In this context, Hayat Tahrir Al Sham invited western and regional journalists to visit and see for themselves. Mousa Al Omar, a celebrity Syrian journalist, made a visit after the group’s invitation. He recorded a video from Idlib affirming that Al Qaeda does not exist in northern Syria. His remarks prompted dozens of Syrian activists to attack him as serving as an apologist for Al Qaeda, after which he filmed a new video defending himself against “the campaign” and asserting his position.

The tendency to downplay the existence of Al Qaeda is often well meaning, such as to prevent the regime from using it as a pretext to raze Idlib, where around two million people live. But, as the responses from Syrians to assertions that Al Qaeda does not exist in the north show, the solution is not to whitewash the group or give it a free pass. Nothing is analytically useful or morally honourable in advancing the group’s propaganda, especially before it proves that it has truly abandoned its ways.

Since the Times claims to have “several hundred” surreptitious contacts inside Syria, the charge that Assad’s troops fled without a fight may conceivably be correct. But it’s hard to square with reports that the Islamic State (also known as ISIS, ISIL and Daesh) had to battle for seven or eight days before entering the city and then had to deal with a counter-offensive on the city’s outskirts. But even if true, it’s only part of the story and a small one at that.

The real story began two months earlier when Syrian rebels launched a major offensive in Syria’s northern Idlib province with heavy backing from Turkey and Saudi Arabia. Led by Al Nusra, the local Al Qaeda affiliate, but with the full participation of U.S.-backed rebel forces, the assault proved highly successful because of the large numbers of U.S.-made optically guided TOW missiles supplied by the Saudis. [See Consortiumnews.com’s “Climbing into Bed with Al-Qaeda.”]

The missiles gave the rebels the edge they needed to destroy dozens of government tanks and other vehicles according to videos posted on social media websites. Indeed, one pro-U.S. commander told The Wall Street Journal that the TOWs completely “flipped the balance of power,” enabling the rebels to dislodge the Syrian army’s heavily dug-in forces and drive them out of town. Although the government soon counter-attacked, Al Nusra and its allies continued to advance to the point where they posed a direct threat to the Damascus regime’s stronghold in Latakia province 50 or 60 miles to the west.

Official Washington was jubilant. “The trend lines for Assad are bad and getting worse,” a senior official crowed a month after the offensive began. The Times happily observed that “[t]he Syrian Army has suffered a string of defeats from re-energized insurgents … [which] raise newly urgent questions about the durability of President Bashar al-Assad’s rule.”

Assad was on the ropes, or so everyone said. Indeed, ISIS thought so as well, according to the Associated Press, which is why it decided that the opportunity was ripe to launch an offensive of its own 200 miles or so to the southeast. Worn-out and depleted after four years of civil war, the Syrian Arab Army retreated before the onslaught.

But considering the billions of dollars that the U.S. and Saudis were pouring into the rebel forces, blaming Damascus for not putting up a stiffer fight is a little like beating up a 12-year-old girl and then blaming her for not having a better right hook.

Turkey has directly supported al-Qaeda’s wing in Syria in defiance of the United States, the former American ambassador to Ankara has said.
The Turkish authorities thought they could work with extremist Islamist groups in the Syrian civil war and at the same time push them to become more moderate, Francis Ricciardone, who was until late June the US ambassador to Ankara, told journalists in a briefing.
That led them to work with Jabhat al-Nusra, al-Qaeda’s branch, as well as hardline Salafi Islamist groups like Ahrar al-Sham. Mr Ricciardone said that he tried to persuade the Turkish government to close its borders to the groups, but to no avail. [...] But this is the first time a senior American official - albeit one no longer in service - has said openly that Turkey was working with al-Qaeda.

Pas de dates. Mais on peut supposer qu’il est question de la constitution de la coalition Jaysh al-Fatah début 2015, notamment quand l’ex-ambassadeur déclare - de manière un peu courte et qui aurait mérité quelques explications supplémentaires :

“We ultimately had no choice but to agree to disagree,” he said. “The Turks frankly worked with groups for a period, including al Nusra, whom we finally designated as we’re not willing to work with.”

