Avant le 11-Septembre, quelque quatre cents personnes avaient prêté allégeance à #Al-Qaida. Seize ans plus tard, on compte des dizaines de milliers de militants djihadistes répartis sur plusieurs continents. Les attaques terroristes se sont multipliées à travers le monde, entraînant en Occident une tension des relations avec les minorités et les pays musulmans. En violant les valeurs démocratiques qu’elle prétendait défendre, la « guerre contre la terreur » lancée par l’administration Bush au lendemain du 11-Septembre a eu l’effet d’"un coup de marteau dans une fiole de mercure" : elle a fragmenté une menace autrefois circonscrite, et s’est muée en un conflit mondial et permanent, formidable terrain pour le recrutement djihadiste, mais aussi pour les groupes #xénophobes qui montent en puissance, en #Europe comme aux #États-Unis. Tel est le sombre bilan qu’établissent, face au réalisateur Ilan Ziv (#Capitalisme), des dirigeants politiques, des responsables de la sécurité et des généraux américains, britanniques, français et israéliens qui ont vécu les événements de l’intérieur et au plus haut niveau.

Qu’ils restent fidèles à leurs actes passés, comme le #néoconservateur Richard Perle, ou qu’ils s’avouent hantés par la culpabilité, comme l’ancien bras droit de Colin Powell au secrétariat d’État, Lawrence Wilkerson, ils permettent de comprendre pourquoi cette #guerre qui a ravagé le #Moyen-Orient et causé des centaines de milliers de #morts constitue une impasse dont il est difficile de sortir. Du #mensonge délibéré qui a déclenché l’invasion de l’Irak aux « sites noirs » où les États-Unis ont pratiqué la #torture, Ilan Ziv décrypte les faits à l’aune du présent, pour montrer combien les concepts forgés par une administration pourtant discréditée restent plus que jamais agissants.

Que pensez-vous du projet du gouvernement de faire voter une loi contre les “Fake news » ?

Je suis très inquiet. Ce qui me frappe dans la période actuelle, alors que nous sommes censés vivre l’apothéose de la démocratie libérale après l’effondrement des #totalitarismes, c’est le rétrécissement des espaces d’expression et de la liberté de pensée.

La #liberté, depuis le Moyen Age, s’est d’abord définie contre l’Église et puis contre l’État. Dire que l’État va assurer la #liberté_d’expression, c’est un oxymore historique ! Et je suis plus particulièrement inquiet pour la France, en tant qu’historien, parce qu’elle est ambivalente dans son rapport à la liberté : elle est à la fois l’une des trois nations qui ont construit la démocratie libérale, avec l’Angleterre et les États-Unis, et le pays de l’absolutisme de Louis XIV, de Napoléon I” et Napoléon III, de Pétain et de l’ORTF.

Or nous sommes en train de vivre une désintégration des partis et de la représentation politique. Les groupes culturels et idéologiques antagonistes qui assuraient un pluralisme structurel de l’information (le PC, l’Église, le socialisme modéré, le gaullisme …) ont implosé. Le #pluralisme n’est donc plus assuré et les médias représentent de plus en plus une masse indistincte. Typiquement le genre de situation dans laquelle l’État peut émerger comme une machine autonome et se mettre au-dessus de la #société, pour la contrôler. La séparation des pouvoirs est de moins en moins assurée. La menace que je vois se dessiner ce n’est donc pas celle des #Fake_news, mais celle de l’autoritarisme de l’État et son autonomisation en tant qu’agent de contrôle de l’#opinion. Il sera d’autant plus autoritaire sur le plan de l’#information qu’il s’avère impuissant sur le plan économique : la société est bloquée, avec son taux de chômage tournant autour de 10%, et de plus en plus fragmentée en groupes qui se renferment sur eux-mêmes (les Corses, les habitants de Neuilly, autant que les musulmans).

Vous parlez de l’État, mais le risque n’est-il pas aujourd’hui du côté d’entreprises privées, comme Facebook ?

Que ces entreprises (les fameux Gafam : Google, Amazon, Facebook, Apple, Microsoft) ne paient pas les impôts qu’ils devraient, qu’ils aient des stratégies monopolistes, oui, bien sûr. Mais je ne crois pas que ces moyens d’échange entre individus, par ailleurs extraordinaires quant à leur capacité à faire circuler l’information, soient les puissances occultes qu’on nous décrit. Ce que je sais en revanche, c’est qu’il y a des pays où l’accès à internet est contrôlé, comme la Chine, un État semi ou post-totalitaire où la #police est reine.

Attirer l’attention sur les #Gafam, c’est détourner l’attention de l’acteur majeur et producteur principal de Fake news dans l’Histoire, qu’est l’#État. Parce que nous sommes en économie de marché, les Français surestiment le libéralisme intrinsèque de leur société et ils sous-estiment la puissance de #désinformation de l’État. La guerre d’Irak a pourtant commencé par des Fake news qui venaient de l’État américain sur les armes de destruction massive en Irak, avec Colin Powell qui agitait son petit flacon devant le conseil de sécurité de l’ONU …

C’est l’État qui a la puissance financière, l’avantage de la continuité, le monopole de la violence légitime : s’il y a bien un producteur de Fake news à contrôler c’est l’État. Et l’État de son propre pays, pas les États extérieurs. Le principe fondateur de la démocratie libérale, c’est, en effet, que si la collectivité doit assurer la sécurité du citoyen, le citoyen doit être protégé contre son propre État.

En outre, les fausses nouvelles, les délires et les rumeurs mensongères, c’est l’éternité de la vie démocratique. Et l’idée même de la #démocratie libérale, c’est de faire le pari que les hommes ne sont pas pour toujours des enfants. Contrôler l’information, c’est infantiliser le citoyen.

Au fond, ce débat évoque des classes dirigeantes en grande détresse intellectuelle. Comme elles ne comprennent plus la réalité qu’elles ont elles-mêmes créée, le comportement des électorats, Trump, le Brexit…, elles veulent interdire. Non content d’avoir le monopole de la #violence_légitime, l’État voudrait s’assurer le monopole des Fake news.

American politics have rarely presented a more disheartening spectacle. The repellent and dangerous antics of Donald Trump are troubling enough, but so is the Democratic Party leadership’s failure to take in the significance of the 2016 election campaign. Bernie Sanders’s challenge to Hillary Clinton, combined with Trump’s triumph, revealed the breadth of popular anger at politics as usual – the blend of neoliberal domestic policy and interventionist foreign policy that constitutes consensus in Washington. Neoliberals celebrate market utility as the sole criterion of worth; interventionists exalt military adventure abroad as a means of fighting evil in order to secure global progress. Both agendas have proved calamitous for most Americans. Many registered their disaffection in 2016. Sanders is a social democrat and Trump a demagogic mountebank, but their campaigns underscored a widespread repudiation of the Washington consensus. For about a week after the election, pundits discussed the possibility of a more capacious Democratic strategy. It appeared that the party might learn something from Clinton’s defeat. Then everything changed.

A story that had circulated during the campaign without much effect resurfaced: it involved the charge that Russian operatives had hacked into the servers of the Democratic National Committee, revealing embarrassing emails that damaged Clinton’s chances. With stunning speed, a new centrist-liberal orthodoxy came into being, enveloping the major media and the bipartisan Washington establishment. This secular religion has attracted hordes of converts in the first year of the Trump presidency. In its capacity to exclude dissent, it is like no other formation of mass opinion in my adult life, though it recalls a few dim childhood memories of anti-communist hysteria during the early 1950s.

The centrepiece of the faith, based on the hacking charge, is the belief that Vladimir Putin orchestrated an attack on American democracy by ordering his minions to interfere in the election on behalf of Trump. The story became gospel with breathtaking suddenness and completeness. Doubters are perceived as heretics and as apologists for Trump and Putin, the evil twins and co-conspirators behind this attack on American democracy. Responsibility for the absence of debate lies in large part with the major media outlets. Their uncritical embrace and endless repetition of the Russian hack story have made it seem a fait accompli in the public mind. It is hard to estimate popular belief in this new orthodoxy, but it does not seem to be merely a creed of Washington insiders. If you question the received narrative in casual conversations, you run the risk of provoking blank stares or overt hostility – even from old friends. This has all been baffling and troubling to me; there have been moments when pop-culture fantasies (body snatchers, Kool-Aid) have come to mind.

Like any orthodoxy worth its salt, the religion of the Russian hack depends not on evidence but on ex cathedra pronouncements on the part of authoritative institutions and their overlords. Its scriptural foundation is a confused and largely fact-free ‘assessment’ produced last January by a small number of ‘hand-picked’ analysts – as James Clapper, the director of National Intelligence, described them – from the CIA, the FBI and the NSA. The claims of the last were made with only ‘moderate’ confidence. The label Intelligence Community Assessment creates a misleading impression of unanimity, given that only three of the 16 US intelligence agencies contributed to the report. And indeed the assessment itself contained this crucial admission: ‘Judgments are not intended to imply that we have proof that shows something to be a fact. Assessments are based on collected information, which is often incomplete or fragmentary, as well as logic, argumentation and precedents.’ Yet the assessment has passed into the media imagination as if it were unassailable fact, allowing journalists to assume what has yet to be proved. In doing so they serve as mouthpieces for the intelligence agencies, or at least for those ‘hand-picked’ analysts.

It is not the first time the intelligence agencies have played this role. When I hear the Intelligence Community Assessment cited as a reliable source, I always recall the part played by the New York Times in legitimating CIA reports of the threat posed by Saddam Hussein’s putative weapons of mass destruction, not to mention the long history of disinformation (a.k.a. ‘fake news’) as a tactic for advancing one administration or another’s political agenda. Once again, the established press is legitimating pronouncements made by the Church Fathers of the national security state. Clapper is among the most vigorous of these. He perjured himself before Congress in 2013, when he denied that the NSA had ‘wittingly’ spied on Americans – a lie for which he has never been held to account. In May 2017, he told NBC’s Chuck Todd that the Russians were highly likely to have colluded with Trump’s campaign because they are ‘almost genetically driven to co-opt, penetrate, gain favour, whatever, which is a typical Russian technique’. The current orthodoxy exempts the Church Fathers from standards imposed on ordinary people, and condemns Russians – above all Putin – as uniquely, ‘almost genetically’ diabolical.

It’s hard for me to understand how the Democratic Party, which once felt scepticism towards the intelligence agencies, can now embrace the CIA and the FBI as sources of incontrovertible truth. One possible explanation is that Trump’s election has created a permanent emergency in the liberal imagination, based on the belief that the threat he poses is unique and unprecedented. It’s true that Trump’s menace is viscerally real. But the menace posed by George W. Bush and Dick Cheney was equally real. The damage done by Bush and Cheney – who ravaged the Middle East, legitimated torture and expanded unconstitutional executive power – was truly unprecedented, and probably permanent. Trump does pose an unprecedented threat to undocumented immigrants and Muslim travellers, whose protection is urgent and necessary. But on most issues he is a standard issue Republican. He is perfectly at home with Paul Ryan’s austerity agenda, which involves enormous transfers of wealth to the most privileged Americans. He is as committed as any other Republican to repealing Obama’s Affordable Care Act. During the campaign he posed as an apostate on free trade and an opponent of overseas military intervention, but now that he is in office his free trade views are shifting unpredictably and his foreign policy team is composed of generals with impeccable interventionist credentials.

