it helps to understand this ‘world system’ and the power relationship between the centre and the periphery. This is based on Wallerstein’s (1996) model, which Thomas featured in his OpenCon slides:

    “… a world-system whose market unit is the scientific publication circulating between many instances of high economic value, including universities, research centers, science policies, journals and an oligopoly of for-profit scientific publishers (Larivière, Haustein, and Mongeon, 2015).” Piron et al. (2017)

    “… we believe that science, far from being universal, has been historically globalized. Inspiring us, like Keim (2010) and a few others (Polanco, 1990), from Wallerstein’s (1996) theory, we consider that it constitutes a world-system whose market unit is the scientific publication. Produced mainly in the North, this merchandise obeys standards and practices that are defined by the ‘center’ of the system, namely the main commercial scientific publishers (Larivière, Haustein, & Mongeon, 2015), and their university partners are the US and British universities dominating the so-called world rankings. The semi-periphery is constituted by all the other countries of the North or emerging from the South which revolve around this center, adopting the English language in science and conforming to the model LMD (license, master, doctorate) imposed since the Bologna process to all the universities of the world with the aim of “normalizing” and standardizing the functioning of this world-system. The periphery then refers to all the countries that are excluded from this system, which produce no or very few scientific publications or whose research work is invisible, but to whom the LMD model has also been imposed (Charlier, Croché, & Ndoye 2009, Hountondji 2001)”. Piron et al. (2017)

    So, the continuing bias and global focus towards the powerful ‘center’ of the world-system leads to the epistemic alienation of those on the periphery, manifesting in a ‘spiritual colonisation’:

    “… this attitude that drives us to want to think about local problems with Western perspective is a colonial legacy to which many African citizens hang like a ball.” Mboa (2016).

    So where does Open Access fit in with this world-system?

    “… if open access is to facilitate and accelerate the access of scientists from the South to Northern science without looking into the visibility of knowledge of the South, it helps to redouble their alienation epistemic without contributing to their emancipation. Indeed, by making the work of the center of the world-system of science even more accessible, open access maximizes their impact on the periphery and reinforces their use as a theoretical reference or as a normative model, to the detriment of local epistemologies.” Piron et al. (2017)

    Rethinking Northern perspectives

    This should be an eye-opening analysis for those of us who assumed that access to research knowledge in the North could only be a good thing for the South. Perhaps we need to examine the arrogance behind our narrow worldview, and consider more deeply the power at the heart of such a one-way knowledge exchange. Many of us might find this difficult, as:

    “The idea that open access may have the effects of neocolonialism is incomprehensible to people blind to epistemological diversity, who reduce the proclaimed universalism of Western science to the impoverished model of the standards imposed by the Web of Science model. For these people, the invisibility of a publication in their numerical reference space (located in the center of the world-system) is equivalent to its non-existence. The idea that valid and relevant knowledge can exist in another form and independently of the world-system that fascinates them is unthinkable.” Piron et al. (2017)

    Having spent a little time at scholarly publishing events in the Global North, I can attest that the mindset described above is common. There are kind thoughts (and a few breadcrumbs thrown in the form of grants and fellowships) towards those on the periphery, but it is very much in the mindset of helping those from the Global South ‘catch up’. Our mindset is very much as Piron describes here:

    “If one sticks to the positivist view that “science” is universal – even if its “essence” is symbolized by the American magazine Science – then indeed African science, that is to say in Africa, is late, and we need to help it develop so that it looks more and more like the North”. Piron (2017)

    And whilst in the North we may have a lot of respect for different cultural perspectives, genuine reciprocal exchanges of research knowledge are rare. We are supremely confident that our highly-developed scientific publishing model deserves to be at the centre of our system. This can lead to selective blindness about the rigorousness of our science and our indexed journals, in spite of the steady drip drip drip of reports of biased peer review, data fraud and other ethical violations in ‘high-impact’ Northern journals, exposed in places like retraction watch.

    North/South research collaborations are rarely equitable – southern partners often complain of being used as data-gatherers rather than intellectual equals and partners in research projects, even when the research is being carried out in their own country.

    “These [Northern] partners inevitably guide the problems and the methodological and epistemological choices of African researchers towards the only model they know and value, the one born at the center of the world-system of science – without questioning whether this model is relevant to Africa and its challenges”. Piron et al (2017).

    These issues of inequity in collaborative relationships and publication practices seem inextricably linked, which is not surprising when the ultimate end goal of research is publishing papers in Northern journals, rather than actually solving Southern development challenges.

    “In this context, open access may appear as a neocolonial tool, as it facilitates access by Southern researchers to Northern science without ensuring reciprocity. In doing so, it redoubles the epistemic alienation of these researchers instead of contributing to the emancipation of the knowledge created in the universities of the South by releasing them from their extraversion. Indeed, by making the work produced in the center of the world-system even more accessible, free access maximizes their impact on the periphery and reinforces their use as a theoretical reference or as a normative model, to the detriment of local epistemologies, which generates situations absurd as, for example, the use of a theoretical framework related to wage labor in the Paris region to analyze the work of women in northern Mali” Piron (2017)

    “The resulting consequences are, in particular, the teachers of the Southern countries who quote and read only writers from the North and impose them on their students and the libraries of our universities who do everything to subscribe to Western scholarly journals while they do not deal with our problems. (Mboa Nkoudou, 2016 )”

    This is also a striking example:

    “It is very sad to note that geographers in Ouagadougou are more familiar with European work on the Sahel than those at the Higher Institute of Sahel in Maroua, Cameroon.” Piron (2017)

    The lack of equity in research knowledge exchange and collaboration is also caused by another one-way North to South flow: funding. Research in the South is often dependent on foreign funding. Big Northern donors and funders therefore set the standards and agendas in research, and in how the entire research funding system works. Southern partners rarely get to set the agenda, and researchers rarely get to develop the research questions that guide the research. They have to learn to jump through administrative hoops to become credible in the eyes of the Northern donor (for more information see ‘Who drives research in developing countries?‘).

    Southern institutions are also compelled, via league tables such as the World Unviersity Rankings, to play the same game as institutions in the North. Institutions are ranked against each other according to criteria set in the North, one of which is citations (of course, only citations between journals in the Web of Science or Scopus, which is overwhelmingly Northern). And so to stay ‘competitive’, Southern institutions need their researchers to publish in Northern journals with Northern language and agendas.
    Northern agendas and local innovation

    Whilst it is tempting to think that the issues and criticism described above is mostly a problem for the social sciences and humanities, there are also real issues in the ‘hard’ sciences – perhaps not so much in their epistemological foundations – but in very practical issues of Northern research agendas. For example, Northern research, being based in Europe and the US, is overwhelmingly biased towards white people, in diversity of leadership, diversity of researchers, and most importantly in the whiteness of clinical trial subjects. This is problematic because different ethnic populations have different genetic makeups and differences due to geography, that mean they respond differently to treatments (see here, here and here). Are African and Asian researchers informed of this when they read research from so-called ‘international’ journals?

    Furthermore, these Northern agendas can also mean that research focuses on drugs, equipment and treatments that are simply not suitable for developing country contexts. I was reminded of a discussion comment recently made by a Pakistani surgeon on the Northern bias of systematic reviews:

    “There is a definite bias in this approach as almost all of the guidelines and systematic reviews are based on the research carried out in high income countries and the findings and the recommendations have little relevance to the patients, health care system and many a time serve no purpose to the millions of patients based in low resourced countries. e.g. I routinely used Phenol blocks for spasticity management for my patients which were abandoned two decades ago in the West. Results are great, and the patients can afford this Rs 200 phenol instead of Rs 15,000 Botox vial. But, unfortunately, I am unable to locate a single systematic review on the efficacy of phenol as all published research in the last decade was only on the use of Botox in the management of spasticity.” Farooq Rathore (HIFA mailing list, 2016).

    Similarly, I’ve read research papers from the South that report on innovative approaches to medical treatments and other problems that utilise lower-cost equipment and methodologies (in fact, as is argued here, research in low-resource environments can often be more efficient and innovative, containing many lessons we, in the North, could learn from). This point is also made by Piron et al:

    “… the production of technical and social innovations is rich in Sub-Saharan French-speaking Africa, as evidenced by the high number of articles on this subject in the Sci-Dev magazine, specializing in science for development, or in the ecofin site, an economic information agency turned towards Africa. But these are mostly local innovations that mobilize local resources and often recycled materials to, for example, introduce electricity into a village, better irrigate fields or offer lighting after sunset. The aim of these innovations is to contribute to local development and not to the development of international markets, unlike innovations designed in the North which, while targeting the countries of the South, remain highly marketable – just think of milk powder or GMO seeds. The issue of open access to scientific publications is a very secondary issue for local innovators in such a context”. (Piron et al. 2016)

    These examples of innovation aside, there are many cases where the ‘epistemic alienation’ described above leads to ‘the exclusion or contempt of local knowledge’ (Mboa, 2016), even amongst researchers in the global South.

    “In fact, Western culture abundantly relayed in the media and textbooks is shown to be superior to other cultures. This situation is pushing Africans to multiply their efforts to reach the ideal of life of the “white”. This situation seems to block their ability to think locally, or even to be reactive. Thus, faced with a given situation specific to the African context, many are those who first draw on the resources of Western thinking to propose elements of answers.” Mboa (2016)

    Free and open access as ‘showcasing products’

    The Research4Life (R4L) programme also comes in for criticism from Piron et al. which will come as a shock to Northern publishing people who often use the ‘… but they’ve got Research4Life’ line when faced with evidence of global research inequalities.

    “… while pretending to charitably provide university libraries in the Global South with free access to pre-defined packages of paid journals from the North, this program, set up by for-profit scientific publishers, maintains the dependence of these libraries, limits their understanding of the true network of open access publications and, above all, improves the market for the products sold by these publishers.” Piron et al (2017)

    “… this program encourages the continued reliance of these libraries on an external program, designed in the North and showcasing Northern products, while it may disappear as soon as this philanthropic desire is exhausted or as soon as trading partners will not find any more benefits.”

    Whilst I still think R4L is a great initiative (I know many researchers in the Global South who are very appreciative of the programme), it’s difficult to disagree with the conclusion that:

    ‘… this program mainly improves the opportunities of Northern publishers without contributing to the sustainable empowerment of university libraries in the South … this charity seems very hypocritical, let alone arbitrary, since it can stop at any time.” Piron (2017)

    Of course, the same could be said of Article Processing Charge (APC) waivers for developing country authors. Waivers are currently offered by the majority of journals from the big publishers (provided according to the same HINARI list of countries provided by Research4Life), although sometimes you have to dig deep into the terms and conditions pages to find them. Waivers are good for publishers to showcase their corporate social responsibility and provide diversity of authorship. However, they are unsustainable – this charity is unlikely to last forever, especially as they rely on the pool of Southern authors being relatively limited. It should also be noted that developing countries with the most active, growing researcher communities such as Nigeria, South Africa and India do not qualify for either R4L access or APC waivers.

    Speaking of APCs, something I observe regularly amongst Southern researchers is a confusion over the ‘Gold’ OA author-pays model, and this too is noted:

    “In northern countries, many researchers, especially in STEM (Björk and Solomon, 2012) [ 7 ], believe (wrongly) that open access now means “publication fees charged to authors” … this commercial innovation appears to be paying off, as these costs appear to be natural to researchers.” Piron (2017)

    This also appears to be paying off in the Global South – authors seem resigned to pay some kind of charge to publish, and it is common to have to point out to authors that over two-thirds of OA journals and 99% of subscription journals do not charge to publish (although, the rise of ‘predatory’ journals may have magnified this misunderstanding that pay-to-publish is the norm).

    It may be tempting to think of these inequalities as an unfortunate historical accident, and that our attempts to help the Global South ‘catch up’ are just a little clumsy and patronising. However, Piron argues that this is no mere accident, but the result of colonial exploitation that still resonates in existing power structures today:

    “Open access is then easily seen as a means of catching up, at least filling gaps in libraries and often outdated teaching […] Africa is considered as lagging behind the modern world, which would explain its underdevelopment, to summarize this sadly hegemonic conception of north-south relations. By charity, Northern countries then feel obliged to help, which feeds the entire industry surrounding development aid [….] this model of delay, violently imposed by the West on the rest of the world through colonization, has been used to justify the economic and cognitive exploitation (Connell, 2014) of colonized continents without which modernity could not have prospered.” Piron (2017)

    To build the path or take the path?

    Of course, the authors do admit that access to Northern research has a role to play in the Global South, provided the access is situated in local contexts:

    “… African science should be an African knowledge, rooted in African contexts, that uses African epistemologies to answer African questions, while also using other knowledge from all over the world, including Western ones, if they are relevant locally.” Piron (2017)

    However, the practical reality of Open Access for Southern researchers is often overstated. There is a crucial distinction between making content ‘open’ and providing the means to access that content. As Piron et al. 2017 say:

    “To put a publication in open access: is it, to build the path (technical or legal) that leads to it, or is it to make it possible for people to take this path? This distinction is crucial to understand the difference in meaning of open access between the center and the periphery of the world-system of science, although only an awareness of the conditions of scientific research in the Southern countries makes it possible to visualize it, to perceive it.”

    This crucial difference between availability and accessibility has also been explained by Anne Powell on Scholarly Kitchen. There are many complex barriers to ‘free’ and ‘open’ content actually being accessed and used. The most obvious of these barriers is internet connectivity, but librarian training, language and digital literacy also feature significantly:

    “Finding relevant open access articles on the web requires digital skills that, as we have seen, are rare among Haitian and African students for whom the web sometimes comes via Facebook … Remember that it is almost always when they arrive at university that these students first touch a computer. The catching up is fast, but many reflexes acquired since the primary school in the countries of the North must be developed before even being able to imagine that there are open access scientific texts on the web to make up for the lack of documents in the libraries. In the words of the Haitian student Anderson Pierre, “a large part of the students do not know the existence of these resources or do not have the digital skills to access and exploit them in order to advance their research project”. Piron (2017)

    Barriers to local knowledge exchange

    Unfortunately, this is made even more difficult by resistance and misunderstanding of the internet and digital tools from senior leadership in Africa:

    “Social representations of the web, science and copyright also come into play, especially among older academics, a phenomenon that undermines the appropriation of digital technologies at the basis of open access in universities.” Piron et al. (2017)

    “To this idea that knowledge resides only in printed books is added a representation of the web which also has an impact on the local resistance to open access: our fieldwork has allowed us to understand that, for many African senior academics, the web is incompatible with science because it contains only documents or sites that are of low quality, frivolous or entertaining. These people infer that science in open access on the web is of lower quality than printed science and are very surprised when they learn that most of the journals of the world-system of science exist only in dematerialized format. … Unfortunately, these resistances slow down the digitization and the web dissemination of African scientific works, perpetuating these absurd situations where the researchers of the same field in neighboring universities do not know what each other is doing”. Piron et al. (2017)

    This complaint about in-country communication from researchers in the South can be common, but there are signs that open access can make a difference – as an example, in Sri Lanka, I’ve spoken to researchers who say that communicating research findings within the country has always been a problem, but the online portal Sri Lanka Journals Online (currently 77 open access Sri Lankan journals) has started to improve this situation. This project was many years in the making, and has involved training journal editors and librarians in loading online content and improving editorial practices for open access. The same, of course, could be said for African Journals Online, which has potential to facilitate sharing on a larger scale.

    Arguably, some forms of institutional resistance to openness in the Global South have a neocolonial influence – universities have largely borrowed and even intensified the Northern ‘publish or perish’ mantra which focuses the academic rewards system almost entirely on journal publications, often in northern-indexed journals, rather than on impact on real world development.

    “The system of higher education and research in force in many African countries remains a remnant of colonization, perpetuated by the reproduction, year after year, of the same ideals and principles. This reproduction is assured not by the old colonizers but by our own political leaders who are perpetuating a system structured according to a classical partitioning that slows down any possible communication between researchers within the country or with the outside world, even worse between the university and the immediate environment. For the ruling class, the changes taking place in the world and the society’s needs seem to have no direct link to the university.” Mboa (2016)

    Mboa calls this partitioning between researchers and outsiders as “a tight border between society and science”:

    “African researchers are so attached to the ideal of neutrality of science and concern of its ‘purity’ that they consider contacts with ordinary citizens as ‘risks’ or threats and that they prefer to evolve in their ‘ivory tower’. On the other hand, ordinary citizens feel so diminished compared to researchers that to talk to them about their eventual involvement in research is a taboo subject …” Mboa (2016)

    Uncolonising openness

    So what is the answer to all these problems? Is it in building the skills of researchers and institutions or a complete change of philosophy?

    “The colonial origin of African science (Mvé-Ondo, 2005) is certainly no stranger to this present subjugation of African science to northern research projects, nor to its tendency to imitate Western science without effort. Contextualization, particularly in the quasi-colonial structuring of sub-Saharan African universities (Fredua-Kwarteng, 2015) and in maintaining the use of a colonial language in university education. Considering this institutionalized epistemic alienation as yet another cognitive injustice, Mvé-Ondo wonders “how to move from a westernization of science to a truly shared science” (p.49) and calls for “epistemological mutation”, “rebirth”, modernizing “African science at the crossroads of local knowledge and northern science – perhaps echoing the call of Fanon (1962/2002) for a “new thinking” in the Third World countries, detached from European model, decolonized.” Piron et al. (2017)

    For this to happen, open access must be about more than just access – but something much more holistic and equitable:

    “Can decentralized, decolonised open access then contribute to creating more cognitive justice in global scientific production? Our answer is clear: yes, provided that it is not limited to the question of access for scientific and non-scientific readers to scientific publications. It must include the concern for origin, creation, local publishing and the desire to ensure equity between the accessibility of the publications of the center of the world system and that of knowledge from the periphery. It thus proposes to replace the normative universalism of globalized science with an inclusive universalism, open to the ecology of knowledges and capable of building an authentic knowledge commons (Gruson-Daniel, 2015; Le Crosnier, 2015), hospitable for the knowledge of the North and the South”. Piron et al. (2017)

    Mboa sees the solution to this multifaceted problem in ‘open science’:

    “[Cognitive injustice comes via] … endogenous causes (citizens and African leaders) and by exogenous causes (capitalism, colonization, the West). The knowledge of these causes allowed me to propose ways to prevent our downfall. Among these means, I convened open science as a tool available to our leaders and citizens for advancing cognitive justice. For although the causes are endogenous and exogenous, I believe that a wound heals from the inside outwards.” Mboa (2016).

