  • Israeli Arab slate, far-left candidate banned from election hours after Kahanist leader allowed to run

    Arab political sources say the move is evidence of racism and the delegitimization of Arab society in Israel, accusing Netanyahu’s Likud party of anti-Arab incitement

    The Central Election Committee disqualified the Arab joint slate Balad-United Arab List and Ofer Cassif, a member of politicial alliance Hadash-Ta’al, from running in the election on Wednesday, opposing the opinion of Attorney General Avichai Mendelblit.

    Michael Ben Ari and Itamar Ben-Gvir from the Kahanist, far-right Otzma Yehudit party had petitioned against both lists. The committee approved Ben Air to run in the election earlier Wednesday.

    The decisions will be referred to the Supreme Court on Sunday for approval. A ban against a party slate may be appealed in the Supreme Court, which holds a special “election appeals” process, while a ban on an individual candidate automatically requires approval by the Supreme Court if it is to take effect.

    Arab political sources described the disqualification of the Balad-United Arab List slate as evidence of racism and the delegitimization of Arab society in Israel and accused Prime Minister Benjamin Netanyahu’s Likud party of anti-Arab incitement.

    MK David Bitan petitioned on behalf of Likud against Balad-United Arab List, and Yisrael Beitenu chairman Avigdor Lieberman petitioned against Cassif. Petitioners claimed both lists and Cassif supported terror and ruled out Israel’s right to exist as a Jewish and Democratic state. Mendelblit said he opposed all the petitions.

    Ben-Gvir presented the committee with findings he claimed should disqualify the Hadash-Ta’al slate. He mentioned a call from Ta’al chairman Ahmed Tibi to annul the Declaration of Independence, and quoted a Facebook post by Ayman Odeh, the head of Hadash.

    In the post, written following a meeting with Fatah member Marwan Barghouti at an Israeli prison, Odeh compared Barghouti to Nelson Mandela. “The meeting was moving, as well as speaking to a leader who shares my political stances.” Ben-Gvir noted Odeh defined Ahed Tamimi as an “excellent girl,” and said she showed “legitimate resistance.” Tamimi, a Palestinian teenage girl, served time in prison for slapping an Israeli soldier in 2018.

    Cassif was accused of equating Israel and the Israel Defense Forces with the Nazi regime, and it was noted that he called to fight “Judeo-Nazism,” expressed support for changing the anthem, and called Justice Minister Ayelet Shaked “Neo-Nazi scum.” He did not attend the session, but was called after committee chairman Justice Hanan Melcer insisted on his presence.

    “I come from an academic background, and my area of expertise is among other things the subject of Fascism, Nazis and nationalism in general,” said Cassif, explaining his comments. “When I speak to a friend or write a post as a private person, I use metaphors. When I used the aforementioned terms – they were metaphors.”

    In an interview last month, Cassif said Israel conducts a “creeping genocide” against the Palestinian people.

    The top candidate on the slate, Mansour Abbas, said he had expected that most of the representatives of the Zionist parties on the election committee would support the move to disqualify the slate, but added: “We are a democratic Arab list that is seeking to represent Arab society with dignity and responsibility.”

    Commenting on Benny Gantz, the leader of Kahol Lavan, which is ahead of Likud in recent polls, Abbas said: “There’s no difference between Benjamin Netanyahu and Benjamin Gantz.”

    Mtanes Shehadeh, who is No. 2 on the Balad-United Arab list slate said the decision to disqualify his slate was expected because he said the Central Election Committee has a right-wing majority and “is also controlled by a fascist, right-wing ideology.”

    His Balad faction, Shehadeh said, “presents a challenge to democracy in Israel” and challenges what he called “the right-wing regime that is controlling the country.”

    Sources from the Balad-United Arab list slate said there is in an urgent need to strip the Central Election Committee of the authority to disqualify candidates and parties from running in elections. The considerations that go into the decision are purely political, the sources said.

    Balad chairman Jamal Zahalka said the decision to disqualify the slate sends a “hostile message to the Arab public” in the country. “We will petition the High Court of Justice against the decision and in any event, we will not change our position, even if we are disqualified.”

    Earlier Wednesday, the Central Elections Committee approved Ben Ari, the chairman of the far-right Otzma Yehudit party, to run for the Knesset.

    Meretz, Stav Shaffir (Labor) and the Reform Movement, who filed the petition to the Central Elections Committee to ban Ben Ari from running for Knesset, all said they would file a petition with the High Court of Justice against the committee’s decision.

    Prior to deliberations, Attorney General Avichai Mendelblit submitted his opinion to the comittee, stating he was in favor of disqualifying Ben Ari from running for Knesset on the grounds of incitement to racism.

    In November 2017, for instance, at an annual memorial for Rabbi Meir Kahane, Ben Ari gave a speech in which he said of Israeli Arabs, “Let’s give them another 100,000 dunams [of land] and affirmative action, maybe they’ll love us. In the end, yes, they’ll love us when we’re slaughtered.”

    In May 2018, Ben Ari gave another speech in which he said, “The Arabs of Haifa aren’t different in any way from the Arabs of Gaza. How are they different? In that they’re here, enemies from within. They’re waging war against us here, within the state. And this is called – it has a name – it’s called a fifth column. We need to call the dog by its name. They’re our enemies. They want to destroy us. Of course there are loyal Arabs, but you can count them – one percent or less than one percent.”

      The time has come to put an end to the stammering and going around in circles: Outlaw the Arabs, all of them. Make them all illegal dwellers in their land and have the Border Police hunt them down like animals, as they know how to do. They are already regarded as illegitimate citizens. It’s time to say so and to anchor it in law.

      Discerning the differences among them is artificial: What’s the difference between the United Arab List–Balad ticket and between the Hadash–Ta’al ticket (acronyms for the Arab political parties)? Why is only the first one on this list being disqualified? And what is the difference between the Palestinians who are Israeli citizens and those living under occupation?