Trump is committed to continuing his predecessors’ lavish funding of the already bloated Defence Department, and his Fortress America is a blustering, undisciplined version of Madeleine Albright’s ‘indispensable nation’. Both Trump and Albright assume that the United States should be able to do as it pleases in the international arena: Trump because it’s the greatest country in the world, Albright because it’s an exceptional force for global good. Nor is there anything unprecedented about Trump’s desire for détente with Russia, which until at least 2012 was the official position of the Democratic Party. What is unprecedented about Trump is his offensive style: contemptuous, bullying, inarticulate, and yet perfectly pitched to appeal to the anger and anxiety of his target audience. His excess has licensed overt racism and proud misogyny among some of his supporters. This is cause for denunciation, but I am less persuaded that it justifies the anti-Russian mania.

Besides Trump’s supposed uniqueness, there are two other assumptions behind the furore in Washington: the first is that the Russian hack unquestionably occurred, and the second is that the Russians are our implacable enemies. The second provides the emotional charge for the first. Both seem to me problematic. With respect to the first, the hacking charges are unproved and may well remain so. Edward Snowden and others familiar with the NSA say that if long-distance hacking had taken place the agency would have monitored it and could detail its existence without compromising their secret sources and methods. In September, Snowden told Der Spiegel that the NSA ‘probably knows quite well who the invaders were’. And yet ‘it has not presented any evidence, although I suspect it exists. The question is: why not? … I suspect it discovered other attackers in the systems, maybe there were six or seven groups at work.’ He also said in July 2016 that ‘even if the attackers try to obfuscate origin, ‪#XKEYSCORE makes following exfiltrated data easy. I did this personally against Chinese ops.’ The NSA’s capacity to follow hacking to its source is a matter of public record. When the agency investigated pervasive and successful Chinese hacking into US military and defence industry installations, it was able to trace the hacks to the building where they originated, a People’s Liberation Army facility in Shanghai. That information was published in the New York Times, but, this time, the NSA’s failure to provide evidence has gone curiously unremarked. When The Intercept published a story about the NSA’s alleged discovery that Russian military intelligence had attempted to hack into US state and local election systems, the agency’s undocumented assertions about the Russian origins of the hack were allowed to stand as unchallenged fact and quickly became treated as such in the mainstream media.

Meanwhile, there has been a blizzard of ancillary accusations, including much broader and vaguer charges of collusion between the Trump campaign and the Kremlin. It remains possible that Robert Mueller, a former FBI director who has been appointed to investigate these allegations, may turn up some compelling evidence of contacts between Trump’s people and various Russians. It would be surprising if an experienced prosecutor empowered to cast a dragnet came up empty-handed, and the arrests have already begun. But what is striking about them is that the charges have nothing to do with Russian interference in the election. There has been much talk about the possibility that the accused may provide damaging evidence against Trump in exchange for lighter sentences, but this is merely speculation. Paul Manafort, at one point Trump’s campaign manager, has pleaded not guilty to charges of failing to register his public relations firm as a foreign agent for the Ukrainian government and concealing his millions of dollars in fees. But all this occurred before the 2016 campaign. George Papadopolous, a foreign policy adviser, has pleaded guilty to the charge of lying to the FBI about his bungling efforts to arrange a meeting between Trump’s people and the Russian government – an opportunity the Trump campaign declined. Mueller’s most recent arrestee, Michael Flynn, the unhinged Islamophobe who was briefly Trump’s national security adviser, has pleaded guilty to charges of lying to the FBI about meeting the Russian ambassador in December – weeks after the election. This is the sort of backchannel diplomacy that routinely occurs during the interim between one administration and the next. It is not a sign of collusion.

So far, after months of ‘bombshells’ that turn out to be duds, there is still no actual evidence for the claim that the Kremlin ordered interference in the American election. Meanwhile serious doubts have surfaced about the technical basis for the hacking claims. Independent observers have argued it is more likely that the emails were leaked from inside, not hacked from outside. On this front, the most persuasive case was made by a group called Veteran Intelligence Professionals for Sanity, former employees of the US intelligence agencies who distinguished themselves in 2003 by debunking Colin Powell’s claim that Saddam Hussein possessed weapons of mass destruction, hours after Powell had presented his pseudo-evidence at the UN. (There are members of VIPS who dissent from the VIPS report’s conclusions, but their arguments are in turn contested by the authors of the report.) The VIPS findings received no attention in major media outlets, except Fox News – which from the centre-left perspective is worse than no attention at all. Mainstream media have dismissed the VIPS report as a conspiracy theory (apparently the Russian hacking story does not count as one). The crucial issue here and elsewhere is the exclusion from public discussion of any critical perspectives on the orthodox narrative, even the perspectives of people with professional credentials and a solid track record.

Both the DNC hacking story and the one involving the emails of John Podesta, a Clinton campaign operative, involve a shadowy bunch of putatively Russian hackers called Fancy Bear – also known among the technically inclined as APT28. The name Fancy Bear was introduced by Dimitri Alperovitch, the chief technology officer of Crowdstrike, a cybersecurity firm hired by the DNC to investigate the theft of their emails. Alperovitch is also a fellow at the Atlantic Council, an anti-Russian Washington think tank. In its report Crowdstrike puts forward close to zero evidence for its claim that those responsible were Russian, let alone for its assertion that they were affiliated with Russian military intelligence. And yet, from this point on, the assumption that this was a Russian cyber operation was unquestioned. When the FBI arrived on the scene, the Bureau either did not request or was refused access to the DNC servers; instead it depended entirely on the Crowdstrike analysis. Crowdstrike, meanwhile, was being forced to retract another claim, that the Russians had successfully hacked the guidance systems of the Ukrainian artillery. The Ukrainian military and the British International Institute for Strategic Studies both contradicted this claim, and Crowdstrike backed down. But its DNC analysis was allowed to stand and even become the basis for the January Intelligence Community Assessment.

The chatter surrounding the hack would never have acquired such urgency were it not for the accompanying assumption: Russia is a uniquely dangerous adversary, with which we should avoid all contact. Without that belief, Attorney General Jeff Sessions’s meetings with Russians in September 2016 would become routine discussions between a senator and foreign officials. Flynn’s post-election conversations with the Russian ambassador would appear unremarkable. Trump’s cronies’ attempts to do business in Russia would become merely sleazy. Donald Trump Jr’s meeting at Trump Tower with the Russian lawyer Natalia Veselnitskaya would be transformed from a melodrama of shady intrigue to a comedy of errors – with the candidate’s son expecting to receive information to use against Clinton but discovering Veselnitskaya only wanted to talk about repealing sanctions and restarting the flow of Russian orphans to the United States. And Putin himself would become just another autocrat, with whom democracies could engage without endorsing.

Sceptical voices, such as those of the VIPS, have been drowned out by a din of disinformation. Flagrantly false stories, like the Washington Post report that the Russians had hacked into the Vermont electrical grid, are published, then retracted 24 hours later. Sometimes – like the stories about Russian interference in the French and German elections – they are not retracted even after they have been discredited. These stories have been thoroughly debunked by French and German intelligence services but continue to hover, poisoning the atmosphere, confusing debate. The claim that the Russians hacked local and state voting systems in the US was refuted by California and Wisconsin election officials, but their comments generated a mere whisper compared with the uproar created by the original story. The rush to publish without sufficient attention to accuracy has become the new normal in journalism. Retraction or correction is almost beside the point: the false accusation has done its work.

The consequence is a spreading confusion that envelops everything. Epistemological nihilism looms, but some people and institutions have more power than others to define what constitutes an agreed-on reality. To say this is to risk dismissal as the ultimate wing-nut in the lexicon of contemporary Washington: the conspiracy theorist. Still, the fact remains: sometimes powerful people arrange to promote ideas that benefit their common interests. Whether we call this hegemony, conspiracy or merely special privilege hardly matters. What does matter is the power to create what Gramsci called the ‘common sense’ of an entire society. Even if much of that society is indifferent to or suspicious of the official common sense, it still becomes embedded among the tacit assumptions that set the boundaries of ‘responsible opinion’. So the Democratic establishment (along with a few Republicans) and the major media outlets have made ‘Russian meddling’ the common sense of the current moment. What kind of cultural work does this common sense do? What are the consequences of the spectacle the media call (with characteristic originality) ‘Russiagate’?

The most immediate consequence is that, by finding foreign demons who can be blamed for Trump’s ascendancy, the Democratic leadership have shifted the blame for their defeat away from their own policies without questioning any of their core assumptions. Amid the general recoil from Trump, they can even style themselves dissenters – ‘#the resistance’ was the label Clintonites appropriated within a few days of the election. Mainstream Democrats have begun to use the word ‘progressive’ to apply to a platform that amounts to little more than preserving Obamacare, gesturing towards greater income equality and protecting minorities. This agenda is timid. It has nothing to say about challenging the influence of concentrated capital on policy, reducing the inflated defence budget or withdrawing from overextended foreign commitments; yet without those initiatives, even the mildest egalitarian policies face insuperable obstacles. More genuine insurgencies are in the making, which confront corporate power and connect domestic with foreign policy, but they face an uphill battle against the entrenched money and power of the Democratic leadership – the likes of Chuck Schumer, Nancy Pelosi, the Clintons and the DNC. Russiagate offers Democratic elites a way to promote party unity against Trump-Putin, while the DNC purges Sanders’s supporters.

For the DNC, the great value of the Russian hack story is that it focuses attention away from what was actually in their emails. The documents revealed a deeply corrupt organisation, whose pose of impartiality was a sham. Even the reliably pro-Clinton Washington Post has admitted that ‘many of the most damaging emails suggest the committee was actively trying to undermine Bernie Sanders’s presidential campaign.’ Further evidence of collusion between the Clinton machine and the DNC surfaced recently in a memoir by Donna Brazile, who became interim chair of the DNC after Debbie Wasserman Schultz resigned in the wake of the email revelations. Brazile describes discovering an agreement dated 26 August 2015, which specified (she writes)

that in exchange for raising money and investing in the DNC, Hillary would control the party’s finances, strategy, and all the money raised. Her campaign had the right of refusal of who would be the party communications director, and it would make final decisions on all the other staff. The DNC also was required to consult with the campaign about all other staffing, budgeting, data, analytics and mailings.

Before the primaries had even begun, the supposedly neutral DNC – which had been close to insolvency – had been bought by the Clinton campaign.