Je me demande si cette l’euphémisation nécessaire et obligée de politiques assez choquantes d’un ex-employé ("we finally designated...") et si derrière cette formule bien tournée, « to agree to disagree », il n’y a pas une simplification qui permet d’éviter la question compliquée de l’incohérence de politiques contradictoires menées par plusieurs centres de pouvoirs au sein de l’Etat US, comme nous l’a dévoilé Sy Hersh...

Encore un de ces miracles de la presse libre : il y a tout juste deux jours, nos amis de l’opposition syrienne mettaient comme condition à une trêve en Syrie le fait qu’Al Nusra ne soit plus bombardé, et cette demande d’épargner Al Qaeda en Syrie était soutenue par les États-Unis face aux Russes. Maintenant tu prends l’ensemble des articles annonçant l’accord pour une trêve en Syrie, et tu essaies d’y trouver la moindre mention de l’exigence de l’opposition-syrienne-de-Riyad et des États-Unis…

Au contraire, le fait qu’Al Nusra n’est pas concerné par l’accord est présenté comme une évidence (comme « annoncé il y a dix jours ») :

Le mythe de la « bonne volonté » et de l’« impuissance » de la diplomatie française en Syrie…

Il est certes heureux qu’on s’autorise (enfin) à critiquer médiatiquement le bilan de Laurent Fabius au Ministère des affaires étrangères ; mais il me semble que ces critiques restent très largement dans l’idée que Fabius aurait adopté une posture réellement morale, sans avoir les moyens d’imposer ses positions de principe, essentiellement en Syrie. C’est, à mon avis, passer à côté du sujet syrien… Cette critique colle d’ailleurs toujours parfaitement avec cette idée que ce serait parce que les pays « Amis de la Syrie » ne seraient pas intervenus massivement depuis des années que la situation serait aussi catastrophique.

Ça me rappelle d’ailleurs les critiques de l’invasion américaine de l’Irak fondées sur l’idée que les États-Unis auraient échoué – malgré leur bonne volonté – à installer la démocratie durable et le nation building que les néoconservateurs avaient « sincèrement » promis.

Voici donc des éléments largement connus (en se contentant d’éléments sortis dans des médias « reconnus ») permettant de douter du manque d’intervention de la France en Syrie et, surtout, de l’« impuissance » française à faire valoir sa position sincèrement « droit-de-l’hommiste »… (amis de Seenthis, si vous en avez d’autres, je compléterai la liste)

Dans Homs, sous les bombes, un petit groupe de mercenaires français est présent, aux côtés des rebelles, le groupe Abou Baqir. L’information nous a été confirmée par la DCRI , et les renseignements syriens. Chevallier se rend de temps en temps à la frontière syrienne pour apporter des fonds à des opposants jugés sûrs. Via des informateurs en contact avec Paris, des représentants des régions libérées de l’emprise de Bachar El-Assad font connaître leurs besoins de médicaments ou d’argent pour réparer les canalisations, renouveler les stocks de farine, gérer les ordures qui s’entassent mais, du moins l’assurent-ils, pas pour acheter des armes.

Tous se retrouvent discrètement dans un appartement ou dans une petite chambre d’hôtel. Comme dans un film d’espionnage, le diplomate leur remet plusieurs centaines de milliers de dollars sortis d’une valise. Des photos sont prises, les Syriens promettent d’en envoyer d’autres montrant l’avancée des projets menés grâce à la France. Des informateurs rapporteront la réalité des actions engagées. Avant de quitter l’ambassadeur, les Syriens signent même un reçu. Scène surréaliste à quelques kilomètres d’un pays à feu et à sang.

Avec le « service action » de la DGSE, la France mène en revanche des opérations de formation et de soutien à l’Armée syrienne libre et à d’autres groupes armés. Sur le plan des transmissions et de l’artillerie : mortiers, missiles antichars et canons de 105 mm. Plusieurs dizaines de conseillers militaires participent déjà à un état-major commun turc, américain et français à Charnagh (Turquie), qui bénéficie d’une aide britannique à la frontière syrienne.

La France a fourni des armes à des groupes rebelles syriens dès 2012 alors que l’Union européenne avait imposé un embargo sur de telles livraisons. Et c’est le président Hollande qui le dit lui-même dans un livre à paraître le 13 mai aux Editions de l’Archipel, intitulé Dans les coulisses de la diplomatie française, de Sarkozy à Hollande, écrit par le journaliste Xavier Panon.