      Why does one group have rights while the others don’t? The time has come to rectify the situation: Ta’al should be treated like Balad; citizens of the state should be treated like those under occupation. Anything less is like paying lip service to the guardians of political correctness, to a supposed semblance of fairness, to a deceptive image of democracy. Outlawing all the Arabs is the way to ensure you have a Jewish state. Who’s against that?

      Whoever thinks what I’ve written is wrong or an exaggeration isn’t reading reality. Disqualifying the Arabs is the issue that has the broadest consensus of the current election campaign. “I’ll put it simply,” Yair Lapid, the democrat, said. “We won’t form a blocking majority with the Arabs. Period.”

      Now I, will humbly put it simply, too: This is a revolting display of racism. Period. More than the torture of the residents of Gaza and the West Bank under the guise of security concerns, in this we see a broader Israeli racism in all its glory: Pure, unadulterated and acceptable racism. It’s not Balad, but the Arabs who are being disqualified. It’s not Ofer Kassif but the left that’s being disqualified. It’s a step-by-step slide down the slope and we can no longer shut our eyes to it.

      If this discourse delegitimizing our Arab citizens isn’t driving Israeli democrats mad – then there is no democracy. We don’t need any studies or institutes: A regime that disqualifies voters and elected officials because of their blood and nationality is not a democracy.

      You don’t need to cite the occupation to expose the lie of democracy – now it’s also apparent at home, within. From Benny Gantz to Bezalel Smotrich – all of them are Ben-Zion Gopsteins. The laws against racism and all the rest are only lip service. The Israeli Knesset has 107 lawmakers; thirteen of them, most of them among the best there are, are outside the game, they have less say than the ushers.

      Now we must try to imagine what they’re going through. They hear everyone trying to distance themselves from them, as though they’re a contagious disease, and they’re silent. They hear nobody seeking to get near them as though their bodies stink, and they avoid comment. The Knesset is like a bus that has segregated its Jewish and Arab passengers, an arena of political apartheid, not yet officially so, which declares from the outset that the Arabs are disqualified.

      Why even bother participating in this game that’s already been decided? The response should have been to boycott the elections. If you don’t want us, we don’t want you. The fig leaf is torn and has long been full of holes. But this is exactly what Israel wants: A country only for Jews. Therefore Arab citizens must not play this game and must head in their masses to the polling stations, just like the prime minister said, to poke Israeli racism painfully in the eye.

      For avowed racists, it’s all very clear. They say what they think: The Jews are a supreme race, the recipients of a divine promise, they have rights to this land, the Arabs are, at best, fleeting guests.

      The problem is with the racists in masquerade like Gantz and Lapid. I have a question for them: Why are Hadash and Ta’al not eligible to be part of a bloc? Why can’t you rely on their votes and why shouldn’t their representatives belong to the government? Would Ayman Odeh be any worse a culture minister than Miri Regev? Would Ahmad Tibi be any less skillful a health minister than Yaakov Litzman? The truth is this: The center-left is as racist as the right.

      Let’s hope no Gantz-Lapid government can be formed, just because of the Arab votes that it fails to have. That would be the sweetest revenge for racism.

    Dozens of Israeli soldiers invaded, on Tuesday at dawn, Tulkarem refugee camp, and Tulkarem city, in northern West Bank, killed a mentally disabled Palestinian, and injured several others.

    Media sources said the soldiers killed Mohammad Husam Abdul-Latif Habali , 22, from Tulkarem city, and injured another young man, after shooting them with live fire.

    They added that the soldiers shot Mohammad, who was mentally disabled, from a very close range, and that he died almost instantly, from gunshot wounds to his head and limbs.

    The soldiers also injured several Palestinians with rubber-coated steel bullets, and caused many others to suffer the effects of teargas inhalation.

      Une porte-parole de l’armée israélienne a déclaré qu’alors que ses troupes opéraient, « une violente émeute a été déclenchée au cours de laquelle des dizaines de Palestiniens ont lancé des pierres ».

      « Les troupes ont répondu par des moyens de dispersion antiémeute et ensuite par des tirs à balles réelles », a déclaré la porte-parole.

      A video of the incident aired by a local television station shows Mohammad Khossam Khabali,a 23-year-old who used a cane to help him walk, shot in the back as he walks with a group of other people in the city in the early morning hours.

      The video also shows Khabali standing with a group of friends prior to the shooting at the entrance to a restaurant. Khabali was critically wounded and taken to the Tul Karem hospital, where he was pronounced dead

    Home-renting company Airbnb Inc said on Monday that it had decided to remove its listings in Jewish settlements in the West Bank, enclaves that most world powers consider illegal for taking up land where Palestinians seek statehood. In response, Israel’s Tourism Minister Yariv Levin instructed the ministry to restrict the company’s operations across the country.

    A statement on Airbnb’s website said: “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians.”

    It did not say when the decision, which according to Airbnb affects some 200 listings, would take effect. (...)

      La plateforme de réservation de logements en ligne Airbnb a annoncé lundi qu’elle renonçait à faire des offres dans les colonies israéliennes de Cisjordanie occupée, provoquant des menaces de sanctions de la part d’Israël.

      La Cisjordanie est un territoire palestinien occupé par l’armée israélienne depuis plus de 50 ans. Les colonies qui y sont construites par Israël sont considérées comme illégales par la communauté internationale qui les voient comme l’un des principaux obstacles à la paix. Le gouvernement israélien conteste cette vision.

      « Nous avons conclu que nous devrions retirer de nos listes les logements dans les colonies israéliennes en Cisjordanie occupée qui sont au cœur de la dispute entre Israéliens et Palestiniens », a indiqué dans un communiqué Airbnb.

      « Nous savons que des gens vont être en désaccord avec cette décision et nous respectons leur perspective. C’est une question controversée », a ajouté le texte.

      La plateforme indique que 200 logements sont répertoriés dans les colonies, mais ne précise pas quand cette mesure entrera en vigueur.