Another recent revelation of DNC tactics concerns the origins of the inquiry into Trump’s supposed links to Putin. The story began in April 2016, when the DNC hired a Washington research firm called Fusion GPS to unearth any connections between Trump and Russia. The assignment involved the payment of ‘cash for trash’, as the Clinton campaign liked to say. Fusion GPS eventually produced the trash, a lurid account written by the former British MI6 intelligence agent Christopher Steele, based on hearsay purchased from anonymous Russian sources. Amid prostitutes and golden showers, a story emerged: the Russian government had been blackmailing and bribing Donald Trump for years, on the assumption that he would become president some day and serve the Kremlin’s interests. In this fantastic tale, Putin becomes a preternaturally prescient schemer. Like other accusations of collusion, this one has become vaguer over time, adding to the murky atmosphere without ever providing any evidence. The Clinton campaign tried to persuade established media outlets to publicise the Steele dossier, but with uncharacteristic circumspection, they declined to promote what was plainly political trash rather than reliable reporting. Yet the FBI apparently took the Steele dossier seriously enough to include a summary of it in a secret appendix to the Intelligence Community Assessment. Two weeks before the inauguration, James Comey, the director of the FBI, described the dossier to Trump. After Comey’s briefing was leaked to the press, the website Buzzfeed published the dossier in full, producing hilarity and hysteria in the Washington establishment.

The Steele dossier inhabits a shadowy realm where ideology and intelligence, disinformation and revelation overlap. It is the antechamber to the wider system of epistemological nihilism created by various rival factions in the intelligence community: the ‘tree of smoke’ that, for the novelist Denis Johnson, symbolised CIA operations in Vietnam. I inhaled that smoke myself in 1969-70, when I was a cryptographer with a Top Secret clearance on a US navy ship that carried missiles armed with nuclear warheads – the existence of which the navy denied. I was stripped of my clearance and later honourably discharged when I refused to join the Sealed Authenticator System, which would have authorised the launch of those allegedly non-existent nuclear weapons. The tree of smoke has only grown more complex and elusive since then. Yet the Democratic Party has now embarked on a full-scale rehabilitation of the intelligence community – or at least the part of it that supports the notion of Russian hacking. (We can be sure there is disagreement behind the scenes.) And it is not only the Democratic establishment that is embracing the deep state. Some of the party’s base, believing Trump and Putin to be joined at the hip, has taken to ranting about ‘treason’ like a reconstituted John Birch Society.

I thought of these ironies when I visited the Tate Modern exhibition Soul of a Nation: Art in the Age of Black Power, which featured the work of black American artists from the 1960s and 1970s, when intelligence agencies (and agents provocateurs) were spearheading a government crackdown on black militants, draft resisters, deserters and antiwar activists. Amid the paintings, collages and assemblages there was a single Confederate flag, accompanied by grim reminders of the Jim Crow past – a Klansman in full regalia, a black body dangling from a tree. There were also at least half a dozen US flags, juxtaposed in whole or in part with images of contemporary racial oppression that could have occurred anywhere in America: dead black men carted off on stretchers by skeletons in police uniform; a black prisoner tied to a chair, awaiting torture. The point was to contrast the pretensions of ‘the land of the free’ with the practices of the national security state and local police forces. The black artists of that era knew their enemy: black people were not being killed and imprisoned by some nebulous foreign adversary, but by the FBI, the CIA and the police.

The Democratic Party has now developed a new outlook on the world, a more ambitious partnership between liberal humanitarian interventionists and neoconservative militarists than existed under the cautious Obama. This may be the most disastrous consequence for the Democratic Party of the new anti-Russian orthodoxy: the loss of the opportunity to formulate a more humane and coherent foreign policy. The obsession with Putin has erased any possibility of complexity from the Democratic world picture, creating a void quickly filled by the monochrome fantasies of Hillary Clinton and her exceptionalist allies. For people like Max Boot and Robert Kagan, war is a desirable state of affairs, especially when viewed from the comfort of their keyboards, and the rest of the world – apart from a few bad guys – is filled with populations who want to build societies just like ours: pluralistic, democratic and open for business. This view is difficult to challenge when it cloaks itself in humanitarian sentiment. There is horrific suffering in the world; the US has abundant resources to help relieve it; the moral imperative is clear. There are endless forms of international engagement that do not involve military intervention. But it is the path taken by US policy often enough that one may suspect humanitarian rhetoric is nothing more than window-dressing for a more mundane geopolitics – one that defines the national interest as global and virtually limitless.

Having come of age during the Vietnam War, a calamitous consequence of that inflated definition of national interest, I have always been attracted to the realist critique of globalism. Realism is a label forever besmirched by association with Henry Kissinger, who used it as a rationale for intervening covertly and overtly in other nations’ affairs. Yet there is a more humane realist tradition, the tradition of George Kennan and William Fulbright, which emphasises the limits of military might, counselling that great power requires great restraint. This tradition challenges the doctrine of regime change under the guise of democracy promotion, which – despite its abysmal failures in Iraq and Libya – retains a baffling legitimacy in official Washington. Russiagate has extended its shelf life.

We can gauge the corrosive impact of the Democrats’ fixation on Russia by asking what they aren’t talking about when they talk about Russian hacking. For a start, they aren’t talking about interference of other sorts in the election, such as the Republican Party’s many means of disenfranchising minority voters. Nor are they talking about the trillion dollar defence budget that pre-empts the possibility of single-payer healthcare and other urgently needed social programmes; nor about the modernisation of the American nuclear arsenal which Obama began and Trump plans to accelerate, and which raises the risk of the ultimate environmental calamity, nuclear war – a threat made more serious than it has been in decades by America’s combative stance towards Russia. The prospect of impeaching Trump and removing him from office by convicting him of collusion with Russia has created an atmosphere of almost giddy anticipation among leading Democrats, allowing them to forget that the rest of the Republican Party is composed of many politicians far more skilful in Washington’s ways than their president will ever be.

It is not the Democratic Party that is leading the search for alternatives to the wreckage created by Republican policies: a tax plan that will soak the poor and middle class to benefit the rich; a heedless pursuit of fossil fuels that is already resulting in the contamination of the water supply of the Dakota people; and continued support for police policies of militarisation and mass incarceration. It is local populations that are threatened by oil spills and police beatings, and that is where humane populism survives. A multitude of insurgent groups have begun to use the outrage against Trump as a lever to move the party in egalitarian directions: Justice Democrats, Black Lives Matter, Democratic Socialists of America, as well as a host of local and regional organisations. They recognise that there are far more urgent – and genuine – reasons to oppose Trump than vague allegations of collusion with Russia. They are posing an overdue challenge to the long con of neoliberalism, and the technocratic arrogance that led to Clinton’s defeat in Rust Belt states. Recognising that the current leadership will not bring about significant change, they are seeking funding from outside the DNC. This is the real resistance, as opposed to ‘#theresistance’.

On certain important issues – such as broadening support for single-payer healthcare, promoting a higher minimum wage or protecting undocumented immigrants from the most flagrant forms of exploitation – these insurgents are winning wide support. Candidates like Paula Jean Swearengin, a coal miner’s daughter from West Virginia who is running in the Democratic primary for nomination to the US Senate, are challenging establishment Democrats who stand cheek by jowl with Republicans in their service to concentrated capital. Swearengin’s opponent is Joe Manchin, whom the Los Angeles Times has compared to Doug Jones, another ‘very conservative’ Democrat who recently won election to the US Senate in Alabama, narrowly defeating a Republican disgraced by accusations of sexual misconduct with 14-year-old girls. I can feel relieved at that result without joining in the collective Democratic ecstasy, which reveals the party’s persistent commitment to politics as usual. Democrat leaders have persuaded themselves (and much of their base) that all the republic needs is a restoration of the status quo ante Trump. They remain oblivious to popular impatience with familiar formulas. Jess King – a Mennonite woman, Bard College MBA and founder of a local non-profit who is running for Congress as a Justice Democrat in Lancaster, Pennsylvania – put it this way: ‘We see a changing political landscape right now that isn’t measured by traditional left to right politics anymore, but bottom to top. In Pennsylvania and many other places around the country we see a grassroots economic populism on the rise, pushing against the political establishment and status quo that have failed so many in our country.’

Democratic insurgents are also developing a populist critique of the imperial hubris that has sponsored multiple failed crusades, extorted disproportionate sacrifice from the working class and provoked support for Trump, who presented himself (however misleadingly) as an opponent of open-ended interventionism. On foreign policy, the insurgents face an even more entrenched opposition than on domestic policy: a bipartisan consensus aflame with outrage at the threat to democracy supposedly posed by Russian hacking. Still, they may have found a tactical way forward, by focusing on the unequal burden borne by the poor and working class in the promotion and maintenance of American empire.

This approach animates Autopsy: The Democratic Party in Crisis, a 33-page document whose authors include Norman Solomon, founder of the web-based insurgent lobby RootsAction.org. ‘The Democratic Party’s claims of fighting for “working families” have been undermined by its refusal to directly challenge corporate power, enabling Trump to masquerade as a champion of the people,’ Autopsy announces. But what sets this apart from most progressive critiques is the cogent connection it makes between domestic class politics and foreign policy. For those in the Rust Belt, military service has often seemed the only escape from the shambles created by neoliberal policies; yet the price of escape has been high. As Autopsy notes, ‘the wisdom of continual war’ – what Clinton calls ‘global leadership’ –

was far clearer to the party’s standard bearer [in 2016] than it was to people in the US communities bearing the brunt of combat deaths, injuries and psychological traumas. After a decade and a half of non-stop warfare, research data from voting patterns suggest that the Clinton campaign’s hawkish stance was a political detriment in working-class communities hard-hit by American casualties from deployments in Iraq and Afghanistan.

Francis Shen of the University of Minnesota and Douglas Kriner of Boston University analysed election results in three key states – Pennsylvania, Wisconsin and Michigan – and found that ‘even controlling in a statistical model for many other alternative explanations, we find that there is a significant and meaningful relationship between a community’s rate of military sacrifice and its support for Trump.’ Clinton’s record of uncritical commitment to military intervention allowed Trump to have it both ways, playing to jingoist resentment while posing as an opponent of protracted and pointless war. Kriner and Shen conclude that Democrats may want to ‘re-examine their foreign policy posture if they hope to erase Trump’s electoral gains among constituencies exhausted and alienated by 15 years of war’. If the insurgent movements within the Democratic Party begin to formulate an intelligent foreign policy critique, a re-examination may finally occur. And the world may come into sharper focus as a place where American power, like American virtue, is limited. For this Democrat, that is an outcome devoutly to be wished. It’s a long shot, but there is something happening out there.