« Nous avons commencé quand nous avons eu la certitude qu’elles iraient dans des mains sûres », explique le chef de l’Etat à l’auteur du livre, en mai 2014. Les livraisons ont débuté dès la fin de l’année 2012, alors que l’embargo européen, établi à l’été 2011, est toujours en vigueur. Il ne sera levé qu’à la fin du mois de mai 2013.

Ce cavalier seul contraint l’Elysée à la prudence. Officiellement, la France se contente d’envoyer de l’équipement non-létal : gilets pare-balles, outils de communication cryptée, masques contre les armes chimiques, lunettes nocturnes. Mais c’est un tout autre matériel qu’elle dépêche sur place : canons de 20 mm, mitrailleuses, lance-roquettes, missiles anti-chars. Seuls les missiles anti-aériens restent tabous. François Hollande n’en enverra pas car ils s’avéreraient trop dangereux si des djihadistes venaient à s’en emparer.

Résumé. On suit d’abord de jeunes garçons, dont l’un est ouzbek, d’une « école » tenue par al-Nusra qui fait penser à celle des lionceaux du califat. Puis scène avec les combattants et 2 prisonniers de l’armée syrienne capturés sont filmés (dont un alaouite dont le sort ultérieur ne fait pas de doute, et l’autre, sunnite, probablement pas très différent...). Puis petit tour sur la ligne de front du siège de la base d’al-Duhur. Puis images filmées après la prise de la base par al-Nusra et le Parti Islamique du Turkestan, qui a mené à l’exécution de plusieurs dizaines de soldats syriens dont on voit les corps pourrissants dans le reportage. Ensuite retour sur les enfants qui se rendent dans un zoo, al-Nusra souhaitant manifestement utiliser l’équipe de Vice News pour faire connaître sa bonne gouvernance des « zones libérées ». Puis fin sur l’interview de deux très jeunes garçons dont l’un souhaite devenir un kamikaze et l’autre faire le jihad. Tout le long divers chants appris par les enfants contre les Juifs, Israël (ce serait presque comique étant donné ce qu’il s’est passé dans le Golan), les Etats-Unis (oui là aussi...) et les « Nusaïris » (manière péjorative de nommer les alaouites), et pour le Jihad. Bien sûr force takbirs. Pas une femme à l’horizon durant les 30 minutes du reportage...

According to legislation approved by the US Congress, the candidates have to be “screened for any association with terrorist groups, militias aligned with or supporting the government of Syria, and any groups that were associated with Iran,” CENTCOM spokesman Lt. Commander Kyle Raines said from headquarters in Tampa, Florida.

Jabhat al Nusra - Al Qaeda’s affiliate in Syria and a US-designated terrorist organization - is clearly one such group.

But a TV interview last week with Abu Iskandar, a leader of the 54 coalition-trained fighters, illustrates how - post-training - these “rebels” break all the rules. Asked about the group’s interactions with Al Nusra, Abu Iskandar replied:

“We are required to coordinate with all the fighting groups. There were contacts made with Nusra a week before we entered. Four months ago, Nusra expressed great admiration for our program. They said: go get arms and come and fight Daesh (ISIS). You will relieve some of the pressure that’s on us.”

“Coordinating” with Al Nusra, in fact, seems exactly the kind of activity that is prohibited under the guidelines established by Congress. But Abu Iskandar embraces the group further during the interview and calls Jabhat al-Nusra “our brothers.”

What does CENTCOM have to say about this? Raines explains: “We don’t ‘command and control’ these forces – we only ‘train and enable’ them.”

Al-Qaeda’s Syrian affiliate, Jabhat al-Nusra, has published a series of propaganda images showing its militants handing out “miswak sticks” — or teeth-cleaning twigs — to Syrians in the northern part of Aleppo Province.

The photos were shared on the social network VKontakte on August 12 by Nusra’s Russian-language media wing, White Minaret.

They show smiling militants from Nusra’s Uzbek-led battalion Katiba Sayfullah Shishani handing out the twigs, which according to some hadith — collections of statements attributed to Muhammad — were recommended by the Muslim Prophet.