      Le ministre israélien du Tourisme Yariv Levin a immédiatement dénoncé dans un communiqué la décision « honteuse et malheureuse » d’Airbnb. « Notre ministère a commencé à préparer des mesures immédiates pour limiter les activités d’Airbnb » en Israël.

      Il a ajouté qu’il comptait lancer un programme pour encourager la location de courte durée de logements dans les colonies de Cisjordanie.

La célèbre plate-forme de location a choisi d’anticiper la publication d’un rapport de l’ONG Human Rights Watch (HRW) et s’est engagée dans un communiqué, publié le 19 novembre, à ne plus proposer de logements sis dans les colonies, soit environ 200 annonces.

      « Il existe des opinions opposées pour savoir si les entreprises devraient conduire des activités dans les territoires occupés qui sont soumis à des disputes historiques entre Israéliens et Palestiniens », commence prudemment le texte. Après une longue réflexion, l’entreprise a décidé de ne pas se réfugier uniquement derrière la loi américaine, qui l’autorise à mener ses activités en Cisjordanie.

      Elle évoque, parmi les motifs de son choix, les « souffrances humaines » que ces annonces peuvent susciter et leur lien avec le conflit. En revanche, Airbnb ne précise pas si Jérusalem-Est et le plateau du Golan, annexés par Israël sans reconnaissance internationale, étaient concernés par sa mesure.(...)

      Toutes les colonies israéliennes sont illégales au regard du droit international.

    Palestinian Authority riot police forcefully broke up a demonstration in Ramallah Wednesday evening, enforcing a ban on protests citing the Id al-Fitr holiday, which marks the end of the Ramadan month of fasting.
    The police arrested journalist and dozens of protesters, busted cameras and beat many of the demonstrators.
    The protesters called for Palestinian President Mahmoud Abbas to remove sanctions he has imposed against Hamas and residents of the Gaza Strip, for Hamas’s failure to follow through on a power share deal.
    Palestinian security forces fired tear gas, stun grenades and shot bullets into the air. They confiscated cameras and smartphones, breaking a few of them and ordered journalists not to interview demonstrators. The police arrested foreign and Palestinian journalists and beat a large number of protesters. A number of Israeli citizens participated in the protest, too.
    In spite of the violent repression of the protest, a small group of demonstrators managed to evade the police and gathered on side streets, chanting slogans such as: “Woe to the disgrace and woe to the shame,” and “With spirit and blood we will redeem you, Gaza.”

    In the video, several Palestinians are seen approaching the fence and shouting, with one shouting “God is with us, we are crossing the fence.” The young man goes on to encourage the others to damage the fence and cross through it.

    The Israel Defense Forces said Friday that it had thwarted two attempts by protesters to damage the fence and cross into Israeli territory. The protesters turned back after troops arrived, the army said.

    The coalition hasn’t learned that a Western strike on an Arab capital will never bring its citizens into the streets to celebrate or turn public support in their favor, no matter how despotic the leader. Indeed, even the Assad regime’s most bitter enemies found it hard to cheer for the Western airstrikes. It’s important to make a clear distinction between the positions of a few countries’ leaders, including the Gulf states, and the overall consciousness of citizens of the Muslim and Arab world.

    Syria’s public diplomacy machine did not need to work hard when it came to the attack on Damascus and one of its suburbs by the three powers. It immediately earned the sobriquet “the trilateral aggression,” familiar to all Arab ears as the name given to the military response of France, Israel and Britain in 1956 to Egypt’s then-President Gamal Abdel Nasser’s nationalization of the Suez Canal. [...]

    The scenario this time is completely different. Assad, a despot who inherited the regime from his father and has carried out unforgivable crimes against his own people, is very far from Nasser in every way. No one who supports democracy and human rights can side with his actions. But while his motives are clear – Assad will do whatever it takes to maintain his power – those of U.S. President Donald Trump, French President Emmanuel Macron and British Prime Minister Theresa May are not entirely obvious.

    While they pride themselves on their defense of human rights and universal values, the West does nothing to stop the ongoing slaughter in Yemen. Trump continues to extend unqualified support for Israel’s conduct toward the Palestinian people , and his two partners make do with laconic statements of censure. The events along the Israel-Gaza Strip border in the past two weeks did not elicit so much as a call for restraint from them, and oddly enough, Trump envoy Jason Greenblatt chose to lecture the Palestinians. If the goal is to defend human rights, then attention should also be paid to the regimes in Saudi Arabia and the rest of the Gulf states, which are no less totalitarian than the one in Damascus.

    The blood of the Syrian people is no different from that of the Yemenis or the Palestinians. The behavior of the Western leaders at this masked ball has once again been revealed for the double game that it is, in accordance with the map of interests that serves them. Anyone who seeks a more just and rational world must first address the oldest issue in the Middle East, the need to give the Palestinians an independent state.

    [...] If the West genuinely cared about the Syrian nation’s welfare, its leaders would support the national democratic opposition in the country, which envisions a modern, democratic state that provides freedom and liberty to all its citizens.

    But Trump and his partners care about their interests and those of their wealthy allies in the Gulf, not about the Syrian people. The position they have taken now will not result in the establishment of a free and democratic state in the Middle East that will challenge the existing regimes, and perhaps Israel as well.

    A Palestinian taking part in Friday’s “March of Return” near the Gaza border was shot with his back to Israeli army soldiers while moving away from the border fence, so appears to show a video published on Palestinian media Saturday.
    According to the committee organizing the march, the Palestinian in the video is Abed el-Fatah Abed e-Nabi, 18, and was killed as a result of the shooting, which occurred east of Jabaliya in the northern Gaza strip.
    The video shows two Palestinians running away from the border towards a large group of protesters. When they are several feet away from the group, a shot is heard, and one of the Palestinians, reporedtly e-Nabi, drops to the ground. A small group gathers around to assist him. According to the committee behind the march, the video “clearly shows e-Nabi poses no threat.”