Lies, even blatant lies, have always existed in politics. We need think only of Colin Powell’s PowerPoint presentation to the United Nations Security Council, with his aerial photographs proving the existence of Iraqi weapons of mass destruction. As to Germany, one still remembers a defence minister, greatly revered up to this time as a social democrat of the old school, who claimed that the German troops sent into Afghanistan at the urging of the US were defending, ‘at the Hindu Kush’, the security of Germany. However, with the neoliberal revolution and the transition to ‘post-democracy’ [8] associated with it, a new sort of political deceit was born, the expert lie. It began with the Laffer Curve, which was used to prove scientifically that reductions in taxation lead to higher tax receipts. [9] It was followed, inter alia, by the European Commission’s ‘Cecchini Report’ (1988), which, as a reward for the ‘completion of the internal market’ planned for 1992, promised the citizens of Europe an increase in prosperity of the order of 5 per cent of the European Union’s GDP, an average 6 per cent reduction in the price of consumer goods, as well as millions of new jobs and an improvement in public finances of 2.2 per cent of GDP. In the US, meanwhile, financial experts such as Bernanke, Greenspan and Summers agreed that the precautions taken by rational investors in their own interest and on their own account to stabilize ever ‘freer’ and ever more global financial markets were enough; government agencies had no need to take action to prevent the growth of bubbles, partly because they had now learned how to painlessly eliminate the consequences if bubbles were to burst.

At the same time, the ‘#narratives’ [10] disseminated by mainstream parties, governments and PR specialists, and the decisions and non-decisions associated with them, became ever more absurd. The penetration of the machinery of government by previous and future Goldman Sachs managers continued apace, in recognition of their indispensable expertise, as if nothing had changed. After several years during which not a single one of the bank managers who had shared responsibility for the crash of 2008 had been brought to justice, Obama’s attorney general Eric Holder returned to the New York law firm from which he had come, which specializes in representing financial companies under government investigation—and to a princely million-dollar salary. And Hillary Clinton, who together with her husband and daughter had amassed a fortune in the hundreds of millions in the sixteen years since leaving the White House—from Goldman Sachs speaking fees among other things, far above the earnings even of a Larry Summers—entered the election campaign as the self-designated representative of the ‘hardworking middle class’, a class that in reality had long since been reduced by capitalist progress to the status of a surplus population.

George W. Bush est réélu le 2 novembre contre John Kerry (et Ralph Nader dans le rôle de Jill Stein) alors que son bilan est terrible et que “tout le monde” pense la victoire de Kerry nécessaire et évidente...

Les articles du New-York Times pourraient être publiés ces jours ci en changeant juste quelques noms propres, si ça vous amuse de les relire...

Si l’analyse est bonne (mais ça se discute toujours: est-ce la “faute” des pauvres, incultes, sexistes et racistes, qui votent mal ou de l’establishment démocrate dans sa tour d’ivoire qui a perdu le contact avec la réalité?), les leçons, douze ans après, ne semblent pas avoir été tirées.

D’autre part, l’un des articles (et un autre de Michael Moore que je n’inclue pas ici) insiste sur le fait que les jeunes, eux, ont “bien” voté, sous entendant que le vote républicain est un vote du passé et que l’avenir appartient aux démocrates. Douze ans plus tard, les jeunes sont devenus vieux et la promesse n’a pas été tenue...

Basic Tenets

Blue America will be founded on the same ideals as the former United States of America. These ideals, sadly, have been decimated by the same red plague that scrambled the brains of so many of our unfortunate former fellow-citizens. These ideals include:

- Freedom of Assembly and Protest
- Equal rights for all and due process under the Constitution

Blue America will have many additional aspirations not shared by red america, including:
- The goal of giving every citizen high quality education and health care (even prescription drugs!), regardless of their race, ethnic background or income
- The right to a satisfying career with fair pay, job security and an eight-hour workday
- Respect for other cultures and honesty in our dealings with other countries
- The right to worship the deity of your choice (or not)
- Family values, meaning the right of anyone to form a family if they wish
- Compassion for the poor and sick
- Belief in the value of: fresh food, recycling, renewable energy, independent bookstores and movie theatres, literacy, the free exchange of ideas, clean air, clean water, sushi, Julia Child cookbooks, Scrabble, humor, honesty, exercise, art, poetry, community gardens, mass transit, local cheese, the scientific process, the theory of Evolution, national parks, bicycles, music, sidewalks, trees, books, family farms, locally-owned diners with revolving pie cabinets, and decent coffee.

Membership

Membership in Blue America will be limited to residents of states that voted “blue” in the 2004 election, with the following exceptions:

1. Red “carriers” (or “vectors”) who are currently living in Blue America are kindly asked to leave before the liberation.
2. Members of certain Blue outposts in red america (like Austin, Texas) will be allowed to apply for Blue America citizenship.
3. Members of Blue outposts in Ohio (Oberlin) will also be allowed to apply for citizenship. However, if accepted they must accept a one-year probationary period. Similarly, members of Blue outposts in Florida (South Beach) will also be allowed to apply, but must accept a two-year probationary period.
4. Members of the Bush family are excluded for life, as are members of the Bush cabinet and all Fox News anchors, and Kid Rock. (Sorry, Colin Powell, but you had your chance.)

Disaffected Americans look north to ’better government’

Some Americans are willing to do anything to avoid another four years of George W. Bush — even move to Canada.

Joe Auerbach is so disappointed with Mr. Bush’s election victory that he is planning to give up a job as a systems analyst and leave his comfortable life in Columbus, Ohio, to move to a country with “a better government and more reasonable people.”

“Today, once the Bush victory was clear, my e-mail was burning up with people vowing to leave the U.S. for Canada,” said Mr. Auerbach, 27.

“I don’t want to be living in the U.S. when China decides we are a threat and when George Bush starts drafting computer engineers into the army. I’m morally opposed to the Bush administration.”

He and several other disenchanted Americans are contacting immigration lawyers north of the border to see whether they qualify to immigrate to Canada. It is too soon to say whether this is political hot air or the start of a new trend in immigration.

But among some middle-class, liberal Americans, there is a growing sense of political disengagement as they realize the majority of their fellow citizens support the conservative agenda of Mr. Bush, who received 51 per cent of the popular vote, winning more votes than any other president in U.S. history.

“Mr. Auerbach is one of many middle-class Americans who have a philosophical difference with the direction the U.S. is taking,” said Sergio Karas, a Toronto immigration lawyer. “I have received several inquiries from people like him who want to move here.”

Jacqueline Bart, a Toronto immigration lawyer, said she recently attended a conference in New York and more than a dozen U.S. lawyers asked her about sending their children to study in Canada. “There is a sense of hesitation about the direction Bush is taking the country in,” she said.

Clyde Williamson, a libertarian from Ohio, feels the Bush administration is too conservative on social-justice issues such as gay rights, abortion and the medicinal use of marijuana. He is also opposed to the U.S.-led war in Iraq.

“I don’t think the U.S. is going to turn into Nazi Germany or anything. But it is going to become a much more conservative country,” said the 29-year-old computer-security engineer.

Others feel Mr. Bush’s unilateralist foreign policy is more troubling even than his social conservatism. A former U.S. diplomat who has already applied for permanent-resident status said yesterday that Mr. Bush’s election victory has accelerated his determination to relocate permanently to Vancouver.

“I’m watching this administration preside over the virtual destruction of relations with the Muslim world — and, I fear, end up strengthening the forces of terrorism as a result,” he said.

“The values of Canada are what I thought the values of the U.S. used to be: personal freedoms, a sense of need for a global community and consensus. The U.S. is losing its way.”

A Toronto lawyer representing three U.S. soldiers who have fled to Canada to avoid fighting in Iraq said Mr. Bush’s re-election means more U.S. deserters are likely to seek refugee status north of the border.

Jeffry House, a Vietnam-era draft-dodger who is steering the refugee claims of the three young men, says he has received about 80 e-mails from other U.S. soldiers stationed around the world, inquiring about escaping to Canada to avoid serving in Iraq. At least five U.S. soldiers are believed to have fled to Canada.

Maria Iadinardi, spokeswoman for Citizenship and Immigration Canada, said it is too soon to say whether there has been a spike in the number of Americans being granted permanent residency, noting the number has fluctuated in recent years from a low of 4,437 in 1998 to a high of 5,604 in 2001.

So far this year, 5,353 Americans have become permanent residents.

Le journaliste américain Edward Bernays, est souvent décrit comme l’homme qui a inventé la propagande moderne.

Neveu de Sigmund Freud, pionnier de la psychanalyse, c’est Bernays qui a inventé le terme « relations publiques » comme un euphémisme pour dire "manipulations et tromperies".

En 1929, il a persuadé les féministes de promouvoir les cigarettes pour les femmes en s’affichant en train de fumer pendant la New York Easter Parade - comportement alors considéré comme outrancier. Une féministe, Ruth Booth, a déclaré, « Femmes ! Allumez un autre flambeau de la liberté ! Luttez contre un autre tabou sexuel !"

L’influence de Bernays s’est étendue bien au-delà de la publicité. Son plus grand succès a été le rôle qu’il a joué pour convaincre le public américain de se joindre au massacre de la Première Guerre mondiale. Le secret, disait-il, était « l’ingénierie du consentement » de la population de façon à la "contrôler et [l’]enrégimenter selon notre volonté sans qu’elle le sache".

Il a décrit cela comme « le vrai pouvoir de décision dans notre société" et l’a appelé le « gouvernement invisible ».

Aujourd’hui, le gouvernement invisible n’a jamais été plus puissant et aussi peu compris. Dans ma carrière en tant que journaliste et cinéaste, je n’ai jamais vu la propagande s’insinuer dans nos vies comme elle le fait maintenant sans être contestée .

Imaginez deux villes. Toutes les deux sont en état de siège par les forces du gouvernement de leur pays. Les deux villes sont occupées par des fanatiques, qui commettent des atrocités, comme décapiter les gens.

Mais il y a une différence essentielle. Dans un des deux sièges, les soldats du gouvernement sont décrits comme des libérateurs par les journalistes occidentaux embarqués avec eux, qui relatent avec enthousiasme leurs batailles et leurs frappes aériennes. Il y a en première page des photos de ces héroïques soldats faisant le V de la victoire. Il est peu fait mention de victimes civiles.

Dans la deuxième ville - dans un pays voisin - se passe presque exactement la même chose. Les forces gouvernementales assiègent une ville contrôlée par la même espèce de fanatiques.

La différence est que ces fanatiques sont pris en charge, fournis et armés par « nous » - par les Etats-Unis et la Grande-Bretagne. Ils ont même un centre de médias qui est financé par la Grande-Bretagne et les USA.

Une autre différence est que les soldats gouvernementaux qui assiègent cette ville sont les méchants, condamnés pour avoir agressé et bombardé la ville - ce qui est exactement ce que les bons soldats font dans la première ville.