    Mboa explains how open science approaches can overcome some of these problems in this book chapter, but here he provides a short summary of the advantages of open science for African research:

    “It’s a science that rejects the ivory tower and the separation between scientists and the rest of the population of the country. In short, it’s a science released from control by a universal capitalist standard, by hierarchical authority and by pre-established scientific classes. From this perspective, open science offers the following advantages:

    it brings science closer to society;
    it promotes fair and sustainable development;
    it allows the expression of minority and / or marginalized groups, as well as their knowledge;
    it promotes original, local and useful research in the country;
    it facilitates access to a variety of scientific and technical information;
    it is abundant, recent and up to date;
    it develops digital skills;
    it facilitates collaborative work;
    it gives a better visibility to research work.

    By aiming to benefit from these advantages, researchers and African students fight cognitive injustice. For this, open access science relies on open access, free licenses, free computing, and citizen science.” Mboa (2016).

    But in order for open science to succeed, digital literacy must be rapidly improved to empower students and researchers in the South:

    “Promoting inclusive access therefore requires engaging at the same time in a decolonial critique of the relationship between the center and the periphery and urging universities in the South to develop the digital literacy of their student or teacher members.” Piron et al. (2017)

    It also requires improving production of scientific works (‘grey’ literature, as well as peer-reviewed papers) in the South for a two-way North/South conversation:

    “Then, we propose to rethink the usual definition of open access to add the mandate to enhance the visibility of scientific work produced in universities in the South and thus contribute to greater cognitive justice in global scientific production.” Piron (2017)

    And providing open access needs to be understood in context:

    “… if we integrate the concern for the enhancement of the knowledge produced in the periphery and the awareness of all that hinders the creation of this knowledge, then open access can become a tool of cognitive justice at the service of the construction of an inclusive universalism peculiar to a just open science.” Piron, Diouf, Madiba (2017)

    In summary then, we need to rethink the way that the global North seeks to support the South – a realignment of this relationship from mere access to empowerment through sustainable capacity building:

    “Africa’s scientific development aid, if it is needed, should therefore be oriented much less towards immediate access to Northern publications and more to local development of tools and the strengthening of the digital skills of academics and librarians. These tools and skills would enable them not only to take advantage of open access databases, but also to digitize and put open access local scientific works in open archives, journals or research centers.” Piron (2017)

    So what next?

    Even if you disagree with many the above ideas, I hope that this has provided many of you with some food for thought. Open Access must surely be about more than just knowledge flow from North to South (or, for that matter the academy to the public, or well-funded researchers to poorly funded researchers). Those on the periphery must also be given a significant voice and a place at the table. For this to happen, many researchers (and their equivalents outside academia) need training and support in digital skills; some institutional barriers also need to be removed or overcome; and of course a few cherished, long-held ideas must be seriously challenged.

    “These injustices denote anything that diminishes the capacity of academics in these countries to deploy the full potential of their intellectual talents, their knowledge and their capacity for scientific research to serve their country’s sustainable local development”. Piron et al., (2016).

    La bataille idéologique opposant ces dernières années les partisans de la règlementarisation et ceux qui réaffirment que « la prostitution n’est ni un travail ni du sexe » est au cœur de profondes transformations de sociétés qui se numérisent à grande vitesse. Si ce débat fondamental a permis à une partie des associations de défense des « travailleurs du sexe » et aux acteurs de l’industrie pornographique de faire voir la réalité de leurs conditions d’exercice, l’internationale des proxénètes « autoentrepreneurs », elle, y a vu une aubaine sans précédent.

    Pour aboutir au paradoxe que les Etats comme l’Allemagne, l’Espagne ou la Nouvelle-Zélande, qui ont décidé d’encadrer légalement la prostitution, ont connu une explosion du phénomène et précipité l’extrême fragilisation des personnes prostituées. Les chiffres sont sans appel : à l’heure de #metoo, 99 % des personnes prostituées dans le monde sont des femmes, 48 % en Europe sont des enfants, 90 % de cette population réduite en esclavage sexuel souhaitent en sortir et le taux de mortalité est 10 à 40 fois supérieur dans les pays « libéraux » que dans les abolitionnistes. Dans le monde, la prostitution individuelle « choisie » ne s’élève à même pas 10 %.

    Partout très exposés aux réseaux sociaux, les mineurs et les jeunes majeurs sont désormais les premières victimes des systèmes d’exploitation 2.0. Mais leurs clients et proxénètes ont aussi rajeuni : les personnes vulnérables ou parfois seulement en quête d’identité sont pistées sur les communautés d’amis. Personne n’est à l’abri. Ni la jeune Nigériane sans papiers qui se retrouve happée par une « Authentic Sister » à smartphone et jetée sur les départementales françaises, ni la lycéenne de Paris ou Marseille amadouée par un « loverboy » au profil de gendre idéal qui la réduit en esclavage sexuel en quelques semaines dans une chambre louée en deux clics. Cette « invisibilisation » et la plasticité des systèmes de « recrutement » compliquent les réponses judiciaires et pénales des Etats.

    Partenaire des grands organismes de lutte contre la traite humaine, la Fondation française Scelles, résolument abolitionniste, s’attache tous les deux ans à radiographier tous les « systèmes prostitutionnels ». Son rapport 2019 fait l’effort d’un décryptage pointu de la bataille idéologique et de communication qui continue de diviser jusqu’aux féministes. Son président Yves Charpenel, ancien magistrat et membre du Comité consultatif national d’éthique, est aussi un fin connaisseur du continent africain. Il a répondu aux questions du Monde Afrique avant de s’envoler pour le Bénin.
    La prostitution organisée a toujours existé. Qu’est-ce qui a changé ?

    Yves Charpenel Les réseaux sociaux lui donnent une ampleur sans précédent. En dix ans, le défi est devenu planétaire. Aucun continent n’est épargné et aucun des 54 pays africains, les jeunes étant très connectés, n’échappent au phénomène. La prostitution prolifère au gré des crises : migrations trans et intracontinentales, terrorisme islamiste, tourisme sexuel, conflits, corruption policière, catastrophes naturelles fragilisent des populations forcées de se déplacer et paupérisées. La crise migratoire en Méditerranée, la plus importante depuis la seconde guerre mondiale, et la fermeture de l’Europe ont bloqué nombre de migrants en Algérie, au Niger, au Maroc, en Libye dans les conditions terribles que l’on sait. Le Haut-Commissariat des Nations unies pour les réfugiés (HCR) les estimait à 70 millions en 2017. C’est l’équivalent de la population française !

    Les enquêtes d’Europol et d’Interpol ont établi le lien entre les parcours de migrants et les filières de traite en Afrique, en Europe, au Moyen-Orient et en Asie. Les Africaines subsahariennes, dont les Nigérianes, sont au cœur d’un trafic qui se noue dès le village, que les filles quittent pleines d’espoir pour un voyage en bateau payé par toute une communauté dont elles deviennent redevables. Dans les pays du Nord, les chiffres de racolage de rue sont en chute libre. L’immense majorité de la prostitution se fait via Internet et échappe aujourd’hui à la vue.

    Par ailleurs, les enfants échoués en Europe à la suite des bouleversements des « printemps arabes », de la crise au Mali qui gagne aujourd’hui le Burkina Faso et le Bénin, de Boko Haram au Nigeria, des Chabab en Somalie, le régime autoritaire érythréen, les conflits aux Soudans, et, évidemment, la guerre en Syrie, ont jeté sur les bateaux des dizaines de milliers de mineurs arrivés seuls par la Méditerranée. Beaucoup ont été directement absorbés par les réseaux de prostitution et, selon Europol, environ 10 000 d’entre eux ont carrément disparu de la circulation entre 2016 et 2018. Il n’y a pas si longtemps en France, des fillettes de 8 ans étaient mises en vente par l’Etat islamique sur Twitter pour être réduites en esclavage sexuel.

    Comment expliquez-vous le rajeunissement des clients et des proxénètes ?

    En Europe, le marché de la drogue est saturé et coûte trop cher pour un jeune qui veut « se lancer » dans un trafic lucratif. Il faut investir beaucoup d’argent pour accéder à la matière première et avoir des connexions avec des réseaux criminels très puissants et très dangereux. Les délinquants juste majeurs comprennent très vite que, malgré un arsenal judiciaire sévère, comme en France qui va jusqu’à quinze ans de prison et 1,5 million d’euros d’amende, ils ne seront condamnés en première instance qu’à dix-huit mois et à 8 000 euros pour de premiers faits de proxénétisme. Ils ne font même pas appel et paient en trois semaines de recette. Certains mineurs, garçons ou filles, sont aussi passés de victimes de la traite sexuelle en Libye à proxénètes dans les rues des grandes capitales européennes pour survivre.

    Tout est « géré » via de faux comptes Facebook, Instagram, Snapshat ou Twitter, sur des sites de rencontres « entre adultes », véritables cache-sexes de réseaux de prostitution enfantine, dont les proxénètes contournent sans arrêt les filtres en euphémisant le vocabulaire employé pour proposer des services sexuels à une clientèle de plus en plus avertie. Le Web est devenu l’outil gratuit et discret du recrutement et de la gestion de la prostitution.
    Après le Sénégal et le Niger en 2018, vous partez au Bénin pour aider à former des administrateurs à la lutte contre la traite humaine. Pourquoi ?

    L’Europe, débordée par la crise de l’accueil, tente d’aider les pays d’origine de migration à traiter le mal à la racine. Ma mission a été initiée par l’Ecole de la magistrature et est soutenue par l’Agence française de développement [AFD, partenaire du Monde Afrique de 2015 à 2018]. Les gouvernements d’Afrique de l’Ouest et du centre sont confrontés au développement d’une traite transnationale et nationale. Depuis 2009, selon le HCR, la secte islamiste nigériane Boko Haram a poussé sur les routes de l’exil plus de 2,4 millions de personnes dans le bassin du lac Tchad, carrefour du Cameroun, du Tchad, du Nigeria et du Niger.

    Ces groupes djihadistes volent, violent et revendent femmes et enfants transformés en monnaie d’échange. Le Bénin commence à être touché par ces rapts. L’Agence nationale nigériane de lutte contre l’exploitation sexuelle (Naptip) a vu le pourcentage de trafic augmenté de 204 % en 2016. Dans le même temps, beaucoup de pays africains ont légalisé la prostitution, et l’on assiste à un véritable exode des jeunes filles de villages vers les grands centres urbains du continent.
    Face à la gravité de la situation, quelles réponses d’envergure peuvent-elles être apportées ?

    Quels que soient le pays et le continent, la réponse ne peut plus être seulement nationale, elle doit être transnationale. Les lois extraterritoriales permettent par exemple aux Etats comme la France, qui criminalisent le client prostitueur et non plus la victime prostituée, de poursuivre leurs ressortissants pour des faits d’exploitation sexuelle de mineurs commis à l’étranger. En 2016, un directeur de maison de retraite catholique a été condamné par la cour d’assises de Versailles à seize ans de prison pour avoir violé ou agressé 66 enfants au Sri Lanka, en Tunisie et en Egypte. C’est loin d’être un cas isolé. C’est une avancée notable dans la lutte contre le tourisme sexuel, dont beaucoup d’enfants africains sont victimes au Maroc, au Sénégal, en Gambie, pour ne citer que quelques pays.

    L’application de ces lois dépend cependant de la qualité de la collaboration entre les pays. L’augmentation vertigineuse des réseaux nigérians dans les pays européens par exemple est rendue possible par le manque de coopération d’Abuja sur le plan international. Mais il faut aller beaucoup plus long en rendant imprescriptible, assimilée à un crime contre l’humanité, l’exploitation sexuelle des mineurs. Cela permettrait de saisir des cours relevant du droit international.
    Quelles doivent être les exigences des Etats face aux grands hébergeurs de contenus Internet ?

    Les réflexions et les lois vont dans le sens d’engager la responsabilité civile et pénale des puissants Google, Apple, Facebook, Amazon et Microsoft (Gafam). Malgré leur attitude de défi vis-à-vis des Etats et la rapide adaptation des sites spécialisés qui se jouent des failles juridiques nationales, les Gafam ne peuvent se permettre un dégât d’image aussi considérable que d’être associés à la traite humaine.

    Les choses bougent donc et des victoires ont été remportées avec la fermeture, fin mai 2018, de la rubrique « Rencontres » du premier site français d’annonces Vivastreet, présent dans treize pays, ou l’arrêt par le FBI en avril 2018 pour « contribution au trafic sexuel » du géant américain Blackpage, spécialisé dans les services sexuels tarifés. Une course aux algorithmes pour filtrer les contenus est engagée. Sans l’émergence d’une gouvernance mondialisée d’Internet et une profonde prise de conscience de nos sociétés, on aura beau mettre face à face tous les clients condamnés face à des « survivantes » de la traite, on n’empêchera pas des Guinéennes de 15 ans d’être conduites en Uber dans un Airbnb de banlieue pour un viol tarifé « consenti » et « alternatif ».

    A thorough report by Amnesty International is harshly critical of Israel’s policies on arms exports. According to the report written in Hebrew by the organization’s Israeli branch, Israeli companies continue to export weapons to countries that systematically violate human rights. Israeli-made weapons are also found in the hands of armies and organizations committing war crimes. The report points to eight such countries that have received arms from Israel in recent years.

    Often these weapons reach their destination after a series of transactions, thereby skirting international monitoring and the rules of Israel itself. Amnesty calls on the government, the Knesset and the Defense Ministry to more tightly monitor arms exports and enforce transparency guidelines adopted by other Western countries that engage in large-scale weapons exports.

    In the report, Amnesty notes that the supervision of the arms trade is “a global, not a local issue. The desire and need for better monitoring of global arms sales derives from tragic historical events such as genocide, bloody civil wars and the violent repression of citizens by their governments …. There is a new realization that selling arms to governments and armies that employ violence only fuels violent conflicts and leads to their escalation. Hence, international agreements have been reached with the aim of preventing leaks of military equipment to dictatorial or repressive regimes.”

    The 2014 Arms Trade Treaty established standards for trade in conventional weapons. Israel signed the treaty but the cabinet never ratified it. According to Amnesty, Israel has never acted in the spirit of this treaty, neither by legislation nor its policies.

    “There are functioning models of correct and moral-based monitoring of weapons exports, including the management of public and transparent reporting mechanisms that do not endanger a state’s security or foreign relations,” Amnesty says. “Such models were established by large arms exporters such as members of the European Union and the United States. There is no justification for the fact that Israel continues to belong to a dishonorable club of exporters such as China and Russia.”

    In 2007, the Knesset passed a law regulating the monitoring of weapons exports. The law authorizes the Defense Ministry to oversee such exports, manage their registration and decide on the granting of export licenses. The law defines defense-related exports very broadly, including equipment for information-gathering, and forbids trade in such items without a license.

    The law does not include a clause limiting exports when there is a high probability that these items will be used in violation of international or humanitarian laws. But the law does prohibit “commerce with foreign agencies that are not in compliance with UN Security Council resolutions that prohibit or limit a transfer of such weapons or missiles to such recipients.”

    According to Amnesty, “the absence of monitoring and transparency have for decades let Israel supply equipment and defense-related knowledge to questionable states and dictatorial or unstable regimes that have been shunned by the international community.”

    The report quotes a 2007 article by Brig. Gen. (res.) Uzi Eilam. “A thick layer of fog has always shrouded the export of military equipment. Destinations considered pariah states by the international community, such as Chile in the days of Pinochet or South Africa during the apartheid years, were on Israel’s list of trade partners,” Eilam wrote.

    “The shroud of secrecy helped avoid pressure by the international community, but also prevented any transparency regarding decisions to sell arms to problematic countries, leaving the judgment and decision in the hands of a small number of people, mainly in the defense establishment.”

    The report presents concrete evidence on Israel’s exports over the last two decades, with arms going to eight countries accused by international institutions of serious human rights violations: South Sudan, Myanmar, the Philippines, Cameroon, Azerbaijan, Sri Lanka, Mexico and the United Arab Emirates. In some of these cases, Israel denied that it exported arms to these countries at specifically mentioned times. In other case it refused to give details.
    Israeli security-related exports

    In its report, Amnesty relies on the research of other human rights groups, on documentation published in the media in those eight countries, and on information gathered by attorney Eitay Mack, who in recent years has battled to expose Israel’s arms deals with shady regimes. Amnesty cross-checks descriptions of exported weapons with human rights violations and war crimes by those countries. In its report, Amnesty says that some of these countries were under sanctions and a weapons-sales embargo, but Israel continued selling them arms.

    According to the organization, “the law on monitoring in its current format is insufficient and has not managed to halt the export of weapons to Sri Lanka, which massacred many of its own citizens; to South Sudan, where the regime and army committed ethnic cleansing and aggravated crimes against humanity such as the mass rape of hundreds of women, men and girls; to Myanmar, where the army committed genocide and the chief of staff, who carried out the arms deal with Israel, is accused of these massacres and other crimes against humanity; and to the Philippines, where the regime and police executed 15,000 civilians without any charges or trials.”

    Amnesty says that this part of the report “is not based on any report by the Defense Ministry relating to military equipment exports, for the simple reason that the ministry refuses to release any information. The total lack of transparency by Israel regarding weapons exports prevents any public discussion of the topic and limits any research or public action intended to improve oversight.”

    One example is the presence of Israeli-made Galil Ace rifles in the South Sudanese army. “With no documentation of sales, one cannot know when they were sold, by which company, how many, and so on,” the report says.

    “All we can say with certainty is that the South Sudanese army currently has Israeli Galil rifles, at a time when there is an international arms embargo on South Sudan, imposed by the UN Security Council, due to ethnic cleansing, as well as crimes against humanity, using rape as a method of war, and due to war crimes the army is perpetrating against the country’s citizens.”

    According to Amnesty, the defense export control agency at the Defense Ministry approved the licenses awarded Israeli companies for selling weapons to these countries, even though it knew about the bad human rights situation there. It did this despite the risk that Israeli exports would be used to violate human rights and despite the embargo on arms sales imposed on some of these countries by the United States and the European Union, as well as other sanctions that were imposed by these countries or the United Nations.