    Israeli Defense Forces spokesperson has issued a reply, saying that Hamas distributes many vidoes, among which are those that show partial events that have been edited and fabricated.

    E-Nabi is one of a 15 Palestinians killed in Friday’s demonstrations, in which 758 were wounded from live fire, 148 from rubber-tipped bullets, 422 from inhaling tear gas and 88 from other causes.

    Aujourd’hui 22 février 2018 à l’aube, Yassin al-Saradih de Jéricho est mort quelques heures seulement après avoir été arrêté par les forces israéliennes. Le Centre Palestinien pour les Droits de l’Homme (PCHR) demande une enquête immédiate et impartiale sur les circonstances de sa mort. Le PCHR craint que les forces israéliennes aient pu exercer des actes de torture contre lui dès son arrestation et que cela ait été la cause de sa mort.

    D’après l’enquête du PCHR et les récits de témoins, vers 4 H.30 jeudi 22 février 2018, les forces israéliennes sont entrées dans Jéricho. Ils ont fait une descente pour fouiller une maison du centre ville appartenant à Khamis Hattab après avoir fracassé la porte d’entrée principale et endommagé une partie des biens. Son neveu, Yassin Omer al-Saradih (33 ans) s’est précipité vers la maison pour voir ce qui se passait. Mais alors, immédiatement, un certain nombre de soldats l’ont sévèrement battu sur tout le corps puis ont tiré une bombe lacrymogène sur place. Ils l’ont alors traîné sur le sol jusqu’à un véhicule militaire et, plus tard, l’ont emmené vers une destination inconnue. A environ 9 H.30 le même jour, la famille a reçu un coup de téléphone de la Liaison Militaire Palestinienne leur disant que la Liaison Israélienne les avait informés de la mort de leur fils due à une attaque d’apoplexie après inhalation de gaz. Une vidéo prise par une camera de surveillance montraient 6 soldats israéliens attaquant le civil susdit et le frappant brutalement avec la crosse de leurs fusils et des coups de pied.

    Sa famille a dit à l’enquêteur du PCHR que leur fils n’avait jamais souffert d’aucune maladie avant son arrestation. Il faudrait aussi mentionner que les autorités israéliennes détiennent le cadavre et ne l’ont pas jusqu’ici rendu à la famille ou aux autorités compétentes palestiniennes.(...)

      The official military response said that the man was shot by the soldiers while charging at them with an iron bar. Military sources said later that shots were fired during the arrest, but no bullet wounds were found on the body. Therefore, the growing assessment is that the man died from the beating he sustained from the soldiers.

      A video distributed online documents an incident in which a Palestinian man is assaulted by Israeli soldiers during a military operation in Jericho. The military confirmed that the Palestinian later died of his wounds.

      The video shows the soldiers overtaking the Palestinian and continuing to beat him while he lays on the ground with several soldiers around him.

    BETHLEHEM (Ma’an) — Jordanian media reported on Sunday that the area surrounding the Israeli embassy in the Jordanian capital, Amman, had been shut down on Sunday evening following an ’attempted security breach’ which allegedly left one person dead and another injured.

    According to media outlet Ammon News reported that security forces had cordoned off the area, adding that one Jordanian was believed to be dead, while an Israeli was reportedly wounded.

    Meanwhile, Israeli Ministry of Foreign Affairs spokesman Emmanuel Nahshon said that the incident was “under full censorship” — preventing Israeli media and foreign journalists with Israeli press cards from reporting on the event.

    BETHLEHEM (Ma’an) — An Israeli embassy security guard shot and killed two Jordanians in Amman under unclear circumstances Sunday night, with Jordanian media describing the incident as a personal dispute and the Israeli foreign ministry saying the Israeli guard was defending himself from a politically-motivated attack.

    According to reports, two Jordanian carpenter workers had arrived to an apartment in the residential complex used by the Israeli embassy to replace furniture.

    An Israeli foreign ministry spokesperson said in a statement that one of the workers crept up behind the guard and began stabbing him with a screwdriver. The guard then opened fire, killing the alleged attacker, and also inadvertently shot the Jordanian owner of the building who was present at the scene, who later succumbed to his wounds as well.

    A third Jordanian worker was present at the scene, according to the statement, which was released Monday morning after the incident was put under a media ban by Israeli authorities overnight.

    The ministry’s statement said the Israeli guard was lightly injured in the incident, without elaborating on the nature of his injuries. Israeli news outlet Haaretz said he was injured when jumping back away from the Jordanian as he his cocked his weapon.

    The slain alleged assailant was identified as 17-year-old Muhammad Zakariya al-Jawawdeh, reportedly of Palestinian origin, who died after being shot twice. He had previously done maintenance work in the Israeli embassy and its residential compound.

    The Jordanian General Security Administration issued a statement, reportedly saying the circumstances surrounding the incident were still being investigated, and did not say that a Jordanian carpenter had attacked an Israeli.

    Later Sunday night, dozens of al-Jawawdeh’s family members gathered in Asharq Al-Awsat square in Amman to protest his death, demanding that the Jordanian government release all details of the investigation and punish the shooter.

    One relative told news cameras from private Jordanian outlet Ammon that the boy had went to the apartment to collect money in return for a bedroom set purchased by the Israeli guard, claiming that al-Jawawdeh did not realize the customer was armed or a Jewish Israeli.

    “He was a student on summer holiday. The boy went with the young guys to collect the money, and a heated argument broke out between him another young man there. We didn’t know they were armed, nor did we know they were Jews. If we knew they were Jews, we would have considered it dishonor that they visit our stores,” the man said.

    “What has happened is that our son had heated argument with the man. Regardless of whether he slapped you or you boxed him, how dare you in cold-blood cock your handgun and shoot the boy as if he was a cockroach?”

    The father also said in an interview with Jordanian television station Roya TV that his son did not know the nationality of the man who killed him and that he was a regular customer who bought furniture from them.