Déroutant ? Pas vraiment. Tel est le double standard de base qui est l’essence même de la propagande. Je parle, bien sûr, du siège actuel de la ville de Mossoul par les forces gouvernementales de l’Irak, qui sont soutenues par les Etats-Unis et la Grande-Bretagne et du siège d’Alep par les forces gouvernementales syriennes, soutenues par la Russie. L’un est bon ; l’autre est mauvais.

Ce qui est rarement signalé est que ces deux villes ne seraient pas occupées par des fanatiques et ravagées par la guerre si la Grande-Bretagne et les États-Unis n’avaient pas envahi l’Irak en 2003. Cette entreprise criminelle a été lancé sur la base de mensonges étonnamment semblables à la propagande qui déforme maintenant notre compréhension de la guerre civile en Syrie.

Sans ce roulement de tambour de la propagande déguisé en information, ni le monstre ISIS [Daech - NDT] ni Al-Qaida, ni al-Nusra, ni les autres bandes djihadistes ne pourraient exister, et le peuple de Syrie n’aurait pas besoin de se battre pour sa survie aujourd’hui.

Certains se souviennent en 2003 de la succession de journalistes de la BBC se tournant vers la caméra et nous disant que le choix de Blair pour ce qui s’est révélé être le crime du siècle était "justifié". Les réseaux de télévision américains ont produit la même validation pour George W. Bush. Fox News a rameuté Henry Kissinger pour s’enthousiasmer sur les preuves fabriquées par Colin Powell.

La même année, peu de temps après l’invasion, j’ai filmé une interview à Washington avec Charles Lewis, le journaliste d’investigation américain renommé. Je lui ai demandé, "Qu’est-ce qui se serait passé si les médias les plus libres du monde avaient sérieusement remis en question ce qui s’est avéré être de la propagande grossière ?"

Il a répondu que si les journalistes avaient fait leur travail, "il y a une très, très forte chance que nous ne serions pas allés à la guerre en Irak".

Ce fut une déclaration choquante, et qui fut confirmée par d’autres journalistes célèbres à qui je posais la même question - Dan Rather de CBS, David Rose de The Observer ainsi que des journalistes et producteurs de la BBC, qui ont souhaité rester anonymes.
 

 
En d’autres mots, si les journalistes avaient fait leur travail, s’ils avaient contesté et étudié la propagande au lieu de l’amplifier, des centaines de milliers d’hommes, de femmes et d’enfants seraient encore en vie aujourd’hui, et il n’y aurait pas d’ISIS et aucun siège d’Alep ou de Mossoul.

Il n’y aurait eu aucune atrocité dans le métro de Londres le 7 Juillet 2005. Il n’y aurait eu aucune fuite de millions de réfugiés ; il n’y aurait pas de camps de misère.

Lorsque l’atroce acte terroriste a eu lieu à Paris en Novembre dernier, le président François Hollande a immédiatement envoyé des avions pour bombarder la Syrie - et plus de terrorisme s’en est suivi, de façon prévisible, comme le produit de la grandiloquence de Hollande sur la France « en guerre » et « ne montrant aucune pitié". Que la violence d’État et la violence djihadiste s’alimentent mutuellement est une vérité dont aucun dirigeant national n’a le courage de parler.

"Lorsque la vérité est remplacée par le silence", disait le dissident soviétique Yevtushenko, "le silence est un mensonge."

L’attaque contre l’Irak, l’attaque contre la Libye, l’attaque contre la Syrie se sont produites parce que le leader de chacun de ces pays n’a pas été une marionnette de l’Occident. Le dossier d’un Saddam ou d’un Kadhafi en matière de droits de l’homme était sans importance. Ils n’ont pas obéit aux ordres et n’ont pas abandonné le contrôle de leur pays.

Le même sort attendait Slobodan Milosevic après qu’il ait refusé de signer un « accord » qui exigeait l’occupation de la Serbie et sa conversion à une économie de marché. Son peuple a été bombardé, et il a été poursuivi à La Haye. Ce genre d’indépendance est intolérable.

Comme WikiLeaks l’a révélé, ce ne fut que lorsque le dirigeant syrien Bachar al-Assad en 2009 a rejeté un oléoduc, qui devait traverser son pays en provenance du Qatar vers l’Europe, qu’il a été attaqué.

A partir de ce moment, la CIA a planifié de détruire le gouvernement de Syrie à l’aide des fanatiques djihadistes - les mêmes fanatiques qui tiennent actuellement les habitants de Mossoul et de l’Est d’Alep en otage.

Le client médiéval de l’Occident, l’Arabie Saoudite - à laquelle les Etats-Unis et la Grande-Bretagne vendent pour des milliards de dollars d’armement - est en train, en ce moment-même, de détruire le Yémen, un pays si pauvre que, dans le meilleur des cas, la moitié des enfants y souffrent de malnutrition.

Regardez sur YouTube et vous verrez le genre de bombes massives - "nos" bombes - que les Saoudiens utilisent contre des villages pauvres et poussiéreux, contre des mariages et des funérailles.

Les explosions ressemblent à de petites bombes atomiques. Les lanceurs de ces bombes en Arabie Saoudite travaillent côte à côte avec des officiers britanniques. Ce fait n’est pas évoqué au journal du soir.

La propagande est plus efficace quand notre consentement est fabriqué par des gens avec une excellente éducation - Oxford, Cambridge, Harvard, Columbia - et qui font des carrières à la BBC, au Guardian, au New York Times, au Washington Post.

Ces organismes sont considérés comme des médias libéraux. Ils se présentent comme éclairés, tribuns progressistes du zeitgeist moral. Ils sont anti-racistes, pro-féministes et pro-LGBT.

Et ils aiment la guerre.

Alors qu’ils plaident pour le féminisme, ils soutiennent les guerres rapaces qui nient les droits d’innombrables femmes, y compris leur droit à la vie.

En 2011, la Libye, un Etat moderne, a été détruite sous prétexte que Mouammar Kadhafi était sur le point de commettre un génocide contre son propre peuple. Ce fut répété sans interruption dans tous les médias ; et pourtant il n’y avait aucune preuve. C’était un mensonge.

En fait, la Grande-Bretagne, l’Europe et les États-Unis voulaient ce qu’ils aiment à appeler un « changement de régime » en Libye, le plus grand producteur de pétrole en Afrique. L’influence de Kadhafi sur le continent et, surtout, son indépendance était intolérable.

Donc, il a été assassiné d’un coup de poignard dans le dos par des fanatiques, soutenus par l’Amérique, la Grande-Bretagne et la France. Hillary Clinton a applaudi sa mort horrible devant la caméra, en déclarant, « Nous sommes venus, nous avons vu, il est mort !"

La destruction de la Libye a été un triomphe médiatique. Alors que les tambours de guerre résonnaient, Jonathan Freedland écrivit dans le Guardian : "Bien que les risques soient bien réels, l’argument en faveur d’une intervention reste fort."

Intervention - quel mot poli et bénin du Guardian , dont la signification réelle, pour la Libye, fut la mort et la destruction.

Selon son propre décompte, l’OTAN a lancé 9.700 "sorties de frappes" contre la Libye, dont plus d’un tiers étaient destinées à des cibles civiles. Elles comprenaient des missiles avec des ogives à l’uranium. Regardez les photos des décombres de Misrata et de Syrte, et les fosses communes identifiées par la Croix-Rouge. Le rapport de l’Unicef ​​sur les enfants tués dit, « la plupart [d’entre eux] ont en dessous de l’âge de dix ans".

L’Ukraine est un autre triomphe médiatique. Cette inversion de la réalité est tellement omniprésente que l’intimidation militaire de Washington envers la Russie n’est pas dans les journaux ; elle est effacée derrière une campagne de diffamation et de diabolisation du même genre que celle dans laquelle j’ai grandi pendant la première guerre froide. Une fois encore, les Ruskoffs viennent nous chercher des noises, dirigés par un nouveau Staline, que The Economist dépeint comme le diable.

La suppression de la vérité sur l’Ukraine est l’un des blackouts sur l’information les plus complets dont je me souvienne. Les fascistes qui ont conçu le coup d’Etat à Kiev sont de la même espèce que ceux qui ont soutenu l’invasion nazie de l’Union soviétique en 1941. De toutes les peurs au sujet de la montée de l’antisémitisme fasciste en Europe, aucun dirigeant ne mentionne jamais les fascistes en Ukraine - sauf Vladimir Poutine, mais il ne compte pas.

Beaucoup dans les médias occidentaux ont travaillé dur pour présenter la population russophone ethnique de l’Ukraine comme des étrangers dans leur propre pays, comme des agents de Moscou, presque jamais comme des Ukrainiens souhaitant une Ukraine fédérale ni comme des citoyens ukrainiens résistant à un coup d’Etat orchestré depuis l’étranger contre leur gouvernement élu.

Il y a là presque la joie d’esprit [en français dans le texte -NDT] d’une réunion de classe de bellicistes. Les batteurs de tambours du Washington Post qui incitent à la guerre contre la Russie sont les mêmes éditorialistes qui ont publié le mensonge selon lequel Saddam Hussein avait des armes de destruction massive.

Pour la plupart d’entre nous, la campagne présidentielle américaine est un monstrueux spectacle médiatique, dans lequel Donald Trump est le méchant. Mais Trump est détesté par ceux qui ont le pouvoir aux États-Unis pour des raisons qui ont peu à voir avec son comportement odieux et ses opinions. Pour le gouvernement invisible de Washington, l’imprévisible Trump est un obstacle à sa conception de l’Amérique du 21eme siècle.

Celle-ci consiste à maintenir la domination des États-Unis et à subjuguer la Russie, et, si possible, la Chine.

Pour les militaristes à Washington, le vrai problème avec Trump est que, dans ses moments de lucidité, il ne semble pas vouloir une guerre avec la Russie ; il veut parler avec le président russe au lieu de le combattre ; et il dit qu’il veut parler avec le président chinois.

Au cours du premier débat avec Hillary Clinton, Trump a promis de ne pas être le premier à introduire des armes nucléaires dans un conflit. Il a dit : « Je ne voudrais certainement pas être celui qui fait la première frappe. Une fois que l’alternative nucléaire se produit, tout est fini." Cela n’a pas fait la une des journaux.

At-il vraiment voulu dire cela ? Qui sait ? Il se contredit souvent. Mais ce qui est clair est que Trump est considéré comme une grave menace pour le statu quo maintenu par la vaste machine de sécurité nationale qui fonctionne aux États-Unis, peu importe qui est à la Maison Blanche.

La CIA veut qu’il soit battu. Le Pentagone veut qu’il soit battu. Les médias veulent qu’il soit battu. Même son propre parti veut qu’il soit battu. Il est une menace pour les dirigeants du monde - contrairement à Clinton, qui n’a laissé planer aucun doute sur le fait qu’elle est prête entrer en guerre avec la Russie et ses armes nucléaires et avec la Chine.