    In response to letters written to the export control agency, its head, Rachel Chen, said: “We can’t divulge whether we’re exporting to one of these countries, but we carefully examine the state of human rights in each country before approving export licenses for selling them weapons.” According to Amnesty, this claim is false, as shown by the example of the eight countries mentioned in the report.

    Amnesty recommends steps for improving the monitoring of defense exports. It says Israel lags American legislation by 20 years, and European legislation by 10 years. “The lack of transparency has further negative implications, such as hiding information from the public,” Amnesty says.

    “The concept by which the Defense Ministry operates is that it is not in the public interest to know which countries buy weapons here, how much and under what conditions. This is an erroneous conception that stems from the wish to conceal, using the well-worn cloak of ‘issues of state security and foreign relations’ as an excuse,” it adds.

    “The veil of secrecy makes it hard to obtain data. In our humble opinion, the information we have gathered and presented in this report is the tip of the iceberg. Most of the evidence is based on official reports issued by the recipient states, such as the Facebook page of the chief of staff in Myanmar, or the site of the Philippine government’s spokesman.”

    The authors say attempts to maintain secrecy in an era of social media and global media coverage are absurd and doomed to fail.

    “Let the reasonable reader ask himself if the powers that sell weapons are concerned about harm to state security resulting from making the information accessible, or whether this is just an excuse, with the veil of secrecy protecting the interests of certain agencies in Israel.”

    Amnesty says Israel ranks eighth among the exporters of heavy weapons around the world. Between 2014 and 2018, Israel’s defense exports comprised 3.1 percent of global sales. Compared with the previous four years, this was a 60 percent increase. The three largest customers of heavy weapons sold by Israel are India, Azerbaijan and Vietnam.

    But the report says defense industries are not the largest or most lucrative contributors to Israeli exports. According to the Defense Ministry, defense exports comprise 10 percent of Israel’s industrial exports. “Defense-related companies in Israel export to 130 countries around the world,” the report says. “Of these, only a minority are countries designated by the UN and the international community as violators of human rights.”

    These are mostly poor countries and the scope of defense exports to them is small compared to the rest of Israel’s exports. According to Amnesty, banning exports to the eight countries would not sting Israel’s defense contractors or their profits, and would certainly not have a public impact. “There is no justification – economic, diplomatic, security-related or strategic – to export weapons to these countries,” the report says.

    Amnesty believes that “the situation is correctable. Israel’s government and the Defense Ministry must increase their monitoring and transparency, similar to what the vast majority of large weapons exporters around the world do except for Russia and China.”

    According to Amnesty, this should be done by amending the law regulating these exports, adding two main clauses. The first would prohibit the awarding of licenses to export to a country with a risk of serious human rights violations, based on international humanitarian law.

    The second would set up a committee to examine the human rights situation in any target state. The committee would include people from outside the defense establishment and the Foreign Ministry such as academics and human rights activists, as is customary in other countries.

    “Monitoring must not only be done, it must be seen, and the Israeli public has every right to know what is done in its name and with its resources, which belong to everyone,” the report says.

    A policy of obscurity

    A senior defense official who read the Amnesty report told Haaretz that many of its claims have been discussed in recent years in petitions to the High Court of Justice. The justices have heard petitions relating to South Sudan, Cameroon and Mexico. However, in all cases, the court accepted the state’s position that deliberations would be held with only one side present – the state, and that its rulings would remain classified.

    Monitoring of exports has substantially increased since the law was passed, the official said. The authority endowed to the Defense Ministry by this law, including imposing economic sanctions, prohibition of exports and taking legal action against companies, are more far-reaching than in other countries.

    “The process of obtaining an export license in Israel is lengthy, difficult and imposes onerous regulations on exporters," he added. “When there is evidence of human rights violations in a country buying arms from Israel, we treat this with utmost seriousness in our considerations. The fact is that enlightened states respect the laws we have and are interested in the ways we conduct our monitoring.”

    He admitted that Israel does adopt a policy of obscurity with regard to its arms deals. “We don’t share information on whether or to which country we’ve sold arms,” he said. “We’ve provided all the information to the High Court. The plaintiffs do receive fixed laconic responses, but there are diplomatic and security-related circumstances that justify this.”

    “Other countries can be more transparent but we’re in a different place,” he argued. "We don’t dismiss out of hand discussion of these issues. The questions are legitimate but the decisions and polices are made after all the relevant considerations are taken into account.”

    The intense pace of events in recent months – rounds of violence along the Gaza border, Israel’s election, renewed tension between the U.S. and Iran – have left little time to deal with other issues that make the headlines less frequently.

    Israel is currently in the throes of an unprecedented constitutional and political crisis, the outcome of which will seriously impact its standing as a law-abiding state. If Prime Minister Benjamin Netanyahu succeeds in his plan to halt all legal proceedings against him, legislating an immunity law and restricting the jurisdiction of the High Court, all other issues would pale in comparison.

    There is some logic to the claim that Israel cannot be holier than thou when it comes to arms sales in the global market, and yet, the Amnesty report depicts a horrific image, backed by reliable data, but also makes suggestions for improvement that seem reasonable.

    Numerous reports over the last year show that the problem is not restricted to the sale of light weapons, but might be exacerbated by the spread of cyberwarfare tools developed by Israel and what dark regimes can do with these. Even if it happens through a twisted chain of sub-contractors, the state can’t play innocent. Therefore, it’s worthwhile listening to Amnesty’s criticism and suggestions for improvement.

    Près de 90 millions d’euros et plus de 41 000 victimes : c’est le tableau de chasse vertigineux attribué à un gang de cybercriminels, dont le démantèlement a été annoncé jeudi 16 mai par Europol, l’agence européenne de coopération entre les polices criminelles.

    IAs night fell on blood-soaked Sri Lanka following the carnage of Easter Sunday last month, police knocked on a door in an upscale neighbourhood – the home of two of the suicide bombers.

    . On seeing the police, she ran inside and detonated an explosive device, killing herself, her unborn child and her three sons aged five, four and nine months. Three police officers also died in the blast.

    . When they went to his home to arrest his wife, Solimah, who had helped him make the bombs, she blew herself up, killing her two-year-old child.

    From Sri Lanka to Indonesia, a deadly new phenomenon is emerging – women, radicalised by IS ideology, are killing themselves and their children in their pursuit of martyrdom.

    Female suicide bombers have always featured in the annals of jihadism, going back to the Chechen Islamists in Russia known as Black Widows, but filicide by female radicals brings a dangerous new dimension to terrorism.

    “We did not have this in al-Qaeda,” said Sofyan Tsauri, former member of al-Qaeda Southeast Asia. “In Islam, jihad for a woman is to take care of the household, nurturing and educating the children, not taking up arms.”

    For these women, the maternal instinct to protect their children is supplanted by the quest for a “swift passage” into heaven, according to Nasir Abbas, a Malaysian former leader of the al-Qaeda-linked Jemaah Islamiah (JI) and once the most-wanted jihadist in Southeast Asia.

    He later switched sides and is now involved in deradicalisation efforts and other initiatives to counter violent extremism in Indonesia.

    “These [female suicide bombers] believe protecting their children means protecting them from turning into infidels when they are gone,” he told This Week in Asia .

    “In their twisted belief, they are convinced their children will also enter into heaven if they die with them [or] carry out the same act [of suicide bombing].”

    A significant development pointing to this new phenomenon took place when a family of six bombed three churches in Surabaya in May 2018. The perpetrators were a father, mother and four children aged between nine and 18, according to Nasir and the Indonesian police.

    The father, a wealthy businessman named Dita Oepriarto, strapped bombs on his wife and two daughters, who detonated them at a church. He made his two sons ride a motorbike laden with bombs into another church, where they blew themselves up.

    Dita then drove his car, filled with explosives, into a third church. In the space of 10 minutes, the entire family was dead. Dita’s younger son, 16-year-old Firman Halim, was seen crying inconsolably during dawn prayers at a mosque some two hours before the attack.

    “It is believed that the night before the bombings, the father told the children to prepare to die,” said Rizka Nurul, a researcher with the Institute for International Peace Building (IIPB), Indonesia’s first private deradicalisation organisation.

    The rise in the radicalisation of married couples is proving to be a danger to the lives of their children.

    “Children are in grave danger if both their parents are convinced that they must wage jihad … to atone for their sins in this lifetime by carrying out terror attacks,” said Nasir, the former JI leader. “The parents believe in bringing their children with them to heaven.”

    Women are capable of being more radical and militant than men, according to researchers in the field of countering violent extremism.

    “[This is] because women use their hearts. They can be more dangerous as they are more willing to sacrifice, compared with men who tend to be more rational as they consider costs and benefits,” said the IIPB’s Rizka.

    Such was the case with Solimah, who blew herself up in her home following the arrest of her husband, Abu Hamzah. During interrogation, he told investigators his wife was much more radical than him.

    The couple are believed to have been radicalised online by reading the teachings of Indonesia’s foremost IS ideologue, Aman Abdurrahman, who is currently on death row for inciting others to commit terror attacks in Indonesia.

    Many of these women are believed to be radicalised by their husbands and accede to their teachings as a mark of obedience to their spouse.

    “I am not surprised by [the suicide of the woman in the Sri Lanka blast] as she lives in a terrorist group’s environment,” said Ani Rufaida, lecturer in social psychology at Indonesia’s Nahdlatul Ulama Islamic University.

    “In my prior research of wives of terrorists, most express obedience to their husbands. Only a small number of wives could reject the extreme ideology of their husbands, but they face consequences, for example, being separated from their husband,” she said. “Extremist groups require total obedience from the wife.”

    In a chilling development, some radicalised Indonesian women are requesting a suicide vest as dowry from their husbands-to-be, according to former JI leader Nasir. “These women plan to carry out suicide bombings after they are married. Several of them have been arrested,” he said.

    A counterterrorism official told This Week in Asia that a woman who requested such a vest was arrested in Klaten, Central Java, last March.

    Countering this phenomenon requires both a soft and hard approach, according to Nasir. “The deviant teaching of terror networks needs to be [made] public. We need to have continuous deradicalisation and counter violent extremism programmes,” he said, adding that this would help dismantle terror networks
    and detain their members before attacks were carried out.

    Indonesia through its National Counter-Terrorism Agency (BNPT) has established a deradicalisation programme for inmates, which works to rehabilitate their ideas about Islam through counter-narratives by religious leaders and psychologists, and equips them with skills they can use when they are eventually reintegrated into society. BNPT also focus on countering violent extremism on university campuses.

    Analysts say getting former militant leaders to work with universities and the police in deradicalisation makes these programmes more effective, as they have unparalleled insight into the minds of attackers.

    Another ex-JI member, Ali Fauzi, the younger brother of two executed Bali bombers, started his own NGO called the Circle of Peace, which is deeply involved in countering violent extremism and deradicalisation.

    Women must now be a specific focus of these programmes and other community efforts to prevent radicalisation, analysts say.

    A recent Institute for Policy Analysis of Conflict (IPAC) report called for more women to be recruited by Indonesia’s counterterrorism police squad, Detachment 88, given the increasing number of female militants.

    “The percentage of women in the police generally remains woefully low, just over 8 per cent,” it said.

    Better programmes are also needed for pro-IS female detainees. There are currently 15 such women in detention, some of whom were involved in violence. According to IPAC, understanding the backgrounds and motivations of these women is essential for a more targeted rehabilitation programme.

    “IS may have reluctantly accepted women as combatants, but they are now encouraged to take part in operations,” the report said. “It is easy to dismiss the competence of Indonesian terrorists, but as long as they continue to subscribe to IS ideology, they remain a serious threat.”

  • Record High #Remittances Sent Globally in #2018

    Remittances to low- and middle-income countries reached a record high in 2018, according to the World Bank’s latest Migration and Development Brief.

    The Bank estimates that officially recorded annual remittance flows to low- and middle-income countries reached $529 billion in 2018, an increase of 9.6 percent over the previous record high of $483 billion in 2017. Global remittances, which include flows to high-income countries, reached $689 billion in 2018, up from $633 billion in 2017.

    Regionally, growth in remittance inflows ranged from almost 7 percent in East Asia and the Pacific to 12 percent in South Asia. The overall increase was driven by a stronger economy and employment situation in the United States and a rebound in outward flows from some Gulf Cooperation Council (GCC) countries and the Russian Federation. Excluding China, remittances to low- and middle-income countries ($462 billion) were significantly larger than foreign direct investment flows in 2018 ($344 billion).

    Among countries, the top remittance recipients were India with $79 billion, followed by China ($67 billion), Mexico ($36 billion), the Philippines ($34 billion), and Egypt ($29 billion).

    In 2019, remittance flows to low- and middle-income countries are expected to reach $550 billion, to become their largest source of external financing.

    The global average cost of sending $200 remained high, at around 7 percent in the first quarter of 2019, according to the World Bank’s Remittance Prices Worldwide database. Reducing remittance costs to 3 percent by 2030 is a global target under Sustainable Development Goal (SDG) 10.7. Remittance costs across many African corridors and small islands in the Pacific remain above 10 percent.

    Banks were the most expensive remittance channels, charging an average fee of 11 percent in the first quarter of 2019. Post offices were the next most expensive, at over 7 percent. Remittance fees tend to include a premium where national post offices have an exclusive partnership with a money transfer operator. This premium was on average 1.5 percent worldwide and as high as 4 percent in some countries in the last quarter of 2018.

    On ways to lower remittance costs, Dilip Ratha, lead author of the Brief and head of KNOMAD, said, “Remittances are on track to become the largest source of external financing in developing countries. The high costs of money transfers reduce the benefits of migration. Renegotiating exclusive partnerships and letting new players operate through national post offices, banks, and telecommunications companies will increase competition and lower remittance prices.”

    The Brief notes that banks’ ongoing de-risking practices, which have involved the closure of the bank accounts of some remittance service providers, are driving up remittance costs.

    The Brief also reports progress toward the SDG target of reducing the recruitment costs paid by migrant workers, which tend to be high, especially for lower-skilled migrants.

    “Millions of low-skilled migrant workers are vulnerable to recruitment malpractices, including exorbitant recruitment costs. We need to boost efforts to create jobs in developing countries and to monitor and reduce recruitment costs paid by these workers,” said Michal Rutkowski, Senior Director of the Social Protection and Jobs Global Practice at the World Bank. The World Bank and the International Labour Organization are collaborating to develop indicators for worker-paid recruitment costs, to support the SDG of promoting safe, orderly, and regular migration.

    Regional Remittance Trends

    Remittances to the East Asia and Pacific region grew almost 7 percent to $143 billion in 2018, faster than the 5 percent growth in 2017. Remittances to the Philippines rose to $34 billion, but growth in remittances was slower due to a drop in private transfers from the GCC countries. Flows to Indonesia increased by 25 percent in 2018, after a muted performance in 2017.

    After posting 22 percent growth in 2017, remittances to Europe and Central Asia grew an estimated 11 percent to $59 billion in 2018. Continued growth in economic activity increased outbound remittances from Poland, Russia, Spain, and the United States, major sources of remittances to the region. Smaller remittance-dependent countries in the region, such as the Kyrgyz Republic, Tajikistan, and Uzbekistan, benefited from the sustained rebound of economic activity in Russia. Ukraine, the region’s largest remittance recipient, received a new record of more than $14 billion in 2018, up about 19 percent over 2017. This surge in Ukraine also reflects a revised methodology for estimating incoming remittances, as well as growth in neighboring countries’ demand for migrant workers.

    Remittances flows into Latin America and the Caribbean grew 10 percent to $88 billion in 2018, supported by the strong U.S. economy. Mexico continued to receive the most remittances in the region, posting about $36 billion in 2018, up 11 percent over the previous year. Colombia and Ecuador, which have migrants in Spain, posted 16 percent and 8 percent growth, respectively. Three other countries in the region posted double-digit growth: Guatemala (13 percent) as well as Dominican Republic and Honduras (both 10 percent), reflecting robust outbound remittances from the United States.

    Remittances to the Middle East and North Africa grew 9 percent to $62 billion in 2018. The growth was driven by Egypt’s rapid remittance growth of around 17 percent. Beyond 2018, the growth of remittances to the region is expected to continue, albeit at a slower pace of around 3 percent in 2019 due to moderating growth in the Euro Area.

    Remittances to South Asia grew 12 percent to $131 billion in 2018, outpacing the 6 percent growth in 2017. The upsurge was driven by stronger economic conditions in the United States and a pick-up in oil prices, which had a positive impact on outward remittances from some GCC countries. Remittances grew by more than 14 percent in India, where a flooding disaster in Kerala likely boosted the financial help that migrants sent to families. In Pakistan, remittance growth was moderate (7 percent), due to significant declines in inflows from Saudi Arabia, its largest remittance source. In Bangladesh, remittances showed a brisk uptick in 2018 (15 percent).

    Remittances to Sub-Saharan Africa grew almost 10 percent to $46 billion in 2018, supported by strong economic conditions in high-income economies. Looking at remittances as a share of GDP, Comoros has the largest share, followed by the Gambia , Lesotho, Cabo Verde, Liberia, Zimbabwe, Senegal, Togo, Ghana, and Nigeria.

      Bangladesh, Romania, Filippine: ecco il podio delle rimesse degli immigrati che vivono e lavorano in Italia. Il trend è in forte aumento: nel 2018 sono stati inviati all’estero 6,2 miliardi di euro, con una crescita annua del 20, 7 per cento.
      A registrarlo è uno studio della Fondazione Leone Moressa su dati Banca d’Italia, dopo il crollo del 2013 e alcuni anni di sostanziale stabilizzazione, oggi il volume di rimesse rappresenta lo 0,35% del Pil.

      Il primato del Bangladesh
      Per la prima volta, nel 2018 il Bangladesh è il primo Paese di destinazione delle rimesse, con oltre 730 milioni di euro complessivi (11,8% delle rimesse totali).
      Il Bangladesh nell’ultimo anno ha registrato un +35,7%, mentre negli ultimi sei anni ha più che triplicato il volume.

      Il secondo Paese di destinazione è la Romania, con un andamento stabile: +0,3% nell’ultimo anno e -14,3% negli ultimi sei.
      Da notare come tra i primi sei Paesi ben quattro siano asiatici: oltre al Bangladesh, anche Filippine, Pakistan e India. Proprio i Paesi dell’Asia meridionale sono quelli che negli ultimi anni hanno registrato il maggiore incremento di rimesse inviate. Il Pakistan ha registrato un aumento del +73,9% nell’ultimo anno. Anche India e Sri Lanka sono in forte espansione.