    However, Israeli authorities have been treating the incident as a possible attack in retaliation to rising tensions in occupied East Jerusalem.

      L’un des fonctionnaires israéliens en poste à l’ambassade d’Amman, en Jordanie, a tué deux Jordaniens après avoir été victime d’une agression. Les faits se sont produits dans son appartement, à côté de l’ambassade. Responsable de la sécurité, il avait convié un menuisier jordanien pour effectuer des travaux, en présence du propriétaire. Le menuisier a attaqué le fonctionnaire avec un tournevis. Ce dernier a ouvert le feu et l’a tué, tout en blessant grièvement le propriétaire jordanien, qui est mort.

      Les Israéliens disent ne pas douter de la motivation idéologique de l’agresseur, qui serait liée à la situation à Jérusalem. Le gouvernement a voulu rapatrier l’ensemble de ses diplomates, mais a dû renoncer. La Sécurité générale jordanienne souhaite interroger l’Israélien impliqué. Or il jouit de l’immunité diplomatique, selon le ministère des affaires étrangères.

      Amman, July 23 (Petra) — Police said they are investigating a shooting incident inside the Israeli embassy compound in Amman, which left a Jordanian citizen dead and injured two others; a Jordanian and an Israeli.

      The Public Security Department (PSD) said a police forced rushed to the scene of the incident and evacuated the three for medical treatment but one of them, a Jordanian, was pronounced dead upon arrival at the hospital.

      The PSD added in a statement that preliminary investigations indicate that the two Jordanians had entered the embassy’s compound to do carpentry work.

      The statement said the PSD launched an extensive investigation into the incident and informed the Public Prosecution in order to find out all details and circumstances in accordance with legal procedures followed in such cases.

      An unusual security incident in which a Jordanian civilian tried to attack an Israeli embassy guard in Jordan on Sunday and was shot dead has become a diplomatic crisis. Jordan is barring the Israeli guard from leaving the country.

      On Sunday evening, following an emergency meeting at the Foreign Ministry in Jerusalem, it was decided to immediately evacuate all the staff of the Israeli embassy in Amman for fear that the incident would lead to riots and attempts to attack the embassy. However, the Jordanian authorities have refused to allow the security guard to leave the country and have demanded an investigation.

      Israel is currently refusing to allow an investigation of the security guard at this stage, claiming that the guard has diplomatic immunity under the Vienna Convention. The dispute over a possible investigation has led to the delay in the evacuation of the Israeli diplomatic team in Amman.

    700 Palestinian prisoners currently held in Israel announced the start of a indefinite hunger strike in prisons on Sunday, according to a statement released by Israel’s Prison Service. Imprisoned Fatah official Marwan Barghouti spearheaded the campaign, though Hamas and Islamic Jihad prisoners held at Hadarim prison will join the campaign largely associated with Fatah.
    The hunger strike is expected to expand Monday morning, with over 2,000 prisoners participating. Palestinian Prime Minister Rami Hamdallah announced his support of the strike, as did leaders of Hamas in the Gaza Strip.
    Nearly 2,900 Palestinian prisoners jailed in Israel and affiliated with Fatah have threatened to launch a hunger strike over the past several weeks. Barghouti, the campaign’s organizer, has often been floated as a possible successor to Palestinian President Mahmoud Abbas.
    The fate of more than 5,000 Palestinian prisoners in Israel, whose number has grown considerably in the past 18 months due to the wave of stabbing and car-ramming attacks (the “lone-wolf intifada”), affects nearly every family in the territories. A hunger strike, if it is widely observed and well managed, could immediately turn up the heat in the Israeli-Palestinian arena. If down the road a threat to the strikers’ lives develops, it could lead to another wave of violence.
    The April 17 date was originally chosen with an eye on the start of Ramadan, which is toward the end of May. A full hunger strike during Ramadan, when Palestinians fast by day and break their fasts at night, could be religiously problematic. Setting a potential strike period of a little over a month will allow the struggle against Israel to escalate, but also limits it in time so as to prevent a total loss of control. It also marks the annual Palestinian prisoners day anniversary.

    Raed Enairat, a professor of political science at An-Najah National University in Nablus and head of the Contemporary Center for Studies and Policy Analysis, told Al-Monitor that based on what he had gather from leaks, “The Hamas document is not a ticket for Hamas to join the international community, but it is perhaps a step on the path toward breaking out of its isolation. Before allowing Hamas access to its ranks, the international community will have basic demands, such as Hamas recognizing Israel. This would mean that it is still too early for Hamas to replace the Palestine Liberation Organization as the representative of the Palestinian people in regional and international forums and that the document will not speed up this process.”

    Also based on leaks about the document, Haaretz correspondent Jack Khoury wrote March 8 that it will stress that peaceful popular struggle against Israel is a legitimate approach, along with armed struggle, a move that could facilitate the movement’s contacts with the international community.

    In a March 15 article for the Arabi 21 website, Jordanian political writer Majed Abu Dyak wrote that he had obtained a copy of the document that includes Hamas agreeing to the establishment of a Palestinian state within the 1967 borders as an interim solution to the conflict with Israel, but without acknowledging the legitimacy of Israeli sovereignty over the land of historic Palestine (that is, recognizing Israel) or waiving refugees’ right to return. If accurate, it would appear that Hamas’ end goal remains Palestinian rule over all of pre-1948 Palestine.

    A senior Hamas leader who requested anonymity revealed some procedural details to Al-Monitor, stating, “Hamas began work on the document two years ago. The document has been submitted to the movement’s governing bodies, the political bureau and Shura Council. Legal and political parties inside Hamas are currently editing the document and translating it from Arabic into French and English. Hamas’ current head, Khaled Meshaal, will be presenting the document in late March or early April.”