Clinton a la formation, comme elle s’en vante souvent. En effet, son dossier est éprouvé. En tant que sénateur, elle a soutenu le bain de sang en Irak. Quand elle a été candidate contre Obama en 2008, elle a menacé de « totalement oblitérer » l’Iran. En tant que secrétaire d’Etat, elle a été complice de la destruction des gouvernements de Libye et du Honduras et mis en route la provocation de la Chine.

Elle a promis de soutenir une zone d’exclusion aérienne en Syrie - une provocation directe à la guerre avec la Russie. Clinton pourrait bien devenir le président le plus dangereux des États-Unis de toute ma vie - une distinction pour laquelle la concurrence est féroce.

Sans la moindre preuve, elle a accusé la Russie de soutenir Trump et de pirater de ses e-mails. Ces e-mails, publiés par WikiLeaks, qui nous disent que ce qu’affirme Clinton en privé, dans ses discours aux riches et aux puissants, est le contraire de ce qu’elle dit en public.

Voilà pourquoi faire taire et menacer Julian Assange est tellement important. En tant qu’éditeur de WikiLeaks, Julian Assange connaît la vérité. Et permettez-moi de rassurer ceux qui sont inquiets, il va bien, et WikiLeaks fonctionne sur tous les cylindres.

Aujourd’hui, la plus grande accumulation de forces dirigées par les Américains depuis la Seconde Guerre mondiale est en cours - dans le Caucase et l’Europe orientale, à la frontière avec la Russie, en Asie et dans le Pacifique, où la Chine est la cible.

Aucun d’eux ne rappellera Edward Bernays et ses "flambeaux de la liberté".

La vérité au sujet de Bill Clinton, c’est que sa liste de viols est probablement tout aussi longue. Tout au long de ces décennies de séries de crimes sexuels, Mme Clinton se tenait toujours aux côtés de Bill, et a « pris en charge » les femmes victimes de violence sexuelle. Le Parti démocrate le sait bien, mais a choisi de faire l’impasse sur Clinton. Apparemment, ce parti ne se soucie pas de viol ou d’agression sexuelle .

En fait, il y a maintenant un ensemble de preuves sur l’Internet qui auraient mis un homme de moindre importance, ou une femme, derrière les barreaux pour le reste de leur vie.

La femme qui a dévoilé la liaison de Bill Clinton avec Monica Lewinsky, l’ex stagiaire de la Maison-Blanche, menant à la mise en accusation de celui-ci par la Chambre en 1998, a donné dimanche une interview radio dans laquelle elle critique sévèrement la conduite du couple Clinton pendant ses huit ans de présidence.
Linda Tripp, l’ancienne confidente de Lewinsky qui a secrètement enregistré ses conversations téléphoniques et les a remises à un procureur fédéral, a déclaré que l’ancien président avait des aventures avec des « milliers » de femmes et que l’ancienne première dame était au courant.
Tripp a également justifié ses révélations sur l’affaire Lewinsky-Clinton, affirmant les avoir faites pour sauver sa vie, car elle s’inquiétait à l’époque du danger auquel elle se trouvait exposée.

Tripp a donné dimanche une interview au journaliste de radio Aaron Klein. Dans l’interview, elle a affirmé que le président avait une liaison permanente avec un autre membre du personnel comme avec Lewinsky.

L’ancienne première dame non seulement connaissait la mauvaise conduite de son mari, mais « elle s’est donné comme mission personnelle de divulguer l’information et de détruire les femmes avec lesquelles il badinait, » dit Tripp.
Clinton se prétend défenseuse universelle des droits des femmes dans le monde, pourtant quand je vois toutes les femmes qu’elle a détruites pendant toutes ces années pour assurer sa survie politique, je suis écœurée, dit-elle.
Interrogée par Klein, Tripp a dit qu’elle a donné des cassettes de ses conversations avec Lewinsky à l’avocat indépendant Kenneth Starr parce que Lewinsky menaçait Clinton de dévoiler l’affaire, mettant ainsi sa vie et celle de Tripp en danger.
« Je dis aujourd’hui et je continuerai à dire que je pense que Monica Lewinsky est encore vivante aujourd’hui grâce à mes choix et à ce que j’ai fait, » a affirmé Tripp à Klein.
« Cela peut paraître mélodramatique à vos auditeurs, mais j’affirme que, d’après moi, je crois qu’elle et moi à l’époque étions en danger, parce que rien ne doit se mettre en travers de ces gens qui pourrait les empêcher d’atteindre leurs objectifs politiques. »
« Si cela n’avait pas été rendu public tout de suite… Nous aurions très bien pu être victimes d’un accident. C’est une situation qu’on ne peut comprendre que si on a vécu ce que j’ai vécu. »
Tripp avait un emploi non sensible dans l’administration Clinton pendant environ un an et demi. Son bureau se trouvait au début à l’extérieur du bureau ovale, puis plus tard près du bureau de la première dame au second étage.
Outre Lewinsky, Tripp a dit que Clinton avait une autre affaire pendant sa présidence – une affirmation qu’elle avait déjà faite durant ses dépositions dans le cadre de l’affaire Lewinsky, mais qui n’a pas été rendue publique. Elle n’a pas voulu révéler l’identité de la femme.
Tripp n’hésitait pas à critiquer Clinton pour son inconduite sexuelle – elle a continué de le faire, autant pour le président que pour la première dame, pour différents scandales pendant la durée du mandat.
Elle a affirmé à Klein qu’elle a vécu « des années de crainte avec ce qu’elle a vu à la Maison-Blanche des Clinton, particulièrement Hillary, avec des scandales divers, qu’il s’agisse du Filegate, Travelgate, Whitewater, Vince Foster. »

Le 28 septembre la mission française à l’ONU a affirmé que deux hôpitaux d’Alep-est avaient été bombardés. Elle a montré dans un tweet une photo de bâtiments détruits à Gaza. Plus tard, les Français ont supprimé ce tweet.

Ce n’est pas la première fois que des officiels « occidentaux » se rendent coupables d’allégations mensongères et de falsification volontaires de la vérité, mais en général, ils évitent les mensonges trop voyants.

Pas John Kerry, le secrétaire d’État des États-Unis. Hier, pendant la conférence de presse qui a précédé son entretien avec le ministre français des Affaires étrangères, Jean-Marc Ayrault, au sujet d’une nouvelle résolution de l’ONU, il a dit ceci (vidéo @ 1 : 00) sur la Syrie :

Hier soir, le régime a attaqué un autre hôpital, 20 personnes ont été tuées et 100 ont été blessées. La Russie et le régime doivent plus qu’une explication au monde sur la raison pour laquelle ils ne cessent de frapper les hôpitaux, les installations médicales et les enfants et les femmes. Ce sont des actes qui exigent une enquête pour crimes de guerre. Et ceux qui commettent ces crimes doivent et devront rendre des comptes.

Aucun groupe d’opposition n’a dit qu’une telle chose, qui serait extrêmement grave, était arrivée. Aucun. Aucune agence de presse ne l’ a mentionnée. Le SOHR, l’organe de désinformation du MI-6 en Grande-Bretagne, qui recense de manière très fiable tous les dégâts signalés et qui est fréquemment cité dans les médias « occidentaux », n’en a pas parlé non plus.

Le grave incident que Kerry dénonce n’a pas eu lieu. Kerry l’a inventé. (Était-il censé se produire, a-t-il été annulé et Kerry a-t-il raté la note de service ?) Kerry a utilisé ce mensonge pour appeler à une enquête pour crimes de guerre et à des sanctions. Cela devant les caméras, lors d’un événement officiel avec un hôte étranger dans le cadre d’une résolution du Conseil de sécurité des Nations Unies.

C’est grave. C’est presque aussi grave que les fausses déclarations de Colin Powell sur les armes de destruction massive en Irak devant le Conseil de sécurité des Nations-Unies.

Les premiers rapports, comme celui de CBSNews, relaient l’accusation de Kerry :

Kerry a déclaré que les forces syriennes avaient frappé un hôpital pendant la nuit, tuant 20 personnes et en en blessant 100, ce qui constituerait la dernière frappe de Moscou ou de son allié à Damas sur une cible civile.

Cependant l’article du New York Times sur l’événement indique bien que Kerry a demandé l’ouverture d’une enquête pour crimes de guerre, mais il ne mentionne pas le bombardement de l’hôpital. Il n’en parle pas du tout. Pour le « journal de référence » autoproclamé, le mensonge de Kerry n’a pas eu lieu. De même, leWashington Post, dans son propre article, ne fait aucune mention de l’accusation mensongère de Kerry.

Le dernier article Matthew Lee d’AP omet également le mensonge. C’est curieux parce que Matt Lee sait très bien ce que Kerry a dit. Le briefing du Département d’État d’hier y a consacré un long chapitre. Sur la vidéo(@ 3 : 30) on voit que c’est Matt qui pose les questions :

QUESTION : D’accord. Sur la Syrie et les commentaires du Secrétaire plus tôt ce matin, ma question est : Savez-vous de quelle frappe il parlait dans ses commentaires cette nuit concernant un hôpital à Alep ?

M. KIRBY : Je pense que le Secrétaire faisait référence en fait à une frappe que nous avons vu se produire hier sur un hôpital de campagne dans le gouvernorat de Rif Dimashq. Je ne suis pas tout à fait sûr que c’est ce à quoi il faisait allusion, mais je crois bien qu’il parlait de celle qui a eu lieu à –

QUESTION : Pas à Alep ?

M. KIRBY : Je crois que c’était – je pense que c’était – je pense qu’il – je suppose – il me semble qu’il a fait une petite erreur sur le lieu en se référant à une –
…
QUESTION : Mais vous n’êtes pas sûr ?

M. KIRBY : Non. Tout ce que je peux vous dire, au mieux de mes connaissances, c’est qu’il faisait très probablement référence à une frappe hier dans ce gouvernorat, mais il probablement fait cette erreur en toute bonne foi.

QUESTION : Si nous pouvions – si nous pouvions savoir avec précision ce dont il parlait –

M. KIRBY : Je vais faire ce que je peux, Matt.
…

Et ça continue comme ça encore un moment. Mais il n’y a pas d’attaque d’hôpital ni à Rif Dimashq, ni à Alep. Plus tard, Kirby, le porte-parole du Département d’Etat, a pratiquement reconnu que Kerry avait menti en disant : « Je ne peux pas confirmer cela. »

Il apparaît également que Kerry n’a pas de preuve du moindre crime de guerre ni aucune possibilité de lancer une procédure internationale officielle à ce sujet. Et à quelle fin de toute façon ? Intimider la Russie ? Il n’y a aucune chance d’y parvenir, ce serait parfaitement inutile d’essayer, et Kerry devrait le savoir.

Kerry est désespéré. Il a complètement perdu la direction des opérations en Syrie. La Russie mène l’affaire et elle fera tout ce qui doit être fait. En dehors d’entamer une guerre mondiale, l’administration Obama n’a plus aucun moyen d’influencer de manière significative le cours des choses.