HDP Group Deputy Chair İdris Baluken held a press conference in the parliament regarding the handing over of six injured YPG fighters treated in Turkey to the gangs of Al Nusra jihadist organization in Syria.

Reporting on al Nusra’s recent victories in Idlib, Charles Lister at Brookings reported:

“Several commanders involved in leading recent Idlib operations confirmed to this author that the U.S.-led operations room in southern Turkey, which coordinates the provision of lethal and non-lethal support to vetted opposition groups, was instrumental in facilitating their involvement in the operation from early April onwards. That operations room — along with another in Jordan, which covers Syria’s south — also appears to have dramatically increased its level of assistance and provision of intelligence to vetted groups in recent weeks.

Whereas these multinational operations rooms have previously demanded that recipients of military assistance cease direct coordination with groups like Jabhat al-Nusra, recent dynamics in Idlib appear to have demonstrated something different. Not only were weapons shipments increased to the so-called “vetted groups,” but the operations room specifically encouraged a closer cooperation with Islamists commanding frontline operations.” [emphasis added]

As news of the coalition victories spread, the Wall Street Journal published a piece entitled “To US Allies, Al Qaeda Affiliate in Syria Becomes the Lesser Evil” that reinforces the possibility some U.S. military leaders also see such collaboration with al Qaeda as a legitimate option. The author of the article spoke with retired US Admiral James Stavridis , a recent Supreme Allied Commander of NATO who oversaw the 2011 Libya campaign. Discussing the new role of key US allies backing a coalition that includes the al Qaeda affiliate, the Admiral compared the relationship to partnering with Stalin in World War II:

“It is unlikely we are going to operate side by side with cadres from Nusra, but if our allies are working with them, that is acceptable. If you look back to World War II, we had coalitions with people that we had extreme disagreements with, including Stalin’s Russia,” said Mr. Stavridis, now dean of the Fletcher School of Law and Diplomacy at Tufts University in Boston.

“I don’t think that is a showstopper for the U.S. in terms of engaging with that coalition.” [emphasis added]

It is important to note that the head of al Nusra though indicating an unwillingness to attack the West for now, still pledges allegiance to Ayman Zawahiri, the long time deputy to Osama Bin Laden, and currently the official head of Al Qaeda. In addition, human rights groups have pointed to al Nusra’s “systematic and widespread violations including targeting civilians, kidnappings, and executions.” Al Nusra has engaged in lethal car bombing attacks targeting civilians and they have actively recruited child soldiers. Like ISIS, al Nusra has treated women and girls in areas they control particularly harshly. In addition to strict and discriminatory rules on dress, employment and freedom of movement there have been abductions of women and even executions of at least one woman accused of adultery.

Despite all this, retired Adm. Stavridis isn’t the only commentator who finds our allies’ involvement with al Nusra ‘acceptable’. The prominent foreign policy journal, Foreign Affairs published a piece this year entitled “Accepting Al Qaeda: The Enemy of the United States’ Enemy.” The author, Barak Mendelsohn, makes the case that al Qaeda staying “afloat” is better for US interests, citing threats to US allies from Iran and the Islamic State. A couple weeks later Lina Khatib , the director of the Carnegie Middle East Center, wrote in a piece that “Nusra’s pragmatism and ongoing evolution mean that it could become an ally in the fight against the Islamic State”.

Pour Lina Khatib, les messages de Jolani sont « un exemple de pragmatisme » qui démontrent qu’Al-Nosra « a des ambitions politiques » et ne veut pas seulement être considéré « comme une organisation extrémiste islamiste ».

Ce tournant a été initié, selon les experts, par l’Arabie Saoudite, la Turquie et le Qatar en échange d’un appui plus fort aux groupes d’opposition syriens.

Le Qatar, en particulier, « a une influence relativement modératrice sur Al-Nosra et cela était particulièrement clair dans l’interview », explique Thomas Pierret, expert de l’islam en Syrie à l’université d’Edimbourg.

Jaish Al Islam issued a statement accusing Al Qaeda-affiliated Jabhat Al Nusra, which has checkpoints near the regime front lines, of being in cahoots with ISIL. Similar accusations were issued by Palestinian fighters from within the camp. Tensions between Jaish Al Islam and Jabhat Al Nusra almost led to clashes.