    A Palestinian politician in Gaza and a close associate of Dahlan told Al-Monitor on condition of anonymity, “Egypt was very offended by Rajoub’s recent meetings with Fatah leaders in the West Bank. He even attacked Egyptian President Abdel Fattah al-Sisi. This angered many Egyptian officials who were offended. The deportation was a prelude to completely eliminate his chances of becoming head of the PA, as Egyptians can now veto Rajoub’s plan to become Abbas’ successor.”

    Egypt does not hide its desire to play a key role in choosing Abbas’ successor. This was made clear in August 2016, when Egypt made the first move toward achieving reconciliation between Dahlan and Abbas, but the latter continues to reject and exclude Dahlan from any opportunity to succeed him, thus angering Egypt.

    Rajoub’s deportation from Egypt reverberated in Israel. Writing in Haaretz on March 6, author Jack Khoury said Rajoub’s deportation was due to Sisi’s anger toward Abbas for rejecting Sisi’s initiative, announced in May 2016, to hold a regional conference in Cairo with the participation of Israeli Prime Minister Benjamin Netanyahu alongside Arab leaders.

    BETHLEHEM (Ma’an) — Israeli forces on Wednesday shot and killed a pregnant Palestinian woman and her 16-year-old brother after they allegedly attempted to carry out a stab attack on border police at Qalandiya military checkpoint near Ramallah in the occupied West Bank, police and witnesses said.

    Israeli police spokesperson Luba al-Samri said two suspects — a woman and a youth — approached the vehicular path leading through the military checkpoint and walked towards border police officers, the woman with her hand in her bag and the youth with hands behind his back.

    Officers ordered them to halt several times and they began to turn back before police said the woman threw a knife at an officer. Police opened fire, killing the woman immediately. The youth’s death was confirmed shortly after.

    An eyewitness told Ma’an that Israeli forces fired more than 15 rounds into the woman’s body, confirming her death.

    Witnesses are heard in video footage of the scene following the incident claiming that a Palestinian boy approached the woman after she was killed, before being shot by Israeli forces as well.

    The Palestinian Red Crescent told Ma’an that Israeli forces denied Palestinian paramedics access to the woman and child for medical treatment.

    The Palestinians were identified as 24-year-old mother of two Maram Salih Hassan Abu Ismail , and her 16-year-old brother Ibrahim , according to a Palestinian military liaison. The siblings were from the West Bank town of Qatuna.

    The family later told Ma’an Maram was five months pregnant at the time of her death.

      RAMALLAH (Ma’an) — Witnesses to an alleged stab attempt on Israeli border police at a military checkpoint in the occupied West Bank Wednesday said two siblings shot dead during the incident posed no threat at the time the Israeli officer killed them.

      Witnesses told Ma’an that 23-year-old Maram Salih Hassan Abu Ismai l, five months pregnant, and her 16-year-old brother Ibrahim were en route to Jerusalem when they took a path intended for vehicles, not pedestrians, into Qalandiya checkpoint near Ramallah. The two were apparently unable to understand Israeli officers yelling in Hebrew, and stopped walking.

      Witnesses said it appeared that Ibrahim attempted to grab his sister’s hand and move away from the officers, when they opened fire on her. Maram fell to the ground and when Ibrahim attempted to aid her, he was shot in his tracks.

      A Palestinian bus driver present at the scene, Muhammad Ahmad, told Ma’an that the Israeli officer who opened fire on Maram was standing behind a cement block some 20 meters away from her at the time. The driver said it did not appear that Maram or her brother posed any threat when the officer shot them

      Palestinian local and witness to the incident Ahmad Taha told Ma’an that Israeli officers approached the two after they had been shot and and on the ground before opening fire on them again “to ensure that they were dead,” adding that the officers “could have moved the two away without opening fire.”

      Taha alleged that the officers planted knives on the scene that were photographed and distributed by Israeli police who said they had been in Maram and Ibrahim’s possession.

      The witness accounts collected following the incident contradict Israeli police reports that the officer opened fire after Maram threw a knife in their direction.

      Local sources said Maram was the mother of a six and four-year-old, and five months pregnant. She had reportedly obtained a permit from the Israeli authorities to enter Jerusalem for the first time when she was crossing on Wednesday.

      Après les faits, des soldats israéliens ont fait un usage nourri de grenades assourdissantes et de gaz lacrymogènes pour tenir à distance les journalistes.

      Ahmed Taha, un jeune Jérusalémite, qui a vu ce qui se passait, raconte : « les soldats se sont avancés à hauteur des deux personnes et ils les ont exécutées... Les soldats pouvaient leur ordonner de changer de chemin sans leur tirer dessus, vue la distance qui les sépare d’eux ».

      Taha a déclaré que les soldats ont glissé discrètement deux couteaux à côté des deux victimes. Mais la police israélienne a publié une photo de trois couteaux sur les lieux disant qu’ils étaient en leur possession.

      Un autre témoin, Ahmed Mohammed, un chauffeur de bus qui était sur les lieux, a confirmé que le soldat était debout derrière un cube de béton, il a tiré sur la jeune fille à une distance de 20 mètres, elle ne représentait aucun danger pour sa vie, ni elle, ni son frère.

      (...) Ignoring orders to stop, when they were very close to the security barricade before the checkpoint, police said Abu Ismayil pulled a knife and threw it at a policeman, who was uninjured. Police and security guards then opened fire and killed them both. The police released photos of the three knives, the one Abu Ismayil threw and the two found on her brother’s body, one of which was a switchblade.

      According to the police, the two were acting suspiciously and did not heed the police calls to sto. According to Palestinian witnesses, however, the siblings were far away from the police, were not a threat, and did not understand the calls for them in Hebrew to stop.

      The police are refusing to make public the video showing the attempted knife attack. The Jerusalem Police said the video, if there was one, could not be made public because the incident was under investigation. However Haaretz checked and found that in a number of cases in the past the Police Spokesman’s Office had itself made public videos of similar incidences, even adding captions to explain what was happening and justifying the police actions.