Kerry est seulement un des outils de l’administration Obama. Plus tard dans la même journée, le directeur du renseignement national américain, James Clapper, a porté d’autres accusations contre la Russie :

La communauté du renseignement étasunien (USIC) pense pouvoir dire que le gouvernement russe est à l’origine des récents piratages d’e-mails de citoyens et d’institutions des États-Unis, y compris des organisations politiques étasuniennes. Les récentes diffusions d’e-mails, vraisemblablement piratés, sur des sites comme DCLeaks.com et WikiLeaks, et par Guccifer 2.0, cadrent avec des méthodes et des motivations d’inspiration russe. Ces vols d’informations ont pour but d’interférer avec le processus électoral américain. Cela n’est pas nouveau pour Moscou – les Russes ont utilisé des tactiques et des techniques similaires en Europe et en Eurasie, par exemple, pour influencer l’opinion publique. Nous croyons que, du fait de l’importance et de la sensibilité de l’entreprise, seuls les officiels les plus haut-gradés de la Russie auraient pu autoriser ces activités.

Traduction : « ON NE SAIT PAS du tout (« pense pouvoir dire », « nous croyons », « d’inspiration ») qui est responsable de ces piratages et nous N’AVONS PAS la moindre preuve (cadre avec », « du fait de l’importance et de la sensibilité ») que la Russie est impliquée, alors il ne nous reste plus qu’à essayer de vous embrouiller et de vous embobiner. »

L’ancien ambassadeur britannique Craig Murray a appelé ça un flagrant mensonge néoconservateur. C’est clairement le Comité national démocrate qui a manipulé l’élection américaine en faisant, contrairement à son mandat, la promotion de Clinton aux dépens de Sanders. C’est cela seulement que les pirates ont montré. Il est également facile de comprendre pourquoi ces accusations sont portées maintenant. Murray :

Le fait que l’administration Obama ait porté une accusation officielle contre la Russie qui ne soit fondée sur aucune preuve est, d’une certaine manière, étonnant. Mais c’est un acte de désespoir. WikiLeaks a déjà annoncé qu’ils avaient une énorme quantité d’autres documents secrets sur les manigances d’Hillary. La Maison Blanche cherche simplement à les discréditer par avance en les reliant mensongèrement aux services secrets russes.

L’administration Obama est en train de perdre. Elle n’arrive plus à imposer ses désidératas, ni en Syrie, ni pour les élections. Trump, malgré ses gros mots de sale gamin, a une très bonne chance d’emporter la présidence. Lui (-44%) et Clinton (-41%) sont plus détestés de l’électorat étasunien que Poutine (-38%). N’importe quelle solution en Syrie sera plus avantageuse pour la Russie que pour Washington.

Un tel désespoir peut être dangereux. Kerry est aux abois quand il ment sur la Russie. Mais le président et ses collègues du Pentagone et de la CIA ont des moyens plus concrets de s’exprimer. Espérons qu’ils ne se lanceront pas dans quelque chose de vraiment insensé !

Mais après, ils ont pris une ampleur sans précédent.

En septembre 2003, Pironi a été invité à Langley pour y être récompensé pour service rendu. On lui a versé de l’argent. En 2005, quand la justice italienne commençait à devenir menaçante, la CIA lui a proposé d’être exfiltré vers les Etats-Unis avec sa femme et... son chien. L’Italie pense avoir assumé ses responsabilités en faisant condamner des lampistes américains pour protéger ses agents, comme Pironi et son collègue ou les directeurs du Sismi de l’époque, sans qui l’enlèvement n’aurait jamais pu être réalisé. Le déni italien est pourtant manifeste. Il s’abrite derrière le secret d’Etat, comme cela a encore été plaidé, en juin, par les avocats du gouvernement italien devant la Cour européenne des droits de l’Homme. Pollari, l’ex-Sismi, affirme que cet interdit l’empêche de démontrer son innocence. Mais la véritable raison de ce mutisme, c’est d’éviter toute poursuite, à Rome et Washington, aux chefs qui ont rendu possible cet enlèvement. Seule l’indépendance du parquet de Milan a permis de lever une partie du voile, face à la volonté des gouvernements d’étouffer l’affaire.

Vous stigmatisez l’Italie, mais ce sont tout de même les Etats-Unis qui ont créé le programme des « transferts extrajudiciaires » ?

Sans la volonté de Castelli, le chef de poste de la CIA en Italie, d’utiliser cet enlèvement comme tremplin pour sa carrière, Abou Omar serait sans doute encore à Milan. Ce programme était très en vue à Langley. Castelli a même évoqué un projet d’attentat contre un bus. L’Egypte a émis un mandat d’arrêt sur la base de ces accusations, mais la Digos n’a jamais trouvé d’éléments confirmant ce projet.

Le processus de validation de ce type d’opération à la CIA est très strict, et ce d’autant plus que l’Italie est un proche allié au sein de l’Union européenne et de l’OTAN. Au-dessus de Castelli, quatre hommes ont permis l’enlèvement d’Abou Omar : Tyler Drumheller, chef de la division Europe au sein de la direction des opérations de la CIA basé au siège à Langley, José Rodriguez, chef du contre- terrorisme à la CIA, John Rizzo, le juriste en chef de la CIA, et James Pavitt, le directeur adjoint des opérations. Lorsqu’elles étaient en fonctions, ces personnes ont autorisé l’ensemble du programme secret des transferts, de détentions et d’interrogatoires. Elles avaient le pouvoir de stopper l’opération et ont fait valider ce dossier par l’échelon supérieur. Le feu vert final a été donné par le directeur de la CIA, George Tenet, son adjoint John McLaughlin, le conseiller national à la sécurité, Condoleezza Rice, et son adjoint, Stephen Hadley, le secrétaire d’Etat, Colin Powell, et le secrétaire à la défense, Donald Rumsfeld. Hadley, Rice, Powell et Rumsfeld savaient qu’on pratiquait la torture dans les pays hôtes.

Quelle efficacité ? Abou Omar a été relâché après avoir été torturé. De plus, en s’affranchissant des règles de droit et des souverainetés nationales, la CIA a donné un argument en or à tous ceux qui combattent les Etats-Unis dans le monde. Washington a usé de la torture par procuration à travers l’Egypte. L’effet est le même que celui produit par les frappes de drones causant des victimes civiles. Des familles, des villages ou des communautés entières ont adhéré, d’un coup, à une cause qui leur était lointaine.

La coopération antiterroriste américano-italienne a pâti de cette affaire. La CIA considère que les autorités italiennes n’ont pas su protéger des agents américains de la justice. De son côté, le pouvoir politique italien a voulu démontrer son indépendance. La relation s’est dégradée. Avant le 11-Septembre, le monde entier voulait travailler avec nous. Désormais, de nombreux pays se méfient de la CIA. Maintenant, si des gouvernements tentent d’ouvrir des procédures contre des agents américains, Washington menace de couper tout échange d’informations.

And bored is the least of it. It’s no coincidence that the two most famous PowerPoint presentations are: a) the one presented to Nasa managers by engineers, explaining with unarguable illogic why damaged tiles on the space shuttle Columbia were probably nothing to fret about; and b) General Colin Powell’s equally fuzzy pitch for war with Iraq. Now, blaming PowerPoint for Iraq would be a bit like blaming Darwin for Donald Trump, but the program made scrutiny of the case harder. Not for nothing did Brigadier General McMaster, of the US military, subsequently liken the proliferation of PP presentation in the military to an “internal threat”, saying: “It’s dangerous because it can create the illusion of understanding and the illusion of control. Some problems are not bullet-izable.”

FUNDAMENTAL global issues are clearly at stake in Iraq. Alarm bells ring as international relations disintegrate. The United Nations is sidelined, the European Union divided and Nato fractured. In February 10 million people took to the streets around the world: anti-war protesters, convinced that tragic events had been set in motion, renounced the return of brutality to the political stage and the rise in violence, passion and hatred.

Collective fears produce anxious questions. Why should we wage war on Iraq? Why now? What are the real intentions of the United States? Why are France and Germany so adamant in their opposition? Does this conflict point to a new geopolitical arrangement? Will it change worldwide balances of power?

Many observers believe that the real reasons for this war are secret. People of good will who have paid close attention to US arguments remain sceptical. Having failed to make its case for war, Washington has forcefully presented feeble justifications while causing doubt around the world.

What is the official rationale? In September President George Bush addressed the Security Council, outlining seven charges against Iraq in a document, A Decade of Defiance and Deception. This made three main accusations: Iraq has flouted 16 UN resolutions; it possesses or is seeking ballistic missiles and weapons of mass destruction (WMD), nuclear, biological and chemical; it is guilty of human rights violations, including torture, rape and summary executions.

There are four more charges. The US blames Baghdad for abetting terrorism by harbouring Palestinian organisations and sending $25,000 to families of those who carry out suicide attacks on Israel (1). It accuses Iraq of holding prisoners of war, including a US pilot; of confiscating property, including artworks and military material, during its invasion of Kuwait; and of diverting revenues from the UN oil-for-food programme.

These accusations led to a unanimous Security Council vote in November. Resolution 1441 mandated “an enhanced inspection regime with the aim of bringing to full and verified completion the disarmament process”. Considering these disturbing charges, should all countries see Iraq as the world’s number one enemy? Is it the biggest threat to humanity? Do US accusations justify all-out war?

The US and some allies - the United Kingdom, Australia and Spain - say yes. Without the approval of any recognised international body, the US and UK have dispatched some 250,000 troops to the Gulf. This a formidable fighting force with massive powers of destruction. But, backed by substantial international public opinion, Western countries such as France, Germany and Belgium say no. Although they acknowledge the seriousness of the charges, they contend that accusations of flouting UN resolutions, violating human rights and possessing WMD could be levelled against other countries, especially Pakistan and Israel. But since both are close US allies, no one will declare war on them. There is no shortage of dictatorships (Saudi Arabia, Egypt, Tunisia, Pakistan, Turkmenistan, Uzbekistan and Equatorial Guinea) that trample on human rights (2). Because they are allies, Washington is silent.

In the eyes of France, Germany and Belgium, the Iraqi regime does not immediately threaten its neighbours because of 12 years of non-stop surveillance, restrictions on its airspace and that devastating embargo. About the endless search for impossible-to-find weapons, many agree with Confucius:"You can’t catch a cat in a dark room, especially when there is no cat." They believe that the inspectors from the UN Monitoring, Verification and Inspection Commission, led by Swedish diplomat Hans Blix, and the UN International Atomic Energy Agency (IAEA), headed by Egyptian disarmament expert Mohammed al-Baradei, are making steady progress, as their reports to the Security Council, in particular at the 7 March meeting, indicate. The goal of disarming Iraq could be achieved without war.