      Praticamente scomparsa la Cina, che fino a pochi anni fa rappresentava il primo Paese di destinazione e oggi non è nemmeno tra i primi 15 Paesi per destinazione delle rimesse.
      Mediamente, ciascun immigrato in Italia ha inviato in patria poco più di 1.200 euro nel corso del 2018 (circa 100 euro al mese). Valore che scende sotto la media per le due nazionalità più numerose: Romania (50,29 euro mensili) e Marocco (66,14 euro). Tra le comunità più numerose il valore più alto è quello del Bangladesh: ciascun cittadino ha inviato oltre 460 euro al mese. Anche i senegalesi hanno inviato mediamente oltre 300 euro mensili.

  • Migration and Gender Outcomes: Analysis of Selected Policies in #Sri_Lanka

    This paper analyzes the implications of migration rules, regulations, and policies in Sri Lanka, in the country’s efforts to integrate gender perspectives into migration issues. The study focuses on three policies: the imposition of maximum chargeable amounts that agents can collect for recruiting migrant workers, mandatory predeparture training for migrants, and the Family Background Report requirement. The study adopts a combined methodology, wherein an in-depth case study of Sri Lanka is developed based on data from key informant interviews and a review of the literature. This qualitative methodology is reinforced by a difference-in-differences analysis of the Family Background Report policy. The study finds that women’s increased access to migration brought about by the zero-chargeable policy is neutralized by the #Family_Background_Report (FBR) requirement. Ideally, the FBR policy should be revisited to strike a balance between women’s autonomy versus benefits to children left behind. As such, in addition to the multifaceted gender implications of migration policies, the study underscores the importance of coordination among policies to ensure optimal gender outcomes.

    The second house designed by Minnette de Silva, once one of the most famous female architects in the world, stands in Alfred House Gardens, a leafy street in Colombo, Sri Lanka, tucked away from the fumes of nearby Galle Road.

    Raised on columns, the house shelters within a limestone boundary wall, its iron gate patterned with leaf shapes. A yellow oleander tree and red bougainvillea spill over the gate, almost entirely obscuring the house that was built for family friends the Pierises in 1952. Inside are De Silva’s trademark features: open courtyards and verandahs alive with trees, shrubs and a pond; a walled garden; a parking space that once doubled as a play area; and a staircase sweeping up to the second floor, where the bedrooms and kitchen are located.

    A fire has broke out aboard a Hapag-Lloyd containership in the North Atlantic off the east coast of Canada.

    In a statement posted to its website, Hapag-Lloyd said the fire started January 3 in one container on the deck of the Yantian Express and has spread to additional containers.

    Efforts to extinguish the fire were launched immediately but were suspended due to a significant deterioration of weather conditions.

    At the time of the update, the ship was located approximately 650 nautical miles off the coast of Canada.

    The crew of 8 officers and 15 seafarers are unharmed, Hapag-Lloyd said.

    The ship was sailing from Colombo, Sri Lanka to Halifax, via the Suez Canal, where it was expected to arrive on January 4, according to AIS ship tracking data. 

    The U.S. Coast Guard said Friday afternoon that it is coordinating the response efforts to ensure the safety of the crew.

    Another commercial vessel, Happy Ranger, was just 20 miles from the position of the Yantian Express and has diverted to provide assistance. A commercial tugboat is also en route.

    The Coast Guard said it is monitoring the situation. 

    The 7,510 TEU vessel 320-meters-long and is flagged in German flag. The ship operates in the East Coast Loop 5 (EC5) service. It was built in 2002.

    “It is still too early to make a precise estimate of any damage to the vessel or its cargo. Hapag-Lloyd is closely cooperating with all relevant authorities,” Hapag-Lloyd said.

    Both the Yantian Express and Happy Ranger are participating in the Automated Mutual-Assistance Vessel Rescue System (AMVER) program. 

    “Thanks to the participation of mariners in the AMVER system, we were able to coordinate a quick response,” said Petty Officer 1st Class Kelly Badal, operations unit watchstander at the Fifth District command center. “This system is crucial to coordinating nearby vessels to provide assistance when an emergency arises far from Coast Guard assets.”

    No pollution or injuries have been reported. 

    • The incident adds to a busy start to the year in terms of maritime accidents.
      On December 31, the car carrier Sincerity Ace suffered a fire with five fatalities in the Pacific Ocean between Japan and Hawaii. This ship is now abandoned, adrift and the fire continues on board.
      On January 1, the mega containership MSC ZOE lost an estimated 270 containers overboard in heavy weather in the North Sea. No injuries were reported. 
      On January 2, a 308-foot Chinese-flagged fish carrier, named Ou Ya Leng No. 6, ran aground on an uninhabited atoll in the Marshall Islands. Currently the crew of 24 remain on board the vessel.

      The crew of the containership Yantian Express has been evacuated as the container fire continues to burn on board the ship in the North Atlantica, Hapag-Lloyd said in an update on Sunday.

      The fire started in one container on January 3rd and has since spread to other containers.

      Due to bad weather conditions, the fire has not been successfully contained and has significantly increased in intensity at times, according to Hapag-Lloyd. The salvage tug Smit Nicobar is on scene fighting the fire but as of the latest update, the fire had not been extinguished.

      The crew of the Yantian Express, comprised of 8 officers and 16 crew, has now been evacuated to the Smit Nicobar. All are unharmed, the company reported.

      The ship was last reported to be approximately 800 nautical miles off the coast of Canada (Nova Scotia).

      Further developments of the situation on the Yantian Express are being monitored closely, and the firefighting efforts with the salvage tug are ongoing,” Hapag-Lloyd said in its update.

      The company added that it could not make a precise estimate of any damage to the ship or its cargo.

  • Comment l’aide suisse au développement relève le défi de la migration

    Créer les conditions permettant aux gens de vivre en paix dans leur propre pays et de réaliser leurs rêves : c’est le but du Pacte migratoire de l’ONU. La Suisse a gelé son adhésion à cet accord. Elle soutient pourtant des projets qui poursuivent ces objectifs.
    En début de semaine, la communauté internationale a officiellement adopté le Pacte mondial sur les migrations à Marrakech, sous les auspices des Nations unies (ONU). Mais la Suisse a suspendu sa participation, car le Parlement exige d’être préalablement consulté. La Confédération soutient pourtant déjà des projets qui font le lien entre migration, développement et protection des droits humains. Voici quelques exemples :

    #Bosnie-Herzégovine : « i-plateforme »

    Depuis la guerre en ex-Yougoslavie, la Bosnie-Herzégovine est une nation fragmentée d’un point de vue ethnique et religieux, avec une structure politique variable. En Suisse, bien que très hétérogène, la diaspora défend sa patrie. Ses relations avec le pays d’origine sont principalement basées sur des liens personnels. De ce fait, une communication et une coopération systématiques entre les autorités locales et nationales sont en cours d’élaboration.

    Dans les années 1960 et 1980, les flux concernaient essentiellement des saisonniers non qualifiés venus en Suisse pour travailler. En 1991, la Confédération a mis fin à ce type de migrations de main-d’œuvre. En 1993, en raison de la nouvelle guerre des Balkans, le nombre de demandes d’asile a culminé à 7000 personnes, aboutissant à la décision du Conseil fédéral d’accueillir collectivement et temporairement des réfugiés de guerre. Une décision qui sera abrogée en 1995. Pourtant, même après la fin du conflit, la réconciliation nationale en Bosnie-Herzégovine est restée problématique et a rendu difficile le retour et la réinstallation des réfugiés. Depuis, les principaux motifs d’immigration en Suisse ont été motivés par le regroupement familial et la nécessité d’accueillir des cas difficiles.

    On estime à 60’000 environ le nombre de personnes originaires de Bosnie-Herzégovine vivant en Suisse. La majorité de ces personnes sont titulaires d’un permis de séjour B ou C. De 1998 à 2006, le taux de naturalisation des citoyens bosniens a augmenté, mais il a diminué depuis 2006.

    La « i-plateforme », créée en partenariat avec la DDC, permet à la diaspora en Suisse de contribuer au développement économique, social, culturel et démocratique de la Bosnie-Herzégovine. Indépendant sur le plan ethnique et confessionnel, cet outil remplit une double fonction de passerelle : tant au sein de la diaspora en Suisse que dans la société fragmentée de Bosnie-Herzégovine.

    #Sri_Lanka : « Pour une migration sans risque de la main-d’œuvre » (#Safe_Labour_Migration_Programme)

    Depuis la fin de la guerre civile, la situation au Sri Lanka reste instable, aggravée par la crise politique actuelle. La Suisse soutient le processus de réforme et de réconciliation. Entre 2005 et 2016, elle a également fourni une aide humanitaire à la reconstruction du pays après la guerre et après le tsunami de 2004.

    Chaque année, plusieurs centaines de milliers de personnes fuient la pauvreté au Sri Lanka. Avec le salaire qu’ils obtiennent à l’étranger, ces émigrants améliorent la santé et l’éducation de leurs familles restées au pays. Entre 2009 et 2018, les travailleurs expatriés sri-lankais ont transféré en moyenne plus de 500 millions de dollars US dans leur pays d’origine. Ils sont souvent exploités en raison d’une carrence d’informations et d’une méconnaissance de leurs droits. Les femmes sont particulièrement exposées, elles sont souvent victimes de violences sexuelles ou de traite des êtres humains.

    Environ 3 millions de citoyens sri-lankais vivent à l’étranger, dont environ 50’000 en Suisse. La plupart d’entre eux ont fui à la suite de la guerre civile de 1983-2009 ou à cause de la répression politique et des persécutions. En 2017, 840 demandes d’asile ont été déposées en Suisse par des ressortissants sri-lankais (environ 38% de moins que l’année précédente).

    Dans le cadre du Safe Labour Programme de l’Organisation internationale du Travail (OIT), un projet soutenu par la DDC, les travailleurs émigrés sont conseillés et informés sur leurs droits, en vue de les protéger contre l’exploitation. Le projet promeut ainsi une migration sans risque de la main-d’œuvre, maximise les aspects positifs et minimise les conséquences négatives.
    Tunisie : « Programme intégré sur le recrutement équitable » et « Communauté Tunisienne Résidente en Suisse »

    Depuis le Printemps arabe, les défis sociaux, politiques et économiques à relever en Afrique du Nord, y compris en Tunisie, sont toujours nombreux. Notamment parce que la Tunisie doit faire face à un double mouvement : l’émigration de ses citoyens et l’immigration ou le transit de réfugiés en provenance d’autres pays.

    Les perspectives du marché du travail en Tunisie et dans la région sont faibles. Même les personnes qualifiées ont peu de chances de trouver un emploi. Le taux de chômage atteint 29% chez les jeunes (2017). À cela s’ajoutent les conflits, notamment en Libye et dans la Corne de l’Afrique, qui provoquent instabilité et flux migratoires.

    Selon l’Organisation de coopération et de développement économiques (OCDE), entre 2011 et 2017, quelque 94’000 personnes ont quitté la Tunisie, dont 84% pour l’Europe. En 2018, 5000 Tunisiens ont atteint les côtes italiennes et, fin octobre, 262 demandes d’asile de citoyens de ce pays avaient été déposées en première instance en Suisse.

    Deux initiatives visent à accroître les chances des jeunes Tunisiens sur le marché du travail et à améliorer leurs conditions de travail en Tunisie. Le projet de la DDC « Communauté tunisienne résidant en Suisse », mis en œuvre avec l’ambassade de Suisse à Tunis, utilise les capacités et le savoir-faire de la diaspora tunisienne en Suisse pour le développement social et économique dans le pays d’origine. Les projets contribuent, par exemple, à mettre en adéquation les compétences des jeunes Tunisiens avec celles recherchées sur le marché du travail local. Le « Programme intégré sur le recrutement équitable »vise également à prévenir l’exploitation des travailleurs migrants et à améliorer les processus de recrutement. Avec le soutien de la DDC, ce projet de l’OIT est appliqué dans trois régions du monde particulièrement touchées par les migrations de main-d’œuvre.

    La #Corne_de_l’Afrique : Autorité intergouvernementale pour le développement

    La Corne de l’Afrique abrite 7 millions de personnes ayant dû fuir leurs pays, soit la plus forte concentration de déplacés au monde. Les pays de cette région figurent parmi les moins développés du globe, 13 millions de personnes y souffrent de pénuries alimentaires. A cela s’ajoutent les conflits violents, les attaques de groupes islamistes, tel Al-Shabaab, ainsi que les sécheresses cycliques qui déstabilisent la région.

    Dans la Corne de l’Afrique, il tombe moins de 600mm de pluie par an sur environ 70% du territoire. Dans le même temps, cette région a connu des inondations dévastatrices en 2018. Raisons pour lesquelles les terres agricoles sont rares et déclenchent des conflits tout comme une pauvreté persistante. Les attentats terroristes et le taux de chômage élevé, en particulier chez les jeunes (environ 60%), expliquent pourquoi la population cherche du travail et des revenus à l’étranger.

    Près de 80% des migrants et réfugiés de la Corne de l’Afrique restent sur le continent africain. Les Somaliens et les Erythréens figurent cependant parmi les 10 premiers demandeurs d’asile en Suisse. En 2017, 3375 demandes d’asile provenaient d’Érythréens (soient 34,8 % de moins que l’année précédente) et 843 de Somaliens (moins 46,7 %).

    Les huit États membres de l’Autorité intergouvernementale pour le développement, créée en 1996 et soutenue par la #DDC, le #SEM et la #Division_Sécurité_humaine sont l’Éthiopie, Djibouti, l’Érythrée, le Kenya, l’Ouganda, la Somalie, le Sud-Soudan et le Soudan. Notons toutefois que l’aide à l’Érythrée a été suspendue depuis 2007. Dans l’objectif d’une migration ordonnée et de la protection des migrants, la coopération régionale est encouragée et les structures nationales renforcées. Cette coopération vise également à stabiliser l’ensemble de la région et à endiguer les causes des migrations. Concernant l’Erythrée, une réintégration de ce pays est à l’étude.

  • In Sri Lanka, old land issues and a new prime minister highlight post-war traumas

    Sri Lanka’s civil war ended nearly a decade ago, but Maithili Thamil Chilwen’s barren plot of land still resembles a battlefield.

    There is only a mound of dirt where her home once stood in Keppapilavu village in the country’s northeast; the rest is just dirt, gravel, and broken shards of doors and windows from her demolished home.

    Sri Lanka’s military occupied thousands of hectares of land during and after the country’s bitter 26-year civil war, which came to a brutal end in 2009 when the military crushed remaining Tamil fighters here in the north. Almost a decade later, rights groups say reconciliation between the country’s majority Sinhalese community and its Tamil minority is at a standstill, and occupied land is one glaring example.

    Thamil Chilwen, an ethnic Tamil, said the military seized her property at the end of the war. It took almost nine years, until earlier this year, for the military to give it back. But by then, her home and fields were destroyed.

    “We were happy when the military told us we could go back to our land. But when I saw the state of the land, I had to cry,” she said.

    The military has been slow to return land to civilians, or to even acknowledge just how much territory it still occupies. It’s symptomatic of wider post-conflict fissures across the country: rights groups say Sri Lanka’s government hasn’t taken significant steps to address rampant war-era abuses – including enforced disappearances and thousands of civilian deaths in the conflict’s final months.

    Hopes for national reconciliation took another blow last week when the country’s president, Maithripala Sirisena, abruptly appointed the controversial former leader who oversaw the 2009 military offensive, Mahinda Rajapaksa, as prime minister. The surprise move has locked Sri Lanka in a political crisis: the ousted prime minister, Ranil Wickremesinghe, has vowed to stay in office; government ministers who support him have denounced his dismissal as “an anti-democratic coup”.

    Human Rights Watch said any return to office for Rajapaksa raises “chilling concerns” for rights in the country. Rajapaksa is accused of widespread rights abuses, particularly in his role overseeing the military offensive that crushed the Tamil insurgency.

    “The current government’s failure to bring justice to victims of war crimes under the Rajapaksa government reopens the door for past abusers to return to their terrible practices,” said the group’s Asia director, Brad Adams.

    For most Tamils, a return to their ancestral land is one key part of finding justice, says Ruki Fernando, a Colombo-based rights activist who has documented war-time disappearances.

    More than 40,000 people remain displaced since the end of the war, mostly concentrated in the Tamil heartlands of northern and northeastern Sri Lanka.

    “It’s about culture and religious life. It’s where they buried their ancestors,” Fernando said. “It’s their identity.”

    Alan Keenan, a Sri Lanka analyst with the International Crisis Group, says land is among a range of issues that have largely gone unresolved over the last decade.

    “Most Tamils don’t feel that they have gotten as much they were promised in terms of dealing with the legacy of war, having their land returned, discovering the fate of their tens of thousands of missing relatives, having crimes committed by the military addressed judicially,” Keenan said. “For a whole range of things, they think they didn’t get what they were promised.”
    Reparations

    Estimates for the amount of land occupied by the military vary wildly. The military last year said it had returned roughly 20,000 hectares of private and state land in the north. In a report released this month, Human Rights Watch said the government claimed the military was occupying about 48,000 hectares of private and state land in the north and east.

    Rights groups say the military has converted some of the occupied land into for-profit businesses. They have set up plantation farms, restaurants, and even resorts catering to tourists, in addition to large military bases.

    An army spokesman did not respond to IRIN’s requests for comment. But in an interview with the Indian newspaper The Hindu this year, Mahesh Senanayake, the Sri Lankan army chief, said 80 percent of occupied land has been returned. He claimed the military had been the only organisation capable of running key services in the north after decades of war.

    “The government machinery was not functioning for decades,” he said. “There was a big gap and our services are needed to address it.”

    Early this month, President Sirisena ordered the release of all civilian land by the end of the year. However, rights groups say such promises have gone unfulfilled for years.

    Sirisena was elected in 2015 on the back of a reformist agenda to boost reconciliation between the divided Sinhalese and Tamil communities. When he came to office, Sirisena broke from his predecessor and promised to set up a national truth commission, an office to investigate missing persons, and provide reparations for war-era abuses.

    The government has held public consultations to solicit feedback on reconciliation, and legislated the creation of an office for reparations. But rights groups say progress has been achingly slow, even before last week’s political crisis. The UN’s special rapporteur on human rights and counter-terrorism last year said government actions on transitional justice have “ground to a virtual halt”.