    The Salafi organization in Gaza identified with ISIS (Islamic State) demanded on Monday that Hamas, which controls the Gaza Strip, release detainees from the organization within 72 hours and threatened to “open all the fronts” against Hamas if it failed to do so. The Israeli defense establishment is following events in order to see if the internal conflict is liable to lead to rocket fire at Israel.

    The announcement by the Organization of Supporters of the Islamic State in the Holy Land was published shortly after a big explosion at Hamas security headquarters in Gaza that caused damage but no casualties. The Salafis, however, didn’t take responsibility for it.

    Hamas security forces recently arrested 30-40 Salafists, claiming that they are identified with ISIS and laid explosive devices in public buildings, including UNRWA facilities and the Gaza home of Palestinian Authority President Mahmoud Abbas. Dozens of activists have gone underground and Hamas is searching for them.

    Two weeks ago Hamas also destroyed a mosque serving as headquarters for pro-ISIS Salafis. The group accused Hamas of behaving like the United States and Israel, destroying houses of worship of Muslim believers. The Salafis also expressed support for ISIS leader Abu Bakr al-Baghdadi.

    IDF charges Palestinian lawmaker with security offenses
    Khalida Jarrar indicted in Israeli military tribunal on charges of belonging to PFLP, inciting others to abduct Israeli soldiers.

    The military prosecution on Wednesday charged Palestinian lawmaker Khalida Jarrar with 12 security offenses. Earlier this month the army ordered Jarrar imprisoned without trial for six months, citing “dangerousness.”

    The indictment charges Jarrar with membership in the Popular Front for the Liberation of Palestine, serving an administrative role in the organization, conducting public works for the PFLP and inciting others to abduct Israeli soldiers.

    “We were surprised by the prosecution, which explicitly said last week there were no grounds to detain her until the end of proceedings,” said Jarrar’s lawyer, Sahar Francis. “The indictment strengthens our argument that the imprisonment is vindictive.”

    Jarrar is a member of the Palestinian committee monitoring the International Criminal Court procedures. She was arrested just after the Palestinian Authority joined the ICC.

    The military prosecution asked to keep Jarrar in prison until the end of proceedings, even though the prosecution had previously told the military tribunal that it had no evidence to justify keeping her in custody until then.

    Jarrar was arrested April 1 at her home in the town of El Bireh, near Ramallah. The IDF said she had breached travel restrictions imposed in August, which banned her from leaving the Jericho area. No other security offenses were mentioned.

    Jarrar’s arrest prompted sharp protests from the Palestinian Authority and international human rights groups, which demanded her release

    Calls mount for Arab general strike after illegally built home in Kafr Kana is demolished.

    State authorities demolished an illegally built home in Kafr Kana late Sunday night, marking the first time in years a demolition order in a Galilee Arab town has been carried out. A call for a nationwide Arab general strike starting Tuesday was issued in an emergency meeting of the Kafr Kana local council and the town’s residents committee, and echoed by local councils in the Wadi Ara region.

    Arab communities in the north fear the demolition could mark the beginning of a new wave of such actions by the state. The Arab Higher Monitoring Committee, the main Israeli Arab leadership body, was expected to meet on Monday night to decide what steps to take.

    The demolished house belonged to Tarak Khatib, and was located inside his family’s olive grove, Khatib said. Shortly after midnight on Sunday, hundreds of police arrived unannounced and surrounded the house. They blocked roads leading to the house, removed the family and some of their belongings, then destroyed the house, said Khatib.

    Hundreds of local residents came to the site that night, with police using tear gas to keep them away from the house. After removing the debris, the residents started rebuilding the house with the local council’s support.

    Khatib admitted to Haaretz that his house was built illegally, without permits, two years ago, and lay outside the residential zone in the town’s master plan. But he pointed out that the government’s refusal to expand this zone in Kafr Kana’s master plan left him with no choice but to build his home illegally.

    “I need a roof over the heads of my five children and I had nowhere to build,” he said. “For two years I’ve been in a battle to prevent the demolition and to start the process of getting a permit, but the government insisted on demolishing.”

    The head of the local council, Majhad Awawdeh, said: “It is private property, which is the natural continuation of the houses in the neighborhood.” The house is a few hundred meters from the neighboring homes.

    The local council has filed expansion plans for Kafr Kana (pop. 21,000) and repeatedly asked the Interior Ministry and regional planning committee to approve the town’s expansion, which would have allowed construction on the Khatib family’s land, said Awawdeh. The last time the town was expanded was in 1999. But the council head said they have run into bureaucratic foot-dragging and rejection from the government and Interior Ministry, who, he said, “need to decide whether we are citizens of this country.”

    Demolition sends a message

    Because it has been years since a Galilee Arab home was demolished, this one appears to be a message to Israeli Arabs of a change of policy in the wake of the recent Knesset election, said Arfan Khatib, a local council member and a relative of Tarak Khatib. The house that was demolished was “easy pickings” because it is at the very edge of the town, meaning police didn’t have to go inside Kafr Kana, he said.

    “There are another 26 houses that were built without permits in the community,” Councilman Khatib noted. “If you think about the natural [population] growth in the town it is possible to understand the distress it is in. ... Some of the neighborhoods look like refugee camps.”

    The lack of housing in the Arab community has been steadily worsening. On the eve of Land Day two weeks ago, Haaretz reported that some 100,000 housing units would have to be built in Israeli Arab communities over the next decade to meet the demand. Arabs own only some 5 percent of Israel’s land, and freeing up state land for housing construction requires a bureaucratic process that can take up to a decade. The result is massive construction without permits and thousands of demolition orders.

    The Interior Ministry had yet to respond by press time.

    The battles for control of the Yarmouk Palestinian refugee camp in Damascus, which has been in the headlines over the past week after most of it was seized by Islamic State (also known as ISIS or ISIL), disclose the power struggles between the militias that ostensibly constitute the armed opposition to the regime of President Bashar Assad as well as Palestinian groups in the refugee camps in Syria and in Lebanon.