The French president, Jacques Chirac, through his foreign minister, Dominique de Villepin, has used this sensible reasoning at the UN. In the minds of those opposed to war, Chirac person ifies resistance to overwhelming US firepower. Although we may be overstating the case, Chirac has now achieved a level of international popularity enjoyed by few French leaders before him. Like “General Della Rovere” in Roberto Rossellini’s celebrated film, fate may have thrust him into the role of resistance fighter, but Chirac has taken up the challenge (3). The US has failed to make its case for war. It is vulnerable to France’s potential veto and has already suffered two setbacks in the Security Council. The first was on 4 February, when US Secretary of State Colin Powell’s presentation of evidence against Baghdad flopped; and the second was on 14 February, when Hans Blix delivered a fairly positive report, in which he implied that some of Powell’s evidence was barely cred ible. The same day the French foreign minister made a similar statement: “Ten days ago the US Secretary of State reported the alleged links between al-Qaida and the regime in Baghdad. Given the present state of our research and intelligence, in liaison with our allies, nothing allows us to establish such links.” Establishing links between Osama bin Laden’s network and Saddam Hussein’s regime is a crucial factor that could justify war, particularly to the US public, still in shock after 11 September 2001.

Because there appears to be no demonstrable case for war, many are rallying in opposition. So we must question the real motives of the US, which are threefold. The first stems from a US preoccupation, which became a total obsession

After 11 September, with preventing links between rogue states and international terrorists. In 1997 President Bill Clinton’s defence secretary, William Cohen, voiced US fears: “The US faces a heightened prospect that regional aggressors, third-rate armies, terrorist cells and even religious cults will wield disproportionate power by using, or even threatening to use, nuclear, biological or chemical weapons” (4). In a statement in January 1999 Bin Laden indicated that the threat was real: “I do not consider it a crime to try to obtain nuclear, chemical and biological weapons” (5). Last September President Bush acknowledged that such dangers haunted him: “Our greatest fear is that terrorists will find a shortcut to their mad ambitions when an outlaw regime supplies them with the technologies to kill on a massive scale.” (6)

For Bush this outlaw regime is Iraq. Hence the unprecedented US national security directive of preventive war, issued last September. Former CIA director James Woolsey summed up the Bush doctrine, saying that it was born of the asymmetric battle against terror, and about advanced dissuasion or preventive war. Since terrorists always had the advantage of attacking in secret, he said, the only defence was to find them wherever they were, before they got into a position to mount an attack (7). The US will hardly be seeking UN authorisation for this new mode of warfare. The second, albeit unspoken, motive, is to control the Gulf and its oil resources. More than two thirds of the world’s known reserves are in Gulf states: Iran, Iraq, Kuwait, Saudi Arabia, Qatar and the United Arab Emirates. For the developed countries, particularly the US with its vast appetite for oil, the Gulf is critical to assure economic growth and maintain a way of life. The US would immediately interpret any attack on the Gulf states as a threat to its vital interests. In 1980 President Jimmy Carter (later winner of the 2002 Nobel peace prize), outlined in his State of the Union address the US policy in the Gulf: “Any attempt by any outside force to gain control of the Persian Gulf region will be regarded as an assault on the vital interests of the US, and such an assault will be repelled by any means necessary, including military force” (8).

Placed under British control after the first world war and the dismantling of the Ottoman empire, the Gulf came under growing US influence after the second world war. But two countries resisted US domination: Iran after its Islamic revolution in 1979, and Iraq after its invasion of Kuwait in 1990. Since 11 September 2001, there have been suspicions about Saudi Arabia and its links with militant Islamists and alleged financial support for al-Qaida. The US takes the position that it cannot afford to lose a third pawn on the Gulf chessboard, especially one as important as Saudi Arabia. Hence the temptation to use false pretences to occupy Iraq and regain control of the region.

Aside from military difficulties, it will not be easy for US occupation forces to run Iraq in the post-Saddam era. When he was still lucid, Colin Powell described the intricacies of such an undertaking (9). He said in his autobiography that although the US had condemned Saddam for invading Kuwait, the US had no desire to destroy Iraq. According to Powell, the US’s major rival in the Gulf in the 1980s was Iran, not Iraq; in those years the US needed Iraq to counterbalance Iran. Powell also insisted that Saudi Arabia opposed a Shi’ite rise to power in southern Iraq; Turkey did not want the Kurds in northern Iraq to secede; and the Arab states did not want Iraq to be invaded and then divided into Sunni, Shi’ite and Kurdish factions; that would have dashed US hopes for stability in the Middle East. Powell concluded that to prevent such scenarios, the US would have had to conquer and occupy a faraway nation of 20 million people, which would have run counter to the wishes of the American people. Yet that is what Bush wants today.

The third, also unspoken, US motive is world supremacy. For years Bush’s rightwing advisers - including the vice-president, Dick Cheney, the defence secretary, Donald Rumsfeld, the deputy defence secretary, Paul Wolfowitz, and Richard Perle, the chairman of the Pentagon’s Defence Policy Board - have hypothesised that the US would become a global imperial power (see United States: inventing demons, page 6). These men held similar positions from 1989 to 1993 in the administration of President George Bush Senior. The cold war was ending: although most strategists favoured a reduced role for US armed forces, they gave preference to restructuring the military, relying on new technologies to re-establish war as a foreign policy tool.

One observer explained: “The Vietnam syndrome was still alive. The military didn’t want to use force unless everyone was in agreement. The stated conditions required virtually a national referendum before force could be used. No declaration of war would have been possible without a catalysing event such as Pearl Harbor” (10). In December 1989 White House hawks, with General Colin Powell’s agreement and without congressional or UN approval, instigated the invasion of Panama, ousting General Manuel Noriega and causing 1,000 deaths. The same men prosecuted the Gulf war, in which US military might left the world thunderstruck.

After returning to the White House in January 2001, Bush’s hawks recognised that 11 September was their long-awaited “catalysing event”. Now nothing restrains them. They used the USA Patriot Act to give the government alarming powers against civil liberties; they promised to exterminate terrorists; they put forward their theory of global war against international terrorism; they conquered Afghanistan and overthrew the Taliban; they sent troops to Colombia, Georgia and the Philippines. They then developed the preventive war doctrine and used their propaganda to justify war on Iraq.

The hawks ostensibly agreed that the US should focus its efforts on globalisation’s power centres: the G7, the International Monetary Fund, the World Trade Organisation and the World Bank. But they have sought incrementally to end US involvement in multilateral organisations. That is why they urged Bush to condemn the Kyoto protocol on global warming; the anti-ballistic missile treaty; the International Criminal Court; the treaty on anti-personnel mines; the biological weapons protocol; the convention on small arms; the treaty banning nuclear weapons; and the Geneva conventions on prisoners of war relevant to the Guantanamo detainees. Their next step could be to reject the authority of the Secur ity Council, jeopardising the UN’s existence. Under the guise of lofty ideals - freedom, democracy, free trade - these rightwing ideologues seek to transform the US into a new military state. They have embraced the ambitions of all empires: reshaping the globe, redrawing frontiers and policing the world’s peoples.

These were the intentions of previous colonialists. They believed, as historians Douglas Porch and John Keegan have argued, that the spread of trade, Christianity, science and efficient Western-style administration would push forward the frontiers of civilisation and reduce zones of conflict. Thanks to imperialism, poverty would turn into prosperity, savages find salvation, superstition become enlightenment, and order arrive in places of confusion and barbarism (11).

Thanks to their distinctive conception of the EU, France and Germany seek to forestall growing US hegemony, and choose to act as a non- belligerent counterweight to the US within the UN (12). As Dominique de Villepin said: “We believe that a multipolar world is needed, that no one power can ensure order throughout the world” (13). The shape of a bipolar world is becoming evident. The second pole could either be the EU (if its member states can overcome their differences), a new Paris-Berlin-Moscow alliance or other formations (Brazil, South Africa, India, Mexico). France and Germany have taken a bold and historic step that could enable Europe to overcome its fears of the past 60 years and reaffirm its political will. They have exposed the pusillanimity of European countries (including the UK, Spain, Italy and Poland) that have been vassal states for far too long.

The US had been making itself comfortable in a unipolar world dominated by its military forces; the war on Iraq was meant to display new US imperial power. But France and Germany have joined together to remind the US that political, ideological, economic and military considerations are crucial to the exercise of power. Globalisation led some to believe that economics and neoliberal ideology were the only essential factors; political and military considerations were relegated to the back burner. That was a mistake. As the world is being formed anew, the US focuses on the military and the media. France and Germany have opted for a political strategy. In their attempt to address global problems, France and Germany bet on perpetual peace. Bush and his entourage of hawks seek perpetual war.

The UK government is facing renewed pressure to make a full disclosure of its involvement in the CIA’s post-9/11 kidnap and torture programme after another leading Bush-era US official said suspects were held and interrogated on the British territory of Diego Garcia.

Lawrence Wilkerson, who was chief of staff to Colin Powell at the US state department, said the Indian Ocean atoll was used by the CIA as “a transit site where people were temporarily housed, let us say, and interrogated from time to time”.

(Albeit, most of the spotlight turned toward Clinton admitting she was thinking about running for president in 2016 more so than comments about the role of social media in diplomacy.)

Now Dropbox is following suit.

Revealed much more quietly amid the hubbub over Dropbox for Business upgrades and the new Carousel app, the cloud company made three leadership introductions on Wednesday, headlined by Dr. Condoleezza Rice being appointed to the board.

It should be no secret that the United States has the biggest, most efficiently organized, most effective system for recruiting child soldiers in the world. With uncharacteristic modesty, however, the Pentagon doesn’t call it that. Its term is “youth development program.”

Pushed by multiple high-powered, highly paid public relations and advertising firms under contract to the Department of Defense, the program is a many splendored thing. Its major public face is the Junior Reserve Officers Training Corps or #JROTC.

JROTC captures youthful idealism and ambition, twists it, trains it, arms it, and sets it on the path to war.

... the Pentagon pushed for a goal first advanced in 1991 by Colin Powell, then chairman of the Joint Chiefs of Staff: the establishment of 3,500 JROTC units to “uplift” students in high schools nationwide. The plan was to expand into "educationally and economically deprived areas.” The shoddy schools of the inner cities, the rust belt, the deep South, and Texas became rich hunting grounds. By the start of 2013, the Army alone was recycling 4,000 retired officers to run its programs in 1,731 high schools. All together, Army, Air Force, Navy, and Marine JROTC units now flourish in 3,402 high schools nationwide — 65% of them in the South — with a total enrollment of 557,129 kids.

A 16-year-old African American girl, who was first in her class and had already signed up for the Army, told me she would make the military her career. Her instructor — a white colonel she regarded as the father she never had at home — had led the class to believe that “our war” would go on for a very long time, or as he put it, “until we’ve killed every last Muslim on Earth.” She wanted to help save America by devoting her life to that “big job ahead.”