Jabhat Al Nusra blocked Jaish Al Islam from crossing its checkpoints to fight ISIL in the Yarmouk camp. The Al Qaeda affiliate justified the move by saying that Jaish Al Islam’s convoy include another group, Sham Al Rasoul, which had previously killed some of its members and is supportive of reconciliation with the Al Assad regime. It also said that it is avoiding involvement in the current clashes to prevent the regime from seizing the opportunity and entering the area.

The outskirts of Damascus have symbolic and strategic importance for ISIL. The Yarmouk camp is a gateway into both central Damascus and the area mentioned in Islamic apocalyptic traditions (“Muslims’ stronghold will be in Ghouta, near a city called Damascus.”) Also, ISIL’s growing presence in the mountainous Qalamoun area near Lebanon will potentially help it attack the rebels in between as the group becomes stronger – a familiar tactic for ISIL.

ISIL has been quietly growing in southern Syria. It is following policies similar to how it gradually expanded in the early months of 2013 throughout other parts of Syria. It relies on buying loyalties, creating sleeper cells, exploiting local rivalries and setting up courts when its presence is secured. Also reminiscent of its early tactics, ISIL has proven to be more cooperative with other groups in southern Syria, particularly Jabhat Al Nusra, which may be one of the reasons why it avoided clashes with ISIL in Yarmouk.

ISIS has invaded Yarmouk refugee camp in cooperation with Al Nusra front after clashes that lasted for a few days. This happened after two years of continuous siege imposed by the Syrian regime and its collaborators. The camp is completely ignored and neglected by both official and non-official bodies, leaving the inhabitants of the camp and its defenders without any support.

Residents of the Yarmouk camp are still showing a steadfastness as they have done during the years of the siege, but, as the camp is transferred into an open battle field, the risk for murder, expulsion and arrest is acute, especially after ISIS has demanded the residents of the camp to hand over their sons who have fought against ISIS, and after ISIS has initiated a kidnap campaign of tens of them.

We are standing today, the Palestinian people and those in solidarity with the Palestinian cause all over the world united as one people in solidarity with Yarmouk, to take action to rescue whatever is left to rescue there, and to support the residents of Yarmouk in their battle right now to liberate the camp.

We send our appeal to all media in general and the Palestinian media specifically to cover the news of Yarmouk, and we call everyone to start organise protests in all forms, to support Yarmouk refugee camp and call on the world’s obligation to protect it.

[The Nusra Front] has become increasingly aggressive toward local populations. In January, members of the group reportedly shot a woman dead in front of a crowd in Idlib after they accused her of being a prostitute. The group also has carried out public lashings, crucifixions and kidnappings — though it has not publicized the atrocities like the Islamic State group.

Activists in southern Syria say the Nusra Front was behind the January bombing that destroyed the shrine of a 13th century Muslim scholar. The Nusra Front issued a statement denying it was involved but activists say its members were seen placing the bombs.

“They’re trying to come across as rational, moderate, more dynamic,” Gerges said. “They don’t celebrate savagery in the same way like the Islamic State group.”

Residents say among the group’s most worrisome action so far is forcing members of the minority Druze sect living in Idlib’s Jabal al-Summaq region to convert to Sunni Islam.

The Druze, a 10th century offshoot of Shiite Islam, made up about 5 percent of Syria’s pre-war population of 23 million people. In addition to Syria, Lebanon and Israel have large Druze communities.

“The Druze in Idlib are being subjected today to religious persecution. The Nusra Front carried out shameful acts. They have dug graves and damaged shrines,” said former Lebanese Cabinet minister Wiam Wahhab, a Druze politician with close ties to the community in Syria.

Activists estimate several hundred Druze have been forced to convert. A purported Nusra Front document, posted online and dated Feb. 1, outlined an agreement that saw Druze in 14 villages in Idlib convert. Under the deal, the Druze will implement Islamic laws, destroy tombs, impose Islamic dress on women and stop having mixed-sex schools. Idlib-based activist Asaad Kanjo said many Druze there have fled.