    Analysts say Sirisena has been reluctant to push a reform agenda too forcefully in the face of resurgent Sinhalese nationalism. Rajapaksa, the former president, is popular among Sinhalese nationalists; the political party he leads nearly swept local elections held in February, seen as a bellwether for the current political mood in the country.

    “The government is afraid the Sinhala constituency will be unhappy that they are giving back the land, that they are shrinking the footprint of the military,” Keenan said.

    In a country that has held an uneasy peace since the civil war’s remarkably violent end in 2009, there are signs of discontent. A Tamil nationalist party, the Tamil National People’s Front, also made significant gains during the February elections here in Sri Lanka’s north, where it took control of the two largest councils in populous Jaffna district.

    In Keppapilavu village, an army tank sits outside an imposing military base surrounded by tall cement walls. A few metres away, a group of men and women have held a protest for the last year, under tents made of tin and tarpaulin.

    Arumuham Weluthapillayi, a Hindu priest, started the protest last year with other displaced families. He says half of his land is still occupied by the army – in addition to homes, places of worship, schools, a cemetery, and numerous shops around the village.

    This area was once a stronghold of the rebel Liberation Tigers of Tamil Eelam, commonly known as the Tamil Tigers. But nine years after the insurgency was routed, Weluthapillayi says he can’t understand why the army hasn’t left.

    “The war is over,” he said. “There are no security issues. Why are they still here?”

  • No man’s land at Paris airport: Where France keeps foreigners who’ve been refused entry

    Every day, foreigners suspected of trying to enter France illegally are taken to a special area of Paris’s Charles de Gaulle airport where they are held at a facility dubbed #ZAPI. Located just a stone’s throw away from the airport’s runways, the ultra-secure area is closed to the general public. NGOs say ZAPI is just another name for a prison, where foreigner’s rights are flouted and where expulsions are fast-tracked. InfoMigrants was granted exclusive access to it.

    Audrey is pulling funny faces at the little girl she’s holding in her arms. “She’s not mine,” she says, and points to the girl’s mother who is sitting on another bench just a few metres away. “I’m just playing with her to pass the time,” she says. Twenty-eight-year-old Audrey from Gabon currently lives inside the four walls of the Charles de Gaulle airport’s “waiting zone”, or ZAPI, where people who have been refused entry onto French territory are being held while authorities decide what to do with them.

    Audrey’s laugh is barely audible. Neither is that of the little girl. The loud noise of the aircraft that just touched down some 50 metres away from them have drowned out all the surrounding sounds. “The noise, it’s hard… It prevents us from sleeping, we hear the planes all the time…,” the young woman complains without even looking at the giant aircraft whose wings are now gracing the fence of ZAPI.

    This tiny piece of no man’s land lies just next to one of the airport’s runways. “ZAPI is a bit like a protrusion of the international zone,” Alexis Marty explains, who heads up the immigration department at the French border police (PAF). In legal terms, the zone is not deemed to be a part of French territory. “It’s a zone where people end up when they’ve been refused entry into France and the Schengen area” by not having a visa, or because there are suspicions that their travel documents have been forged… Audrey, who’s been there for nearly a week, recalls how she was intercepted just as she was getting off the plane. She says she was placed at ZAPI because she didn’t have a “hotel” and “not enough money”.

    To visit France for a period lasting up to three months, foreigners need to fulfill certain conditions before being allowed to touch French ground: They need to have a valid passport, a visa (depending on the nationality), a medical insurance covering their stay, proof of lodging (hotel reservation or with family members), enough funds to cover their stay as well as a return ticket.

    Ill-prepared tourists or illegal immigrants?

    Foreigners who are stopped by customs officers because they don’t fulfill the conditions linked to their stay generally end up at ZAPI. “We don’t send everyone there,” Marty explains, however, pointing to certain nuances. “There are confused tourists who’ve just prepared their vacations really poorly, and who’ve forgotten essential documents. But there are also those who have different intentions, and who produce forged documents to try to enter European territory illegally.”

    It’s difficult to tell an ill-prepared tourist and a potential illegal immigrant apart. This is why the verification is done in several steps. “We don’t send people to ZAPI right away, we first carry out an initial check. When a suspicious person steps out of the plane, we bring them into a separate room to verify their documents, to ask them questions, listen to their replies and to verify any additional information they give us. If all goes well, we release them after a few hours,” he explains. “But if the incoherencies and the doubts persist, if the person produces fake documents or no documents at all, if a ‘migration risk’ exists for the person, we place them in ZAPI.”

    On this particular October day, the airport’s “waiting zone” houses a total of 96 people, of which one is an unaccompanied minor. The number of people changes on a daily basis. “Generally, a person spends four and a half days at ZAPI, so the rotation is pretty fast,” police commander Serge Berquier, who is the head of ZAPI, says. The maximum time a person can stay there is 20 days. Men, women and children – even minors traveling on their own – may be sent there. There is no age limit.

    After a three-week stay, a so-called “ZAPIst” is left with three options: Either they are finally granted entry into France (with a safe conduct), they are sent back to the country they traveled from, or a legal case is opened against them (for refusing to board, for forging documents, etc.). In 2016, some 7,000 people were held at the airport at some point, of which 53 percent were immediately refused entry into France.

    While “ZAPIsts” wait for their fates to be decided, they do what they can to kill time. They stroll in the outdoor space, they stay in their rooms, or they hang out in the TV room. The PAF makes a point of clarifying that the “ZAPIsts” are not “detainees” but rather “retainees”. This means that they have rights; family members can visit, they have access to catering services and can get legal and humanitarian assistance from the Red Cross which has a permanent presence at the facility.

    “It’s not a prison,” Marty says. “Here, you can keep your personal belongings, your mobile phone, you can go in and out of the rooms as much as you like. The only restriction is that you’re not allowed to exit the premises.”

    It may not be a prison, but it’s definitely a place of deprivation. Not all mobile phones are allowed, and those equipped with a camera are confiscated automatically.

    It’s 11.45am, but no one seems to be around on the ground floor. The TV is on in the communal room, but there’s no one there to watch it. No one is using the public payphones which are available to the “ZAPIsts” 24/7. On the first floor, where the rooms are located, the hallways are more or less empty. “They’re most likely downstairs, in the canteen, lunch will be served soon,” a police officer says. “Otherwise they might be outside, in the garden, talking or smoking.”

    The police presence is fairly discrete on the floor with the rooms, but every now and then the police officers can be heard calling someone through the loud-speakers that have been installed in the building. “We use it to call people who have a visit or a meeting. It helps us avoid having to run through the hallways to find them,” Berquier, the head of ZAPI, explains while showing us around the premises. “There are 67 rooms. Some are reserved for families, and others for people with reduced mobility […] There’s also an area reserved for unaccompanied minors and an area with games for them and for families.”

    ‘Things can be improved’

    The atmosphere at ZAPI is calm, almost peaceful. Until Youssef, an Algerian who’s been held there for four days, turns up. He seems to be on his guard, and appears quite tense. “I’m still waiting for my suitcase, I don’t have any clothes to change with,” he complains and lights a cigarette. “The Red Cross is helping me out.” It can take several days for a person who’ve been placed in ZAPI to have their personal belongings returned to them. Checked-in luggage first has to be located and then controlled… During this period, the Red Cross does what it can in terms of clothing, offering T-shirts and underwear.

    Marty finds the situation with the luggage deplorable. “It’s evident that not everything is perfect, there are things that can be improved,” he admits. “To have a suitcase speedily returned to someone at ZAPI is among the things where progress can be made.”

    Returning home

    Audrey from Gabon and Youssef from Algeria, who have both found themselves blocked in this no-man’s land, have more or less the same story to tell. Both of them claim they came to France to visit family, insisting they did not intend to enter the country illegally. “But now, my situation isn’t very good,” the young woman says. Did she really come for the “tourist visit” she claims? Or did she try her chance at entering France by sneaking through the controls (customs)? It’s hard to know. The police have the same doubts when it comes to Youssef. “I came here to visit family, but I had a problem with my return ticket which didn’t match my visa,” he explains. Youssef says he wants to try to regularize his documents – “to buy a return ticket that conforms to the conditions” – in order to leave ZAPI and thereafter enter France. Audrey, on the other hand, says she has “given up”. She wants to go home now.

    The PAF sometimes comes across “people who ask to go home because they understand that their entry into France is compromised,” Marty explains. The costs of such returns are normally taken out of the pocket of the airline that flew the foreigner in question to France in the first place, and is undoubtedly a way for authorities to sanction the airlines and force them to be more vigilant when it comes to checking their passengers’ travel documents.

    The risk of failing an attempt to enter a country illegally is often higher for those who try to do so via air travel. “It’s an expensive trip, you have to pay for the ticket as well as the forged passport you need to fool the authorities, and this is before having to take the rigorous controls at the airports into account,” Marty says.

    The nationalities of migrants arriving by plane are often different from those who try to reach Europe by sea or by land. “The people at ZAPI are mainly from South America, Honduras, Brazil, and Nicaragua. Also from China and Russia. Some also come from North Africa and Sub-Saharan Africa, but they are fewer in numbers.” On this particular day, the people in ZAPI’s courtyard are from Gabon, Chad, Sri Lanka, Turkey, Morocco, Tunisia, Algeria, and South America.

    ’The aim is to deport’

    ZAPI also houses people seeking asylum. “There are people who demand protection in France as soon as they step off the plane,” Marty explains. “They tell border police […] Everything has been organized so that they know they have the right to demand asylum and that we’re ready to help them in their attempt to do so.”

    Charlene Cuartero-Saez works for Anafé, an association that helps foreigners who have been blocked between borders, and which has an office at ZAPI. She almost chokes when she hears the “model” description of the facility that Marty has given, saying it is far from the benevolent place he has been talking about.

    Cuartero-Saez has her desk in room 38 of the building, which has been converted into an Anafé office, Cuartero-Saez lists the different dysfunctions of the place: the poor ventilation, the restricted outdoor access, cameras in the communal areas, no laundry room… “It’s true that here, the material conditions are less difficult than elsewhere. Charles de Gaulle’s ZAPI is a bit like the display window for other ‘waiting zones’ in France. But that doesn’t prevent people from having their rights flouted, especially here.”

    ’Some are sent back just a few hours after their arrival in France’

    “[Police] say that people are informed of their rights in their native language, but in my opinion that is not always true. Many [officers] work on the principle that if the migrants speaks a few words of English, he or she doesn’t need an interpreter.”

    Anafé is also alarmed over the fast-speed returns of “ZAPIsts” – despite the existence of a “clear day” which normally gives a person 24 hours of respite at ZAPI. “This ‘clear day’ exists, yes, but you only get it if you ask for it! Many people don’t even know what it is,” Cuartero-Saez says. “There have been cases where people have been sent back to their countries just a few hours after arriving in France.”

    The law stipulates that asylum request can be filed at any moment – and thereby suspending an imminent deportation. In those cases, an Ofpra official comes to ZAPI to carry out a pre-assessment of the person’s request. The interview doesn’t decide on the asylum application itself, but evaluates the pertinence of the demand. A decision should be made within 20 days. If the demand is rejected, a deportation is imminent. A person filing a demand for asylum while at ZAPI can therefore receive a definite response within just a few days, whereas the average waiting time in France is between two and eight months or even more, depending on the case.

    “The aim of keeping [people in] this waiting area is to be able deport them, Cuartero-Saez states, and gives three asylum-seeking Sri Lankans who are currently staying at ZAPI as an example. The three men – all under the age of 30 – are in the courtyard and explain how they fear for their lives because they’re members of the separatist Tamil Tigers (LTTE) movement. All three have just been notified that their demands for asylum have been rejected.

    They show their rejection letters while seated on a bench in the sunshine. They speak neither French nor English and they don’t seem to know what to do next. They’ve been there for two weeks now. “We told them that they can appeal the decision. They didn’t know they could do that, no one had informed them of that,” Cuartero-Saez says.

    The three Tamils appear to be quite lost. They don’t seem to understand that they could face imminent deportation. In five days’ time, their retention at ZAPI will expire. “We don’t want to go back to Sri Lanka,” they say smiling. “We want to stay in France.”

    Aja, from Chad, and her two small daughters are in the same situation. They have been held at ZAPI for four days. Aja doesn’t want them to be returned to Chad, but she doesn’t want to demand asylum either. “I think I had a problem with money… That’s why they’re keeping me here. I’m here as a tourist,” she says, but adds that she “would very much like” to stay in France if it was possible. Because of this deadlock, she and her daughters also risk deportation.

    For those staying at ZAPI, the place is not synonymous with neither violence nor mistreatment but rather anxiety. At any given moment, PAF officers can try to force someone at ZAPI onboard a plane. “We have examples of people who don’t manage to register their asylum request in time,” Cuartero-Saez at Anafé says. “When the demand hasn’t been registered, the process is never launched… And so, without recourse, a person can be sent back in less than four days without even knowing his or her rights.”

    Dix jours après le tremblement de terre suivi d’un tsunami survenu sur l’île des Célèbes en #Indonésie, le bilan continue de s’alourdir, avec plus de 2 000 morts, 80 000 sans-abri et 5 000 disparus, nombre d’entre eux ayant été ensevelis par le phénomène de liquéfaction des sols qui a englouti un pan entier de la ville de #Palu. Après avoir déclaré la semaine dernière qu’elles acceptaient de l’aide venue de l’étranger, les autorités indonésiennes ont finalement annoncé jeudi compter 10 000 secouristes sur le terrain et ne pas avoir besoin d’assistance extérieure, à part pour les quatre priorités qu’elles ont identifiées, soit des tentes, des appareils de traitement d’eau, des générateurs et des véhicules. Depuis quelques jours, la presse se fait l’écho du désarroi des petites associations de pompiers ou de médecins qui avaient fait le voyage. Comme d’autres équipes venues d’Europe, elles se sont retrouvées bloquées par les autorités, leurs chiens de recherches mis en quarantaine, leurs dons de médicaments refusés, et ont dû revenir en France sans avoir pu accéder à la zone sinistrée. Seuls des Pompiers de l’urgence internationale, qui collaboraient depuis dix ans avec l’organisation locale Jakarta Rescue, semblent avoir pu travailler sur place, recherchant en vain des survivants dans les décombres de l’hôtel Mercure. Rony #Brauman, un des pionniers de l’humanitaire, président de Médecins sans frontières France de 1982 à 1994 et désormais directeur d’études à la fondation #MSF, défend la position de #Jakarta.

    Que pensez-vous du choix indonésien de limiter l’aide internationale ?

    Les autorités ont raison de filtrer l’arrivée des #ONG étrangères, qui peuvent être plus un fardeau qu’une aide. Lors du tsunami de 2004, le débarquement de milliers de secouristes inexpérimentés et désordonnés avait été une catastrophe dans la catastrophe. Les administrations locales ont déjà fort à faire, elles doivent s’occuper des routes encombrées, de la sécurité, du manque d’eau, d’essence, de logements. Il leur est impossible de gérer des centaines d’ONG qui vont peser sur les ressources locales et qui n’ont souvent pour elles que leur bonne volonté, le besoin de s’assurer un crédit en termes d’image ou, plus rarement, des motivations crapuleuses [se rendre sur les lieux d’une catastrophe permet de faire un appel aux dons, ndlr]. D’où l’importance d’une autorité locale qui organise, cadre, dirige. Ce n’est pas agréable de se faire imposer un lieu et une forme d’action, mais c’est indispensable.

    MSF n’a pas envoyé d’aide aux Célèbes, à part une mission d’évaluation des besoins. Est-ce par choix ou parce que l’Indonésie refuse ?

    Un peu des deux. Nous avons une très longue expérience des catastrophes naturelles et nous savons que, sauf exception notable, les premiers secours d’urgence sont assurés par les forces locales et par les structures politiques, religieuses ou militaires. La solidarité collective s’organise spontanément. Plus tard, les ONG peuvent prendre le relais, pallier la fatigue et l’épuisement. Mais la coordination avec le pouvoir local et les Nations unies est indispensable. Même si la société est bouleversée par un événement inattendu, on ne peut pas débarquer comme ça au bout du monde.

    Que pensez-vous des critiques émises contre le pouvoir indonésien, accusé à mots couverts de laisser mourir sa population ?

    Elles tiennent de l’arrogance et de la présomption, lesquelles peuvent prendre des proportions effarantes. Il y a dix ans, lors du cyclone en Birmanie, certaines ONG avaient publié des bilans cataclysmiques. Des éditos assassins accusaient le pouvoir birman de mettre en danger un million de personnes. Il y a même eu des menaces d’intervention par la force de la part des Etats-Unis, du Royaume-Uni ou de la France. Or le risque de famine et d’épidémie était nul, et la société et l’armée avaient pris en main la distribution d’eau potable et de nourriture. Même si les chiffres sont forcément très imprécis, c’est immoral d’exagérer sciemment les besoins pour mieux se mettre en valeur.

    Lors de ces catastrophes, a-t-on tendance à mettre en lumière l’aide occidentale ?

    L’aide locale ne se voit pas sur les images, les gens sont habillés comme les autres, ont la même allure. L’information est souvent centrée sur les équipes venues de l’étranger. En #Haïti, une seule personne désincarcérée par des pompiers occidentaux avait accaparé les médias, qui semblaient ignorer que 1 500 autres survivants avaient été sortis à mains nues par les habitants. Au Sri Lanka, en 2004, une bande de terre de 50 à 200 mètres avait été touchée par le tsunami. Dès les premières 24 heures, le pays avait mobilisé un millier de médecins et d’infirmiers qui connaissaient la langue, l’organisation de soins et la pharmacopée locales. Malgré cette réponse forte, on continuait d’envoyer depuis l’étranger des équipes médicales inutiles.

    Mais n’y avait-il pas urgence à soigner les blessés à Palu ?