    It is clear that the Palestinian refugees in the camp are paying the heaviest price for the unrest. The overwhelming majority of the camp’s inhabitants have been repeatedly forced to relocate to different camps, which has placed their dreams of returning to Palestine even further from their reach.

    Yarmouk was once Syria’s largest Palestinian refugee camp, with a population of 180,000. In contrast to the refugee camps that were established in the West Bank and the Gaza Strip, in Lebanon and in Jordan, after Israel’s War of Independence in 1948 or the 1967 Six-Day War, the Yarmouk camp was established in 1957. The Syrian government gathered all of the Palestinian refugees who were living in the Golan Heights, in the area surrounding Damascus and a few other locations in Syria into an area of 2.11 square kilometers, eight kilometers south of the southernmost reaches of Damascus.

    Palestinian Authority security services have arrested some 50 members of Hamas and Islamic Jihad in the West Bank over the last two days, acting out of apparent fear that a terror attack in the coming days would give the Israeli election to Likud.

    There’s a well-known precedent for this: the firebombing of a bus in Jericho on the eve of the 1988 Knesset election, which killed five Israelis, including a mother and her three children.

    In later years, that incident was cited as having cost the Labor Party the victory by shifting votes from Labor to Likud at the last moment. Shimon Peres, who was Labor’s prime ministerial candidate at the time, claimed the attack had cost the left two or three Knesset seats, and that if not for this attack, Labor would have won the election.

    Foreign Minister Avigdor Lieberman instructed the young members of his Yisrael Beiteinu party to purchase thousands of copies of the French satirical magazine Charlie Hebdo’s latest edition and to distribute them at the Steimatzky bookstore in Ramat Gan, after the chain canceled its launch of the issue in response to pressure from the Israeli Arab leadership.

    The Higher Arab Monitoring Committee released a statement on Saturday calling the decision to sell copies at its Ayalon Mall branch was a provocation that offended the sensitivities of Muslims and their faith, not only in Israel but throughout the Islamic world. The latest edition features the Prophet Mohammed on its cover saying “Je suis Charlie,” under the headline [translated from French]: “All is forgiven.”

    MK Masud Ganaim, who represents the Islamic Movement in the United Arab List faction, sent an urgent letter to Prime Minister Benjamin Netanyahu, demanding that he intervene to prevent the sale of the magazine, which Ganaim said could lead to anger among Muslims both in Israel and worldwide, and “no one can predict the outcome."

    Meanwhile, the Al Mezan Center for Human Rights approached Steimatzky with a demand not to sell the magazine, saying that if it did not receive an answer, it would seek a court injunction.

    Steimatzky responded that it supported freedom of expression and had sold Charlie Hebdo for several years, and would continue to do so. However, it added it would not be holding a special event in-store at this point, selling the magazine only via its website, beginning Monday at 5 P.M.

    In response to the decision, Lieberman said that Israel could not let itself be “turned into the Islamic State (ISIS).”

    “We will not allow extremist Islam terrorize and turn the State of Israel into a state that relents to threats and that harms freedom of expression,” Lieberman said, adding that the warning sent by the Arab leadership “crossed another red line.”

    A few men of various ages were sitting in a coffee shop near the municipal square in Kafr Qasem, watching the police prepare for the arrival of President Reuven Rivlin. There was no excitement, only indifference. The president’s arrival Sunday did not shut down the city or change the residents’ daily routine. There were neither celebrations nor protests. Nor were there decorations. Just a few black flags of mourning to mark the anniversary of the massacre.

    Abdel Rahman Taha was 16 when he lost his mother on that fateful day, October 29, 1956. And he too was sitting at the entrance to the coffee shop yesterday, trying to decide whether to go to the reception for the president.

    “The visit is a positive step," he said, "but like every visit of a senior Israeli figure before this – it won’t change much. As a person who lost his mother, I feel no solace; as a citizen, I have no expectations. Whether or not there is an apology [from him] doesn’t matter anymore. What is important to me is that the story of Kafr Qasem appear in schoolbooks: that all the schoolchildren in Israel, Jews and Arabs, read, take it to heart and not forget.”

    Taha’s words reflect the general understanding and the pain of the people in Kafr Qasem, located some 20 kilometers east of Tel Aviv, vis-a-vis the commemoration of the massacre: It has become a private event of the inhabitants of the city only, and not part of the collective memory of Arab society in Israel, certainly not part of the national memory of the state and the establishment, which would prefer to forget that day and not to talk about its significance in terms of the country’s relationship to its Arab citizens.

    However, there was no mention by senior military, Government or the representative association about the horrors the soldiers witnessed during their six-month tour inside Syria at PDFORRA’s annual conference in Sligo.

    Thousands of Palestinians have left the Gaza Strip for Europe using tunnels, traffickers and boats, testimonies obtained by Haaretz show.

    Gazans have been fleeing the Strip since the beginning of Operation Protective Edge, but their escape was hardly covered in the media since they have been leaving clandestinely, with the help of paid smugglers.

    The sinking of two ships carrying Palestinians from Gaza — one off the coast of Malta last week, and the other off the coast of Egypt — and the drowning of hundreds of passengers have focused attention on the trend.

    The Palestinian Embassy in Greece reported yesterday that the ship that sank off the coast of Malta was carrying more than 450 passengers, most of them Palestinians from the Gaza Strip, and that it was rammed intentionally by another ship run by rival smugglers.

    The Gaza-based human rights group Adamir has collected the names of more than 400 missing people. “No one knows where they are; the whole Gaza Strip is talking about it. It’s such a painful story, as if it’s not enough what happened in the last war and now another blow comes,” said Adamir director Halil Abu Shamala, noting that most of the passengers were young people but that there were also whole families aboard.

    At least 15 Palestinians drowned when another ship sank off the Egyptian coast near Alexandria on Saturday.