“You are likely to see this sort of behavior from Nusra in Idlib province because they are increasingly the dominant party in this part of Syria, and are in the midst of a concerted effort to eliminate rivals there,” said Faysal Itani, a resident fellow at the Atlantic Council. “Nusra ultimately wants to rule Syria.”

An opposition activist in Kafranbel, a town in Idlib, said the group has established an elaborate network of social services and Shariah courts and rules uncontested. Remaining rebel groups in the province operate only with Nusra’s approval, he said.

However, the group’s increasingly belligerent approach toward other rebel groups is starting to alienate former allies, said the activist, who spoke on condition of anonymity for fear of reprisals.

The main Western-backed Syrian group, the Syrian National Coalition, which in the past has been wary not to criticize Nusra, has changed its tune.

“We are concerned over Al Nusra’s latest actions and abuses against civilians and (Free Syrian Army) fighters,” said spokesman Salem al-Meslet, adding that the abuses were akin to the Islamic State group and Syrian government forces’ “criminal behavior.”

The criticism has led the Nusra Front to issue a rare statement defending itself, saying its target are only those proven to have committed “crimes” against Muslims and fighters.

“It was not our intention on any day to spread influence and expand and control the worshippers and the country,” the statement from its Al-Manara Al-Bayda media arm said. “Rather, our goal and aim is to lift injustice from the oppressed, and push away every enemy that attacks the honor, religion, and sanctities of the Muslims.

Al Nusrah Front uses American-made anti-tank missile in Idlib

The Al Nusrah Front, al Qaeda’s official branch in Syria, has posted a picture and video of its fighters using an American-made BGM-71 TOW anti-tank missile on an Assad regime tank.

Before today, several Western-backed Free Syrian Army groups equipped with TOWs have assisted Al Nusrah and its allies on numerous occasions. On Oct. 7, the US-funded Hazm Movement assisted the Chechen-led Jaish al Muhajireen wal Ansar against the regime in Aleppo. On Oct. 5, several Free Syrian Army units utilized their TOW anti-tank missiles to help Al Nusrah and Ahrar in southern Syria. And in August, the Syrian Revolutionaries Front aided Al Nusrah and Ahrar in taking the Quneitra border crossing with the Israeli-held Golan Heights.

Ayman al-Zawahiri a déclaré qu’il soutenait la révolution syrienne. En outre, un groupe djihadiste, Jabhat Al-Nusra Li-Ahl Al-Sham, s’est récemment constitué et des rumeurs circulent au sujet de la libération d’Abu Musab al-Suri. Faut-il craindre que la Syrie devienne un nouveau front d’Al-Qaida ?

La question est éminemment politique puisque le régime syrien use de cette thématique pour délégitimer l’opposition. Après son échec en Irak, il est logique qu’Al-Qaida cherche en Syrie un nouveau terrain de djihad. De ce point de vue, le pays constitue une cible idéale puisqu’un mouvement de contestation majoritairement sunnite y est écrasé dans le sang par un régime alaouite et allié à l’Iran chiite, le tout sous le regard impuissant des pays occidentaux. Malgré cela, Al-Qaida n’est pas (encore ?) devenue un acteur significatif dans le conflit. L’écrasante majorité des opérations menées contre les forces du régime le sont par des brigades se réclamant de l’Armée syrienne libre. Or ces dernières usent d’une symbolique islamo-nationaliste très différente du salafisme-djihadisme d’Al-Qaida. Les efforts de Jabhat al-Nusra (« le Front du soutien ») pour se donner une présence médiatique sont pour l’instant pathétiques : il s’agit d’une une poignée de vidéos de mauvaise qualité et contenant peu d’images originales, si bien qu’elles ne permettent pas de lever les doutes concernant la réalité de cette organisation. L’administration américaine a pointé Al-Qaida du doigt suite aux attentats menés contre les sièges des renseignements syriens à Damas et Alep en décembre et janvier dernier. Les Américains ne savent en réalité pas grand-chose des responsables de ces attentats et l’accusation paraît surtout destinée à permettre à Washington de se laver les mains du dossier syrien. Al-Qaida est certes un coupable potentiel mais les attaques peuvent tout aussi bien être le fait d’opposants non djihadistes. On ne peut pas non plus exclure une manipulation du régime sur le modèle algérien.