    Contrairement à un mythe infondé, même si les besoins médicaux ont un aspect spectaculaire, ce n’est pas le problème fondamental. Haïti a été une exception en 2010, puisqu’il y a eu un très grand nombre de blessés en quelques minutes à Port-au-Prince à cause de l’habitat construit en dur avec de mauvais scellements. Les structures locales n’étaient pas capables de répondre à des attentes aussi spécifiques que des interventions chirurgicales orthopédiques. Nous avions donc effectué 15 000 procédures chirurgicales d’urgence pour environ 10 000 blessés [les patients peuvent avoir plusieurs blessures]. A Palu, la plupart des victimes sont mortes écrasées dans l’effondrement des immeubles ou noyées par le tsunami. Les autres ne sont en général que légèrement blessées ou ont perdu leur logement. La question des abris est un enjeu primordial. Le manque de sommeil est rarement évoqué, pourtant, si les gens ne peuvent pas dormir à cause de la pluie ou du vent, ils vont tomber malades, devenir agressifs…

    Sur place, des journalistes racontent que les habitants, affamés et assoiffés, espéraient pourtant de l’aide étrangère…

    A l’évidence, le gouvernement indonésien n’a pas mis en place un dispositif d’information à destination de la population de Palu. Les délais d’arrivée des vivres, de l’eau potable, des générateurs sont difficiles à juger faute de connaissance des réalités de terrain. La mobilisation et le transport de grandes quantités de matériels et de biens de survie prennent toujours du temps, en fonction de la localisation des dégâts, de l’état des ports et des aéroports, de l’isolement des villages gravement touchés… Et seules les armées disposent des moyens logistiques nécessaires.

    La menace du choléra est souvent agitée pour justifier une intervention extérieure. Est-ce un mythe ?

    En tant que médecin, j’ai été frappé de voir les Indonésiens regrouper les corps et les enterrer rapidement après les avoir recouverts de chaux, comme si on croyait encore à la génération spontanée de micro-organismes meurtriers. Les cadavres en grand nombre sont une source d’anxiété, dégagent une odeur intenable mais ils ne génèrent pas de risque épidémique. Certes, une canalisation peut se rompre, entrer en contact avec des corps en décomposition, ce qui créera des foyers de gastro-entérites très désagréables et des problèmes sérieux pour les bébés et les personnes fragiles. Et s’il y avait déjà du #choléra sur place, le séisme ne va pas arranger les choses. Mais c’est tout. Cette croyance qui date de l’Antiquité a des conséquences juridiques, financières et psychologiques importantes : sans les rites funéraires, la sublimation de la mort n’aura pas lieu ; si le décès de leurs proches n’est pas déclaré, les survivants vont se trouver face à des casse-tête juridiques, etc. On pourrait attendre des autorités sanitaires qu’elles rétablissent la vérité. Or les ONG et les agences des Nations unies contribuent à partager et diffuser un mythe potentiellement problématique.

    De crise en crise, le secteur de l’humanitaire apprend-il de ses erreurs ?

    Depuis une vingtaine d’années, les choses ont tendance à s’améliorer, grâce à des dispositifs d’information et aux critiques. Il ne faut pas tout jeter par-dessus bord. Comme les ressources locales ne sont pas inépuisables, une assistance internationale bien organisée peut se révéler extrêmement utile dans un deuxième temps, en amenant par exemple des moyens de télécommunication, du matériel de construction ou de l’aide alimentaire si les récoltes sont détruites. Je pense qu’il faudrait créer un système d’accréditation des organisations non gouvernementales pour les situations d’urgence, qui serait basée sur des critères d’expérience, de logistique et d’autonomie matérielle totale.

  • Sri Lanka: Government Slow to Return Land. Create Consultative Process to End Military Occupation

    The Sri Lankan government has yet to fully restore civilian ownership of land and property nearly a decade since the end of the civil war in 2009, Human Rights Watch said in a report released today. Progress, particularly since the election of a new government in 2015, has been hindered by broad military claims of national security and the lack of a transparent process.

    The 80-page report, “‘Why Can’t We Go Home?’: Military Occupation of Land in Sri Lanka,” details security force occupation of land both during and after the armed conflict. It identifies the lack of transparency and due process, failure to map occupied land, inadequate support to affected people and communities, and prolonged delays in providing appropriate reparations for decades of loss and suffering. The military has also used some confiscated lands for commercial profit rather than national security and returned damaged or destroyed property to owners without compensation.

    “All those displaced during Sri Lanka’s brutal civil war are entitled to return to their homes,” said Meenakshi Ganguly, South Asia director. “Despite repeated pledges by the authorities, the military has been frustratingly slow to restore land to its rightful owners.”

    The report is based on over 100 interviews between August 2017 to May 2018 with members of affected communities, activists, local officials, and lawyers. It looks into cases of military occupation and land release in 20 areas in six districts, primarily in Sri Lanka’s north and east.

    The three-decade civil war in Sri Lanka ended with the decisive defeat of the separatist Liberation Tigers of Tamil Eelam (LTTE) in May 2009. Large areas, including those previously held by the LTTE in the north and east, came under military control. At the end of the war, some 300,000 people ended up in a military detention camp.

    While the administration of then-President Mahinda Rajapaksa released some land to its original owners, the military retained control over large areas for military but also non-military purposes, such as agriculture, tourism, and other commercial ventures.

    The new government, led by President Maithripala Sirisena, took some steps to release civilian land held by the security forces. At the United Nations Human Rights Council in October 2015, the government promised to address conflict-related issues, including returning land to its original owners. However, the government’s response has fallen far short of its promises. On October 4, 2018, the president ordered the state to release all civilian land by December 31, 2018.

    The military has also retained control of land it previously announced it would return. For instance, in April 2017, the navy responded to protests by displaced communities from the Mullikulam area in Mannar by announcing it would release 100 acres of the land that security forces had been occupying. More than a year later, people are still waiting.

    “Now there is no war,” said Francis Crooss, a village elder. “It’s now peacetime. So why can’t we go back home?”

    State agencies have exchanged properties without releasing the land to civilians. In Pallimunai in Mannar, land belonging to residents displaced since 1990 was occupied first by the army and then the police. At war’s end, the police promised to release their land and homes, but instead, the navy took control.

    “We’ve been made refugees in our own village,” said Helena Perera, one of the residents.

    All three major ethnic communities in the country – the Sinhalese, Tamils, and Muslims – are affected by military occupation of land in the north and east. However, the vast majority of cases impact the Tamil community.

    Human Rights Watch documented a number of cases in which properties were destroyed while held by the military after the war, including Hindu temples, churches, mosques, and Buddhist shrines.

    Government authorities have also carried out land grabs since the end of the war. In July 2010, the military forcibly evicted residents of Ragamwela, Panama, in southeastern Ampara district. In November 2011, 200 soldiers arrived in Ashraf Nagar village in Ampara district and demanded that all its occupants leave. In such cases, the security forces set up military camps or used the land for other purposes, including commercial use.

    The government’s failure to establish a uniform policy on resettlement remains a critical problem, Human Rights Watch said. Some displaced families did not receive proper resettlement assistance when they returned to formerly occupied lands. The government transferred others from displacement camps, but they then entered into other forms of displacement, such as living with friends and relatives, or moving to other camps closer to their original properties, which the military still occupied. Those resettled more than once were denied full resettlement assistance when their land was eventually released.

    A 70-year-old fisherman from Myliddy said his family had moved 24 times in 27 years until the military released his property in July 2017. But without resettlement assistance, he is severely in debt. “We hope the government will at least help us restart our lives this one last time,” he said.

    Partial releases pose particular problems for returnee communities. Military control of neighboring areas hinders access to services and jobs, and heightens fears of surveillance and harassment by soldiers.

    Establishing ownership of land where multiple displacements have occurred over decades is difficult, Human Rights Watch said. But instead of leaving it exclusively to the military, the government should urgently set up a transparent and consultative process, including displaced communities, to establish land claims and restore civilian ownership.

    “The government has adopted an arbitrary, piecemeal approach to land returns, which is fomenting deep distrust among communities wary that the military is still in charge,” Ganguly said. “It should address rights violations and provide remedies to end the distress of those who have long suffered because of the military’s occupation of land.”

  • Can Mark Zuckerberg Fix Facebook Before It Breaks Democracy? | The New Yorker

    Since 2011, Zuckerberg has lived in a century-old white clapboard Craftsman in the Crescent Park neighborhood, an enclave of giant oaks and historic homes not far from Stanford University. The house, which cost seven million dollars, affords him a sense of sanctuary. It’s set back from the road, shielded by hedges, a wall, and mature trees. Guests enter through an arched wooden gate and follow a long gravel path to a front lawn with a saltwater pool in the center. The year after Zuckerberg bought the house, he and his longtime girlfriend, Priscilla Chan, held their wedding in the back yard, which encompasses gardens, a pond, and a shaded pavilion. Since then, they have had two children, and acquired a seven-hundred-acre estate in Hawaii, a ski retreat in Montana, and a four-story town house on Liberty Hill, in San Francisco. But the family’s full-time residence is here, a ten-minute drive from Facebook’s headquarters.

    Occasionally, Zuckerberg records a Facebook video from the back yard or the dinner table, as is expected of a man who built his fortune exhorting employees to keep “pushing the world in the direction of making it a more open and transparent place.” But his appetite for personal openness is limited. Although Zuckerberg is the most famous entrepreneur of his generation, he remains elusive to everyone but a small circle of family and friends, and his efforts to protect his privacy inevitably attract attention. The local press has chronicled his feud with a developer who announced plans to build a mansion that would look into Zuckerberg’s master bedroom. After a legal fight, the developer gave up, and Zuckerberg spent forty-four million dollars to buy the houses surrounding his. Over the years, he has come to believe that he will always be the subject of criticism. “We’re not—pick your noncontroversial business—selling dog food, although I think that people who do that probably say there is controversy in that, too, but this is an inherently cultural thing,” he told me, of his business. “It’s at the intersection of technology and psychology, and it’s very personal.”

    At the same time, former Facebook executives, echoing a growing body of research, began to voice misgivings about the company’s role in exacerbating isolation, outrage, and addictive behaviors. One of the largest studies, published last year in the American Journal of Epidemiology, followed the Facebook use of more than five thousand people over three years and found that higher use correlated with self-reported declines in physical health, mental health, and life satisfaction. At an event in November, 2017, Sean Parker, Facebook’s first president, called himself a “conscientious objector” to social media, saying, “God only knows what it’s doing to our children’s brains.” A few days later, Chamath Palihapitiya, the former vice-president of user growth, told an audience at Stanford, “The short-term, dopamine-driven feedback loops that we have created are destroying how society works—no civil discourse, no coöperation, misinformation, mistruth.” Palihapitiya, a prominent Silicon Valley figure who worked at Facebook from 2007 to 2011, said, “I feel tremendous guilt. I think we all knew in the back of our minds.” Of his children, he added, “They’re not allowed to use this shit.” (Facebook replied to the remarks in a statement, noting that Palihapitiya had left six years earlier, and adding, “Facebook was a very different company back then.”)

    In March, Facebook was confronted with an even larger scandal: the Times and the British newspaper the Observer reported that a researcher had gained access to the personal information of Facebook users and sold it to Cambridge Analytica, a consultancy hired by Trump and other Republicans which advertised using “psychographic” techniques to manipulate voter behavior. In all, the personal data of eighty-seven million people had been harvested. Moreover, Facebook had known of the problem since December of 2015 but had said nothing to users or regulators. The company acknowledged the breach only after the press discovered it.

    We spoke at his home, at his office, and by phone. I also interviewed four dozen people inside and outside the company about its culture, his performance, and his decision-making. I found Zuckerberg straining, not always coherently, to grasp problems for which he was plainly unprepared. These are not technical puzzles to be cracked in the middle of the night but some of the subtlest aspects of human affairs, including the meaning of truth, the limits of free speech, and the origins of violence.

    Zuckerberg is now at the center of a full-fledged debate about the moral character of Silicon Valley and the conscience of its leaders. Leslie Berlin, a historian of technology at Stanford, told me, “For a long time, Silicon Valley enjoyed an unencumbered embrace in America. And now everyone says, Is this a trick? And the question Mark Zuckerberg is dealing with is: Should my company be the arbiter of truth and decency for two billion people? Nobody in the history of technology has dealt with that.”

    In 2002, Zuckerberg went to Harvard, where he embraced the hacker mystique, which celebrates brilliance in pursuit of disruption. “The ‘fuck you’ to those in power was very strong,” the longtime friend said. In 2004, as a sophomore, he embarked on the project whose origin story is now well known: the founding of Thefacebook.com with four fellow-students (“the” was dropped the following year); the legal battles over ownership, including a suit filed by twin brothers, Cameron and Tyler Winklevoss, accusing Zuckerberg of stealing their idea; the disclosure of embarrassing messages in which Zuckerberg mocked users for giving him so much data (“they ‘trust me.’ dumb fucks,” he wrote); his regrets about those remarks, and his efforts, in the years afterward, to convince the world that he has left that mind-set behind.

    New hires learned that a crucial measure of the company’s performance was how many people had logged in to Facebook on six of the previous seven days, a measurement known as L6/7. “You could say it’s how many people love this service so much they use it six out of seven days,” Parakilas, who left the company in 2012, said. “But, if your job is to get that number up, at some point you run out of good, purely positive ways. You start thinking about ‘Well, what are the dark patterns that I can use to get people to log back in?’ ”

    Facebook engineers became a new breed of behaviorists, tweaking levers of vanity and passion and susceptibility. The real-world effects were striking. In 2012, when Chan was in medical school, she and Zuckerberg discussed a critical shortage of organs for transplant, inspiring Zuckerberg to add a small, powerful nudge on Facebook: if people indicated that they were organ donors, it triggered a notification to friends, and, in turn, a cascade of social pressure. Researchers later found that, on the first day the feature appeared, it increased official organ-donor enrollment more than twentyfold nationwide.

    Sean Parker later described the company’s expertise as “exploiting a vulnerability in human psychology.” The goal: “How do we consume as much of your time and conscious attention as possible?” Facebook engineers discovered that people find it nearly impossible not to log in after receiving an e-mail saying that someone has uploaded a picture of them. Facebook also discovered its power to affect people’s political behavior. Researchers found that, during the 2010 midterm elections, Facebook was able to prod users to vote simply by feeding them pictures of friends who had already voted, and by giving them the option to click on an “I Voted” button. The technique boosted turnout by three hundred and forty thousand people—more than four times the number of votes separating Trump and Clinton in key states in the 2016 race. It became a running joke among employees that Facebook could tilt an election just by choosing where to deploy its “I Voted” button.

    These powers of social engineering could be put to dubious purposes. In 2012, Facebook data scientists used nearly seven hundred thousand people as guinea pigs, feeding them happy or sad posts to test whether emotion is contagious on social media. (They concluded that it is.) When the findings were published, in the Proceedings of the National Academy of Sciences, they caused an uproar among users, many of whom were horrified that their emotions may have been surreptitiously manipulated. In an apology, one of the scientists wrote, “In hindsight, the research benefits of the paper may not have justified all of this anxiety.”

    Facebook was, in the words of Tristan Harris, a former design ethicist at Google, becoming a pioneer in “ persuasive technology.

    Facebook had adopted a buccaneering motto, “Move fast and break things,” which celebrated the idea that it was better to be flawed and first than careful and perfect. Andrew Bosworth, a former Harvard teaching assistant who is now one of Zuckerberg’s longest-serving lieutenants and a member of his inner circle, explained, “A failure can be a form of success. It’s not the form you want, but it can be a useful thing to how you learn.” In Zuckerberg’s view, skeptics were often just fogies and scolds. “There’s always someone who wants to slow you down,” he said in a commencement address at Harvard last year. “In our society, we often don’t do big things because we’re so afraid of making mistakes that we ignore all the things wrong today if we do nothing. The reality is, anything we do will have issues in the future. But that can’t keep us from starting.”

    In contrast to a traditional foundation, an L.L.C. can lobby and give money to politicians, without as strict a legal requirement to disclose activities. In other words, rather than trying to win over politicians and citizens in places like Newark, Zuckerberg and Chan could help elect politicians who agree with them, and rally the public directly by running ads and supporting advocacy groups. (A spokesperson for C.Z.I. said that it has given no money to candidates; it has supported ballot initiatives through a 501(c)(4) social-welfare organization.) “The whole point of the L.L.C. structure is to allow a coördinated attack,” Rob Reich, a co-director of Stanford’s Center on Philanthropy and Civil Society, told me. The structure has gained popularity in Silicon Valley but has been criticized for allowing wealthy individuals to orchestrate large-scale social agendas behind closed doors. Reich said, “There should be much greater transparency, so that it’s not dark. That’s not a criticism of Mark Zuckerberg. It’s a criticism of the law.”

    Beginning in 2013, a series of experts on Myanmar met with Facebook officials to warn them that it was fuelling attacks on the Rohingya. David Madden, an entrepreneur based in Myanmar, delivered a presentation to officials at the Menlo Park headquarters, pointing out that the company was playing a role akin to that of the radio broadcasts that spread hatred during the Rwandan genocide. In 2016, C4ADS, a Washington-based nonprofit, published a detailed analysis of Facebook usage in Myanmar, and described a “campaign of hate speech that actively dehumanizes Muslims.” Facebook officials said that they were hiring more Burmese-language reviewers to take down dangerous content, but the company repeatedly declined to say how many had actually been hired. By last March, the situation had become dire: almost a million Rohingya had fled the country, and more than a hundred thousand were confined to internal camps. The United Nations investigator in charge of examining the crisis, which the U.N. has deemed a genocide, said, “I’m afraid that Facebook has now turned into a beast, and not what it was originally intended.” Afterward, when pressed, Zuckerberg repeated the claim that Facebook was “hiring dozens” of additional Burmese-language content reviewers.

    More than three months later, I asked Jes Kaliebe Petersen, the C.E.O. of Phandeeyar, a tech hub in Myanmar, if there had been any progress. “We haven’t seen any tangible change from Facebook,” he told me. “We don’t know how much content is being reported. We don’t know how many people at Facebook speak Burmese. The situation is getting worse and worse here.”

    I saw Zuckerberg the following morning, and asked him what was taking so long. He replied, “I think, fundamentally, we’ve been slow at the same thing in a number of areas, because it’s actually the same problem. But, yeah, I think the situation in Myanmar is terrible.” It was a frustrating and evasive reply. I asked him to specify the problem. He said, “Across the board, the solution to this is we need to move from what is fundamentally a reactive model to a model where we are using technical systems to flag things to a much larger number of people who speak all the native languages around the world and who can just capture much more of the content.”

    Lecture des journaux ou des aggrégateurs ?

    once asked Zuckerberg what he reads to get the news. “I probably mostly read aggregators,” he said. “I definitely follow Techmeme”—a roundup of headlines about his industry—“and the media and political equivalents of that, just for awareness.” He went on, “There’s really no newspaper that I pick up and read front to back. Well, that might be true of most people these days—most people don’t read the physical paper—but there aren’t many news Web sites where I go to browse.”

    A couple of days later, he called me and asked to revisit the subject. “I felt like my answers were kind of vague, because I didn’t necessarily feel like it was appropriate for me to get into which specific organizations or reporters I read and follow,” he said. “I guess what I tried to convey, although I’m not sure if this came across clearly, is that the job of uncovering new facts and doing it in a trusted way is just an absolutely critical function for society.”

    Zuckerberg and Sandberg have attributed their mistakes to excessive optimism, a blindness to the darker applications of their service. But that explanation ignores their fixation on growth, and their unwillingness to heed warnings. Zuckerberg resisted calls to reorganize the company around a new understanding of privacy, or to reconsider the depth of data it collects for advertisers.

    Antitrust

    In barely two years, the mood in Washington had shifted. Internet companies and entrepreneurs, formerly valorized as the vanguard of American ingenuity and the astronauts of our time, were being compared to Standard Oil and other monopolists of the Gilded Age. This spring, the Wall Street Journal published an article that began, “Imagine a not-too-distant future in which trustbusters force Facebook to sell off Instagram and WhatsApp.” It was accompanied by a sepia-toned illustration in which portraits of Zuckerberg, Tim Cook, and other tech C.E.O.s had been grafted onto overstuffed torsos meant to evoke the robber barons. In 1915, Louis Brandeis, the reformer and future Supreme Court Justice, testified before a congressional committee about the dangers of corporations large enough that they could achieve a level of near-sovereignty “so powerful that the ordinary social and industrial forces existing are insufficient to cope with it.” He called this the “curse of bigness.” Tim Wu, a Columbia law-school professor and the author of a forthcoming book inspired by Brandeis’s phrase, told me, “Today, no sector exemplifies more clearly the threat of bigness to democracy than Big Tech.” He added, “When a concentrated private power has such control over what we see and hear, it has a power that rivals or exceeds that of elected government.”

    When I asked Zuckerberg whether policymakers might try to break up Facebook, he replied, adamantly, that such a move would be a mistake. The field is “extremely competitive,” he told me. “I think sometimes people get into this mode of ‘Well, there’s not, like, an exact replacement for Facebook.’ Well, actually, that makes it more competitive, because what we really are is a system of different things: we compete with Twitter as a broadcast medium; we compete with Snapchat as a broadcast medium; we do messaging, and iMessage is default-installed on every iPhone.” He acknowledged the deeper concern. “There’s this other question, which is just, laws aside, how do we feel about these tech companies being big?” he said. But he argued that efforts to “curtail” the growth of Facebook or other Silicon Valley heavyweights would cede the field to China. “I think that anything that we’re doing to constrain them will, first, have an impact on how successful we can be in other places,” he said. “I wouldn’t worry in the near term about Chinese companies or anyone else winning in the U.S., for the most part. But there are all these places where there are day-to-day more competitive situations—in Southeast Asia, across Europe, Latin America, lots of different places.”

    The rough consensus in Washington is that regulators are unlikely to try to break up Facebook. The F.T.C. will almost certainly fine the company for violations, and may consider blocking it from buying big potential competitors, but, as a former F.T.C. commissioner told me, “in the United States you’re allowed to have a monopoly position, as long as you achieve it and maintain it without doing illegal things.”

    Facebook is encountering tougher treatment in Europe, where antitrust laws are stronger and the history of fascism makes people especially wary of intrusions on privacy. One of the most formidable critics of Silicon Valley is the European Union’s top antitrust regulator, Margrethe Vestager.

    In Vestager’s view, a healthy market should produce competitors to Facebook that position themselves as ethical alternatives, collecting less data and seeking a smaller share of user attention. “We need social media that will allow us to have a nonaddictive, advertising-free space,” she said. “You’re more than welcome to be successful and to dramatically outgrow your competitors if customers like your product. But, if you grow to be dominant, you have a special responsibility not to misuse your dominant position to make it very difficult for others to compete against you and to attract potential customers. Of course, we keep an eye on it. If we get worried, we will start looking.”

    As hard as it is to curb election propaganda, Zuckerberg’s most intractable problem may lie elsewhere—in the struggle over which opinions can appear on Facebook, which cannot, and who gets to decide. As an engineer, Zuckerberg never wanted to wade into the realm of content. Initially, Facebook tried blocking certain kinds of material, such as posts featuring nudity, but it was forced to create long lists of exceptions, including images of breast-feeding, “acts of protest,” and works of art. Once Facebook became a venue for political debate, the problem exploded. In April, in a call with investment analysts, Zuckerberg said glumly that it was proving “easier to build an A.I. system to detect a nipple than what is hate speech.”

    The cult of growth leads to the curse of bigness: every day, a billion things were being posted to Facebook. At any given moment, a Facebook “content moderator” was deciding whether a post in, say, Sri Lanka met the standard of hate speech or whether a dispute over Korean politics had crossed the line into bullying. Zuckerberg sought to avoid banning users, preferring to be a “platform for all ideas.” But he needed to prevent Facebook from becoming a swamp of hoaxes and abuse. His solution was to ban “hate speech” and impose lesser punishments for “misinformation,” a broad category that ranged from crude deceptions to simple mistakes. Facebook tried to develop rules about how the punishments would be applied, but each idiosyncratic scenario prompted more rules, and over time they became byzantine. According to Facebook training slides published by the Guardian last year, moderators were told that it was permissible to say “You are such a Jew” but not permissible to say “Irish are the best, but really French sucks,” because the latter was defining another people as “inferiors.” Users could not write “Migrants are scum,” because it is dehumanizing, but they could write “Keep the horny migrant teen-agers away from our daughters.” The distinctions were explained to trainees in arcane formulas such as “Not Protected + Quasi protected = not protected.”

    It will hardly be the last quandary of this sort. Facebook’s free-speech dilemmas have no simple answers—you don’t have to be a fan of Alex Jones to be unnerved by the company’s extraordinary power to silence a voice when it chooses, or, for that matter, to amplify others, to pull the levers of what we see, hear, and experience. Zuckerberg is hoping to erect a scalable system, an orderly decision tree that accounts for every eventuality and exception, but the boundaries of speech are a bedevilling problem that defies mechanistic fixes. The Supreme Court, defining obscenity, landed on “I know it when I see it.” For now, Facebook is making do with a Rube Goldberg machine of policies and improvisations, and opportunists are relishing it. Senator Ted Cruz, Republican of Texas, seized on the ban of Jones as a fascist assault on conservatives. In a moment that was rich even by Cruz’s standards, he quoted Martin Niemöller’s famous lines about the Holocaust, saying, “As the poem goes, you know, ‘First they came for Alex Jones.’ ”

  • Israël et ses expatriés : un rapport difficile

    Plus de 15 000 Israéliens ont quitté l’État hébreu en 2017. C’est près de 6 300 de plus que d’Israéliens revenant dans le pays. Ce déficit tend certes à s’affaiblir, mais dans un pays qui se veut le refuge des Juifs du monde entier, ces expatriés soulèvent bien des questions en Israël. Le quotidien suisse Neue Zürcher Zeitung publie une enquête sur ce phénomène. Les raisons de partir sont nombreuses : elles peuvent être économiques, liées à la formation ou plus politiques, par rejet de la politique gouvernementale ou par désespoir de voir un jour la paix régner dans la région.

    Beaucoup en Israël estiment que ces départs nuisent à l’image d’un pays qui se veut performant sur le plan économique et à la pointe de la technologie. D’autres critiquent une forme de trahison vis-à-vis du seul État juif, d’autres encore redoutent la fuite des cerveaux. Mais les réactions de la société israélienne face aux expatriés sont complexes et paradoxales. Ainsi, la droite souhaitait accorder le droit de vote aux Israéliens de l’étranger sur leur lieu de résidence, pensant que ces derniers soutiendraient plutôt la politique de Benjamin Netanyahou. La gauche s’y opposait, estimant qu’il était injuste de donner le droit de vote à ceux qui ne subissent pas directement cette politique. Puis, la droite a fait marche arrière devant la crainte de voir les Juifs de gauche étasuniens, par exemple, faire un aliya par correspondance en demandant un passeport sans jamais résider en Israël, et en votant… à gauche.

      (Die) Bemerkungen lösten in Israel eine riesige Debatte aus. Und starker Tobak ist es fürwahr – auch hippe Israeli in Berlin werden nicht gerne pauschal beschuldigt, ihr Land «wegzuwerfen». Lapid wurde heftig angegriffen, aber in den sozialen Netzwerken ergriffen auch viele Partei für ihn und warfen den Expats Fahnenflucht, mangelnden Patriotismus und Schlimmeres vor. Die Linke schlug zurück und diagnostizierte einen andauernden Exodus, der Ausdruck von Verdruss und Verzweiflung über die dominierende Politik der Rechten sei. Joseph Chamie und Barry Mirkin, zwei amerikanische Wissenschafter, schrieben 2011 in der Zeitschrift «Foreign Policy» einen Artikel mit dem Titel «The Million Missing Israelis» und behaupteten, bis zu eine Million Israeli lebten im Ausland. Das seien rund 13 Prozent, ein für OECD-Länder hoher Wert. 1980 hätten lediglich 270 000 Israeli im Ausland gelebt.

Rund 100 000 Israeli hätten bereits den deutschen Pass, in den USA gebe es denselben Trend. Die Israeli im Ausland seien tendenziell gescheiter, gebildeter, wohlhabender, säkularer als der Durchschnitt, hiess es weiter. Angesichts dieses Exodus werde die Lage in Israel langsam schwierig. Die Emigration stärke die Ultraorthodoxen und die Araber. Damit gefährde sie das zionistische Projekt.

      At the lower end is the official estimate of 750,000 Israeli emigrants — 10 percent of the population — issued by the Israeli Ministry of Immigrant Absorption, which is about the same as that for Mexico, Morocco, and Sri Lanka. Prime Minister Benjamin Netanyahu’s government places the current number of Israeli citizens living abroad in the range of 800,000 to 1 million, representing up to 13 percent of the population, which is relatively high among OECD countries. Consistent with this latter figure is the estimated 1 million Israelis in the Diaspora reported at the first-ever global conference of Israelis living abroad, held in this January.

      Current estimates of Israelis living abroad are substantially higher than those for the past. During Israel’s first decade, some 100,000 Jews are believed to have emigrated from Israel. By 1980, Israel’s Central Bureau of Statistics estimated some 270,000 Israelis living abroad for more than a year, or 7 percent of the population. Several decades later, the number of Israeli emigrants had swelled to about 550,000 — or almost double the proportion at the end of the 1950s.

      Of the Israelis currently residing abroad, roughly 60 percent are believed to have settled in North America, a quarter in Europe, and 15 percent distributed across the rest of the world. It is estimated that about 45 percent of the adult Israeli expatriates have completed at least a university degree, in contrast to 22 percent of the Israeli population. The Israeli emigrants are deemed to be disproportionately secular, liberal, and cosmopolitan. Furthermore, the emigrants are generally younger than the immigrants to Israel, especially those from the former Soviet Union, hastening the aging of Israel’s population.

      The often-cited reasons for Israeli emigration center on seeking better living and financial conditions, employment and professional opportunities, and higher education, as well as pessimism regarding prospects for peace. Consistent with these motives, one of the most frequently given explanations for leaving Israel is: “The question is not why we left, but why it took us so long to do so.” And recent opinion polls find that almost half of Israeli youth would prefer to live somewhere else if they had the chance. Again, the most often-cited reason to emigrate is because the situation in Israel is viewed as “not good.”

      Another important factor contributing to the outflow of Jewish Israelis is previous emigration experience. As 40 percent of Jewish Israelis are foreign-born, emigration is nothing new for many in the country. Moreover, as Israeli emigrants cannot yet vote from abroad, they are likely to feel marginalized from mainstream Israeli society, further contributing to their decision to remain abroad as well as attracting others to do the same. Whether the Netanyahu government’s effort in the Knesset to approve a bill granting voting rights to Israelis living abroad will slow the trend is uncertain.

      Adding to emigration pressures, many Israelis have already taken preliminary steps to eventually leaving. One survey found close to 60 percent of Israelis had approached or were intending to approach a foreign embassy to ask for citizenship and a passport. An estimated 100,000 Israelis have German passports, while more are applying for passports based on their German ancestry. And a large number of Israelis have dual nationality, including an estimated 500,000 Israelis holding U.S. passports (with close to a quarter-million pending applications).

  • La vie de désespoir des réfugiés relégués par l’Australie sur une île du Pacifique

    La femme du Somalien Khadar Hrisi a tenté plusieurs fois de se suicider. R, une Iranienne de 12 ans, a voulu s’immoler par le feu : à Nauru, minuscule caillou du Pacifique, des réfugiés relégués par l’Australie racontent à l’AFP une vie sans perspective, sans soins et sans espoir.

    Nauru, le plus petit pays insulaire du monde, vient d’accueillir le Forum des îles du Pacifique (Fip) mais a interdit aux journalistes l’accès aux camps de rétention où Canberra refoule les clandestins qui tentent de gagner l’Australie par la mer.

    L’AFP a toutefois réussi à y pénétrer et à rencontrer des réfugiés dont la quasi totalité ont souhaité l’anonymat pour des raisons de sécurité.

    A Nauru, près d’un millier de migrants dont une centaine d’enfants, sur 11.000 habitants, vivent dans huit camps financés par Canberra, certains depuis cinq ans, selon leurs récits.

    Dans le camp numéro 5, que l’on atteint au détour d’un chemin sous une chaleur écrasante, dans un paysage hérissé de pitons rocheux, le Somalien Hrisi veut témoigner à visage découvert.

    Il n’a plus peur, il n’a plus rien. Sa femme ne parle pas, son visage est inexpressif.

    M. Hrisi la laisse seule le moins possible, à cause de sa dépression. Elle a tenté plusieurs fois de se suicider ces derniers jours, raconte-t-il.

    « Quand je me suis réveillé, elle était en train de casser ça », dit-il en montrant des lames de rasoir jetables. « Elle allait les avaler avec de l’eau ».

    – Problèmes psychologiques -

    M. Hrisi affirme qu’ils sont allés plusieurs fois à l’hôpital de Nauru financé par l’Australie mais que celui-ci refuse de les prendre en charge. L’autre nuit, « ils ont appelé la police et nous ont mis dehors ».

    Le camp numéro 1 traite les malades, expliquent les réfugiés. Mais il n’accueille qu’une cinquantaine de personnes car l’endroit croule sous les demandes. Or beaucoup de migrants vont mal et souffrent de problèmes psychologiques liés à leur isolement sur l’île.

    Les évacuations sanitaires vers l’Australie sont rares selon eux.

    Les ONG ne cessent de dénoncer la politique d’immigration draconienne de l’Australie.

    Depuis 2013, Canberra, qui dément tout mauvais traitement, refoule systématiquement en mer tous les bateaux de clandestins, originaires pour beaucoup d’Afghanistan, du Sri Lanka et du Moyen-Orient.

    Ceux qui parviennent à passer par les mailles du filet sont envoyés dans des îles reculées du Pacifique. Même si leur demande d’asile est jugée légitime, ils ne seront jamais accueillis sur le sol australien.

    Canberra argue qu’il sauve ainsi des vies en dissuadant les migrants d’entreprendre un périlleux voyage. Les arrivées de bateaux, qui étaient quasiment quotidiennes, sont aujourd’hui rarissimes.

    Le Refugee Council of Australia et l’Asylum Seeker Resource Centre ont dénoncé récemment les ravages psychologiques de la détention indéfinie, en particulier chez les enfants.

    « Ceux qui ont vu ces souffrances disent que c’est pire que tout ce qu’ils ont vu, même dans les zones de guerre. Des enfants de sept et douze ans ont fait l’expérience de tentatives répétées de suicide, certains s’arrosent d’essence et deviennent catatoniques », écrivaient-ils.

    R, une Iranienne de 12 ans rencontrée par l’AFP, a tenté de s’immoler. Elle vit à Nauru depuis cinq ans avec ses deux parents de 42 ans et son frère de 13 ans.

    Les enfants passent leurs journées prostrés au lit. La mère a la peau couverte de plaques, elle dit souffrir et ne recevoir aucun traitement.

    – Essence et briquet -

    Le père a récemment surpris sa fille en train de s’asperger d’essence. « Elle a pris un briquet et elle a crié +Laisse-moi seule ! Laisse-moi seule ! Je veux me suicider ! Je veux mourir !+ ».

    Son fils sort lentement de son lit et confie d’une voix monocorde : « Je n’ai pas d’école, je n’ai pas de futur, je n’ai pas de vie ».

    Non loin de là, entre deux préfabriqués, une cuve est taguée du sigle « ABF » et d’une croix gammée. L’Australian Border Force est le service australien de contrôle des frontières, honni par les réfugiés.

    Ces derniers se déplacent librement sur l’île car la prison, ce sont ses 21 kilomètres carrés.

    Khadar reçoit un ami, un ancien gardien de buts professionnel camerounais qui raconte avoir secouru un voisin en train de se pendre. Son meilleur ami a été retrouvé mort, le nez et les yeux pleins de sang, sans qu’il sache la cause du décès.

    Pas de perspectives, et pas de soins. Au grand désespoir d’Ahmd Anmesharif, un Birman dont les yeux coulent en permanence. Il explique souffrir aussi du cœur et passe ses journées sur un fauteuil en mousse moisie, à regarder la route.

    Les défenseurs des droits dénoncent des conditions effroyables et font état d’accusations d’agressions sexuelles et d’abus physiques.

    Les autorités de l’île démentent. Les réfugiés « mènent leur vie normalement, comme les autres Nauruans (...) on est très heureux de vivre ensemble », assurait ainsi lors du Fip le président de Nauru, Baron Waqa.

    Mais les réfugiés soutiennent que leurs relations avec les Nauruans se détériorent.

    « Ils nous frappent toujours, ils nous lancent toujours des pierres », accuse l’adolescent iranien.

    – Economie sous perfusion -

    Un autre Iranien, un mécanicien qui a réussi à monter un petit commerce, crie sa colère. Il vient de se faire voler « la caisse, les motos, les outils ». « La police ne retrouve jamais rien quand ce sont les Nauruans qui volent les réfugiés », assène-t-il.

    Si les conditions sont vétustes dans les camps, où la plupart des logements sont des préfabriqués, beaucoup d’habitants de Nauru semblent vivre dans des conditions plus précaires encore.

    Bon nombre habitent des cabanes de tôle, les plages sont jonchées de détritus. Ils disent ne pas comprendre de quoi se plaignent les migrants.

    En attendant, les camps sont cruciaux pour l’économie de l’île, exsangue depuis l’épuisement des réserves de phosphate qui avait contribué à l’opulence du siècle dernier.

      TOPSIDE, Nauru — She was 3 years old when she arrived on Nauru, a child fleeing war in #Sri_Lanka. Now, Sajeenthana is 8.

      Her gaze is vacant. Sometimes she punches adults. And she talks about dying with ease.

      “Yesterday I cut my hand,” she said in an interview here on the remote Pacific island where she was sent by the Australian government after being caught at sea. She pointed to a scar on her arm.

      “One day I will kill myself,” she said. “Wait and see, when I find the knife. I don’t care about my body. ”

      Her father tried to calm her, but she twisted away. “It is the same as if I was in war, or here,” he said.

      Sajeenthana is one of more than 3,000 refugees and asylum seekers who have been sent to Australia’s offshore #detention_centers since 2013. No other Australian policy has been so widely condemned by the world’s human rights activists nor so strongly defended by the country’s leaders, who have long argued it saves lives by deterring smugglers and migrants.

      Now, though, the desperation has reached a new level — in part because of the United States.

      Sajeenthana and her father are among the dozens of refugees on Nauru who had been expecting to be moved as part of an Obama-era deal that President #Trump reluctantly agreed to honor, allowing resettlement for up to 1,250 refugees from Australia’s offshore camps.

      So far, according to American officials, about 430 refugees from the camps have been resettled in the United States — but at least 70 people were rejected over the past few months.

      That includes Sajeenthana and her father, Tamil refugees who fled violence at home after the Sri Lankan government crushed a Tamil insurgency.

      A State Department spokeswoman did not respond to questions about the #rejections, arguing the Nauru refugees are subject to the same vetting procedures as other refugees worldwide.

      Australia’s Department of Home Affairs said in a statement that Nauru has “appropriate mental health assessment and treatment in place.”

      But what’s clear, according to doctors and asylum seekers, is that the situation has been deteriorating for months. On Nauru, signs of suicidal children have been emerging since August. Dozens of organizations, including #Doctors_Without_Borders (which was ejected from Nauru on Oct. 5) have been sounding the alarm. And with the hope of American resettlement diminishing, the Australian government has been forced to relent: Last week officials said they would work toward moving all children off Nauru for treatment by Christmas.

      At least 92 children have been moved since August — Sajeenthana was evacuated soon after our interview — but as of Tuesday there were still 27 children on Nauru, hundreds of adults, and no long-term solution.

      The families sent to Australia for care are waiting to hear if they will be sent back to Nauru. Some parents, left behind as their children are being treated, fear they will never see each other again if they apply for American resettlement, while asylum seekers from countries banned by the United States — like Iran, Syria and Somalia — lack even that possibility.

      For all the asylum seekers who have called Nauru home, the psychological effects linger.
      ‘I Saw the Blood — It Was Everywhere’

      Nauru is a small island nation of about 11,000 people that takes 30 minutes by car to loop. A line of dilapidated mansions along the coast signal the island’s wealthy past; in the 1970s, it was a phosphate-rich nation with per capita income second only to Saudi Arabia.

      Now, those phosphate reserves are virtually exhausted, and the country relies heavily on Australian aid. It accounted for 25 percent of Nauru’s gross domestic product last year alone.

      Mathew Batsiua, a former Nauruan lawmaker who helped orchestrate the offshore arrangement, said it was meant to be a short-term deal. But the habit has been hard to break.

      “Our mainstay income is purely controlled by the foreign policy of another country,” he said.

      In Topside, an area of old cars and dusty brush, sits one of the two processing centers that house about 160 detainees. Hundreds of others live in community camps of modular housing. They were moved from shared tents in August, ahead of the Pacific Islands Forum, an intergovernmental meeting that Nauru hosted this year.

      Sukirtha Krishnalingam, 15, said the days are a boring loop as she and her family of five — certified refugees from Sri Lanka — wait to hear if the United States will accept them. She worries about her heart condition. And she has nightmares.

      “At night, she screams,” said her brother Mahinthan, 14.

      In the past year, talk of suicide on the island has become more common. Young men like Abdullah Khoder, a 24-year-old Lebanese refugee, says exhaustion and hopelessness have taken a toll. “I cut my hands with razors because I am tired,” he said.

      Even more alarming: Children now allude to suicide as if it were just another thunderstorm. Since 2014, 12 people have died after being detained in Australia’s offshore detention centers on Nauru and Manus Island, part of Papua New Guinea.

      Christina Sivalingam, a 10-year-old Tamil girl on Nauru spoke matter-of-factly in an interview about seeing the aftermath of one death — that of an Iranian man, Fariborz Karami, who killed himself in June.

      “We came off the school bus and I saw the blood — it was everywhere,” she said calmly. It took two days to clean up. She said her father also attempted suicide after treatment for his thyroid condition was delayed.

      Seeing some of her friends being settled in the United States while she waits on her third appeal for asylum has only made her lonelier. She said she doesn’t feel like eating anymore.

      “Why am I the only one here?” she said. “I want to go somewhere else and be happy.”

      Some observers, even on Nauru, wonder if the children are refusing to eat in a bid to leave. But medical professionals who have worked on the island said the rejections by the Americans have contributed to a rapid deterioration of people’s mental states.

      Dr. Beth O’Connor, a psychiatrist working with Doctors Without Borders, said that when she arrived last year, people clung to the hope of resettlement in the United States. In May, a batch of rejections plunged the camp into despair.

      Mr. Karami’s death further sapped morale.

      “People that just had a bit of spark in their eye still just went dull,” Dr. O’Connor said. “They felt more abandoned and left behind.”

      Many of the detainees no longer hope to settle in Australia. #New_Zealand has offered to take in 150 refugees annually from Nauru but Scott Morrison, the Australian prime minister, has said that he will only consider the proposal if a bill is passed banning those on Nauru from ever entering Australia. Opposition lawmakers say they are open to discussion.

      In the meantime, Nauru continues to draw scrutiny.
      ‘I’m Not Going Back to Nauru’

      For months, doctors say, many children on Nauru have been exhibiting symptoms of #resignation_syndrome — a mental condition in response to #trauma that involves extreme withdrawal from reality. They stopped eating, drinking and talking.

      “They’d look right through you when you tried to talk to them,” Dr. O’Connor said. “We watched their weights decline and we worried that one of them would die before they got out.”

      Lawyers with the National Justice Project, a nonprofit legal service, have been mobilizing. They have successfully argued for the #medical_evacuation of around 127 people from Nauru this year, including 44 children.

      In a quarter of the cases, the government has resisted these demands in court, said George Newhouse, the group’s principal lawyer.

      “We’ve never lost,” he said. “It is gut-wrenching to see children’s lives destroyed for political gain.”

      A broad coalition that includes doctors, clergy, lawyers and nonprofit organizations, working under the banner #kidsoffnauru, is now calling for all asylum seekers to be evacuated.

      Public opinion in Australia is turning: In one recent poll, about 80 percent of respondents supported the removal of families and children from Nauru.

      Australia’s conservative government, with an election looming, is starting to shift.

      “We’ve been going about this quietly,” Mr. Morrison said last week. “We haven’t been showboating.”

      But there are still questions about what happens next.

      Last month, Sajeenthana stopped eating. After she had spent 10 days on a saline drip in a Nauruan hospital, her father was told he had two hours to pack for Australia.

      Speaking by video from Brisbane last week (we are not using her full name because of her age and the severity of her condition), Sajeenthana beamed.

      “I feel better now that I am in Australia,” she said. “I’m not going back to Nauru.”

      But her father is less certain. The United States rejected his application for resettlement in September. There are security guards posted outside their Brisbane hotel room, he said, and though food arrives daily, they are not allowed to leave. He wonders if they have swapped one kind of limbo for another, or if they will be forced back to Nauru.

      Australia’s Home Affairs minister has said the Nauru children will not be allowed to stay.

      “Anyone who is brought here is still classified as a transitory person,” said Jana Favero, director of advocacy and campaigns at the Asylum Seeker Resource Center. “Life certainly isn’t completely rosy and cheery once they arrive in Australia.”

      On Monday, 25 more people, including eight children, left the island in six family units, she said.

      Those left behind on Nauru pass the days, worrying and waiting.

      Christina often dreams of what life would be like somewhere else, where being 10 does not mean being trapped.

      A single Iranian woman who asked not to be identified because she feared for her safety said that short of attempting suicide or changing nationality, there was no way off Nauru.

      She has been waiting two years for an answer to her application for resettlement in the United States — one that now seems hopeless given the Trump administration’s policies.

      Each night, often after the power goes out on Nauru, she and her sister talk about life and death, and whether to harm themselves to seek freedom.

    Depuis plusieurs années, l’inquiétude ne cesse de croître quant aux dangers du #pesticide le plus utilisé au monde : le glyphosate, dont 825 000 tonnes ont été déversés en 2014 dans les champs et les jardins. D’autant qu’en mars 2015, le Centre international de recherche sur le cancer l’a déclaré « cancérogène probable » pour l’homme, contredisant ainsi les grandes agences de santé américaines ou européennes qui avaient assuré l’innocuité du Roundup® de Monsanto, puissant herbicide dont le principe actif est le glyphosate.

    Prolongeant sa remarquable enquête de 2008 sur les dangereux produits toxiques produits par la firme américaine (Le Monde selon Monsanto, livre et film), qui eut un écho considérable, Marie-Monique Robin montre dans ce livre que la dangerosité du Roundup® est plus grande encore qu’on le craignait. Il rend malades ou tue les sols, les plantes, les animaux et les humains, car du Nord au Sud de la planète, l’herbicide-qui-tue-tout (son surnom en espagnol) est partout : dans l’eau, sl’air, la pluie, les sols et les aliments. En effet, le glyphosate n’est pas seulement cancérigène, c’est aussi un #perturbateur_endocrinien, un puissant #antibiotique et un chélateur de métaux. Avec autant d’effets délétères spécifiques que cette enquête révèle, par des reportages bouleversants auprès de victimes aux États-Unis, en Argentine, en France et au Sri Lanka, ainsi que de nombreux entretiens avec des scientifiques.

    Ce livre choc donne à comprendre les ressorts de l’un des plus grands scandales sanitaires et environnementaux de l’histoire moderne. Mais il montre aussi que, face à l’impuissance ou l’absence de volonté des agences internationales et des gouvernements pour y mettre fin, la société civile mondiale se mobilise : en octobre 2016, s’est tenu à La Haye le Monsanto International Tribunal, où juges et victimes ont instruit le procès du Roundup®, en l’absence de Monsanto, qui a refusé d’y participer. Donnant son fil conducteur au livre, ce procès a permis d’obtenir un avis juridique très argumenté, qui pourrait infléchir le droit international afin de faire reconnaître le crime d’« écocide », ce qui permettrait de poursuivre pénalement les dirigeants des firmes dont les activités à grande échelle menacent la sûreté de la planète.

    L’enseignement sikh est apparu au XVIe siècle au nord-ouest de l’Inde, à l’intérieur du courant hindouiste de la « bahkti » (dévotion). Son inspirateur, Gurû Nânak (1469-1539), est né près de Lahore (dans l’actuel Pakistan), dans une famille hindoue de caste marchande, et a découvert très jeune l’enseignement du poète musulman Kabîr.

Après avoir voyagé dans toute l’Inde, ainsi qu’au Népal, au Tibet et au Sri Lanka, puis s’être rendu à La Mecque, en Perse et en Afghanistan, il fonde, à son retour, Kartarpur, « la Ville du Créateur ». « Il n’y a ni hindou ni musulman », répète-t-il. Et à ceux qui lui demandent comment ils doivent se définir, il répond : « Vous êtes des #disciples. » C’est ainsi que le mot « #sikh » (du sanscrit, #disciple), s’est répandu.

    In India, false rumors about child kidnappers have gone viral on WhatsApp, prompting fearful mobs to kill two dozen innocent people since April.

    False information has flooded social media in recent years, inciting violence from Brazil to Sri Lanka. The messages in India have preyed on a universal fear: harm coming to a child. And the millions of poorly educated Indians coming online for the first time mean many are quick to believe what is on their phones.

    This clip went viral. It was produced as part of a public service announcement in Pakistan, but it was edited to look like a real kidnapping. The authorities don’t know who altered the video.

    The region’s top government official said the police had gone around for weeks before the attack warning people not to believe the false kidnapping rumors. But they were no match for WhatsApp. “We could not compete,” he said.

    WhatsApp’s design makes it easy to spread false information. Many messages are shared in groups, and when they are forwarded, there is no indication of their origin. The kidnap warnings have often appeared to come from friends and family.

    WhatsApp said it was horrified by the killings.
    Last week, it began labeling all forwarded messages. It also took out newspaper ads to educate people about misinformation and pledged to work more closely with police and independent fact-checkers

    The police have arrested 46 people for the attack on Rukmani and her family and are pursuing 74 more.

    #Sasi_Subramaniam, réfugié du Sri Lanka, a consacré son travail de diplôme en photographie aux #traditions_suisses. Pour son projet, il a visité 16 fêtes populaires et folkloriques de son pays d’adoption.

    « Je ne m’étais jamais intéressé à la culture et aux rites populaires, explique-t-il à swissinfo. Je ne connais même pas les traditions de mon peuple. J’étais obsédé par la politique ».
    « Ça m’a aidé à soulager la douleur qui brûlait dans ma poitrine et m’a donné accès à ce #monde_étrange », dit-il.

      Corps pour corps. Enquête sur la sorcellerie dans le Bocage

      En 1969, #Jeanne_Favret-Saada s’installe dans le Bocage pour y étudier la sorcellerie. Personne ne veut lui en parler. Tenir un journal paraît alors le seul moyen de circonscrire un « objet » qui se dérobe : relater les conversations, incidents, coutumes qui pourraient avoir un lien quelconque avec la sorcellerie, noter systématiquement comment les gens refusent d’en parler. Dans la formulation même de ces refus se révèle peu à peu une conception du monde centrée sur l’idée de « force ».

      Un jour, tout bascule : parce qu’ils lui attribuent cette « force », des paysans demandent à Jeanne Favret-Saada de les désenvoûter. Un autre ensorcelé, qui devine sa peur, lui annonce qu’elle est « prise » et l’adresse à sa désorcelleuse. Dès lors, continuer à écrire permet à l’ethnographe de manier des situations incompréhensibles et dangereuses, de supporter l’enjeu mortel de toute crise de sorcellerie : « Corps pour corps, c’est lui qui y passe, ou c’est moi. »

    (…) Autre débouché prometteur pour l’industrie de la « douleur aveuglante et suffocante » : les colonies. En novembre 1933, sir Arthur Wauchope, le Haut-Commissaire britannique en Palestine, réclame sa part du produit miracle. Dans un courrier au bureau des colonies, il plaide : « Je considère que le gaz lacrymogène serait un agent hautement utile entre les mains des forces de police en Palestine pour disperser les rassemblement illégaux et les foules émeutières, particulièrement dans les rues tortueuses et étroites des vieux quartiers de la ville, où l’usage d’armes à feu peut provoquer des ricochets conduisant à des pertes disproportionnées en vies humaines. »

    Une demande similaire émane en 1935 de la Sierra Leone, où les administrateurs coloniaux sont confrontés à des grèves pour des augmentations de salaire. Puis c’est au tour de Ceylan, le futur Sri Lanka. Instruction est donnée au nouveau secrétaire d’État aux colonies britannique, Malcolm MacDonald, d’élaborer une politique globale du gaz lacrymogène. À cette fin, il dispose d’une liste recensant les lieux où cette arme a fait la preuve de son efficacité : en Allemagne, où elle a servi contre les grévistes de Hambourg en 1933 ; en Autriche, où elle a excellé contre les communistes en 1929 ; en Italie, où elle vient d’être incorporée à l’équipement de base des forces de l’ordre ; ou encore en France, où son usage est déjà banalisé.

    Durant cette période, le gaz lacrymogène devient pour les États un moyen privilégié de faire obstacle aux demandes de changement. Sa fonction bifide, à la fois physique (dispersion) et psychologique (démoralisation), paraît idéale pour contenir les tentatives de résistance aux mesures impopulaires. Comme, de surcroît, on peut désormais gazer en toute légalité des manifestants pacifiques ou passifs, les autorités n’ont plus à s’inquiéter des luttes collectives non violentes. Le « lacrymo » s’est imposé comme une arme multifonction capable non seulement de stopper une manifestation, mais aussi de saper toute forme de désobéissance civile.

    Cette fonction politique a perduré jusqu’à aujourd’hui. Alors que l’usage de toutes les armes chimiques est interdit par les traités internationaux dans le cadre des guerres, les forces de l’ordre restent, au niveau national, plus que jamais autorisées à déployer du gaz toxique sur les individus ou les cortèges de leur choix. Un policier peut ainsi arborer un atomiseur de gaz lacrymogène à sa ceinture, tandis qu’un militaire n’en a pas le droit. L’acceptation quasi unanime de cette incohérence contribue pour beaucoup à la florissante prospérité de l’industrie du maintien de l’ordre — et aux larmes des contestataires du monde entier.

    A Beyrouth, Maher Abi Samra a posé sa caméra dans un bureau un peu particulier. A l’agence Al Raed que dirige Zein, on fait venir des femmes des Philippines, du Sri Lanka, d’Ethiopie, pour les placer dans des familles libanaises. Choisies sur catalogue, exploitées jusqu’au trognon, dépossédées de toute identité, elles se suicident de plus en plus souvent. La justice, la police, la publicité, participent tous activement à ce business de chair et de sang. Analysant minutieusement les maillons de cette chaîne qui fabrique cet esclavage moderne, Abi Samra prend le parti de ne pas quitter ce bureau et d’y filmer le quotidien. Le hors-champ du film se construit dès lors sur le mode tantôt ludique de la mise en scène, tantôt rêveur de l’introspection (...)
