    Russia is setting up a direct shipping line to Syria and wants its companies to help build an economic recovery in the war-torn Middle Eastern country, the TASS news agency quoted Russian Deputy Prime Minister Dmitry Rogozin as saying on Tuesday.

    The report did not specify what a direct shipping line would entail, but any increase in agricultural and other supplies from Russia or help in reviving exports would be a boost for Syrian President Bashar al-Assad.

    Syria was once self-sufficient in wheat but continued fighting in the main grain-producing areas in its northeastern regions has reduced its crops in recent years.

    Trade between Russia and Syria rose by 42 percent year-on-year to $193 million in the first seven months of 2017, according to Rogozin. However, Syria’s exports to Russia only amounted to $2 million in the period.

    Russia has started to cut back its forces in Syria, beginning with an aircraft carrier group, Russian state news agency TASS reported Friday.

    Warships led by Russia’s sole aircraft carrier, Admiral Kuznetsov, will be the first to leave the conflict area, the chief of the Russian Armed Forces General Staff, Gen. Valery Gerasimov, is quoted as saying.
    It is not clear if the Kuznetsov’s warplanes will leave with it or if any will stay behind in Latakia, Syria.

    The U.S. launched a new ground-based missile defense system in Romania Thursday, sparking fresh tensions with Russia, which quickly blasted the system as a threat to its security.

    The system, to be operated by NATO, is getting up and running nearly a decade after the U.S. first announced plans to do so, only to encounter pushback from Russia. The U.S. has long insisted that the shield is directed against rogue states like Iran and not intended to target Moscow’s missiles, but Russian officials have slammed the move as an “attempt to destroy the strategic balance” in Europe.
    The United States’ Aegis ashore system is declared certified for operations,” NATO Secretary General Jens Stoltenberg said Thursday at the ceremony launching the system.

    Missile defense is for defense,” he added. “It does not undermine or weaken Russia’s strategic nuclear deterrent.
    Russia has described the U.S. anti-missile shield in Europe as a “threat” and says it is taking “protective measures” to guard against it, the country’s state news agency TASS reported.
    President Barack Obama scrapped the George W. Bush administration’s planned bilateral deployment of a different system to Poland and the Czech Republic and has instead pursued a NATO-centric approach using alternate technology.

    The system is to be turned over to NATO command and will be housed at a U.S. naval support facility in Deveselu, Romania, the site of a Romanian military base. Construction will begin on an additional anti-missile platform in Poland on Friday.

    The Aegis Ashore Missile Defense System unveiled Thursday is capable of firing SM-3 defensive missiles that can “defeat incoming short and medium range enemy missiles,” according to Lt. Shawn Eklund, a spokesman for the U.S. Navy.

    Eklund told CNN that the facility will be manned by approximately 130 U.S. sailors. The inaugural ceremony for the new system will be attended by top U.S. and NATO military officials.
    The Romania installation is the first land-based defensive missile launcher in Europe and will join other elements of the NATO defensive shield, including a command-and-control center at Ramstein Air Base, Germany, a radar installation in Turkey and four ships capable of identifying enemy missiles and firing their own SM-3s based in Rota, Spain.

    The U.S. and NATO have continually stressed that the system is intended to defend Europe from Iran and its expanding arsenal. Tehran has continued to test-fire ballistic missiles following the internationally negotiated deal to limit its nuclear program.
    But Russia has dismissed the justification.

    From the very outset we kept saying that in the opinion of our experts the deployment of an anti-missile defense poses a threat to Russia,” Russian presidential spokesman Dmitry Peskov said, according to the Tass News Agency. “The question is not whether measures will be taken or not; measures are being taken to maintain Russia’s security at the necessary level.

    Russia believes the missile defense system breaches a 1987 agreement it signed with the U.S.

    In October, at a meeting of the meeting of the Valdai International Discussion Club in Russia, Russian President Vladimir accused the U.S. of “lying” about a “hypothetical Iranian threat, which never existed” and called the system “an attempt to destroy the strategic balance.

    At a Wednesday press conference in Romania, Deputy Assistant Secretary of State Frank Rose pushed back on Putin’s perspective.
    Russia has repeatedly raised concerns that U.S. and NATO missile defenses are directed against Russia and represent a threat to its strategic nuclear deterrent,” he said. “Nothing could be further from the truth.

    He added that the “U.S. and NATO missile defense systems are directed against ballistic missile threats outside the Euro-Atlantic area. NATO and the United States have explained this to Russia many times over the years.

    Heather Conley, the director of the Europe Program at the Center for Strategic and International Studies in Washington, told CNN that Russia has previously suggested that it could retaliate for the missile defense system by stationing S-300 surface-to-air missile systems in Crimea and Kaliningrad, its European enclave located between Poland and Lithuania.

    Syrian Prime Minister Wael al-Halaki told a delegation of visiting Russian lawmakers of preparations to “liberate” Aleppo, Syria’s biggest city and commercial hub before the conflict that erupted in 2011. Aleppo is divided into areas controlled separately by the government and opposition.
    “We, together with our Russian partners, are preparing for an operation to liberate Aleppo and to block all illegal armed groups which have not joined or have broken the ceasefire deal,” he was quoted as saying by TASS news agency.
    Dmitry Sablin, a member of Russia’s upper house of parliament and a member of the delegation, told RIA news agency “Russian aviation will help the Syrian army’s ground offensive operation”.

    The army says groups that had agreed to the cessation of hostilities had taken part in Nusra Front attacks on government-held positions south of Aleppo. Free Syrian Army groups meanwhile blame the fighting on government violations.
    “The air strikes are now roughly back to what they were,” said Mohamed Rasheed, head of the media office with the Jaysh al-Nasr rebel group. A Syrian military source said: “The battles are raging because ... armed groups that were part of the (truce) joined Nusra in the attack.”

    Tandis qu’on annonce l’arrivée de renforts nombreux pour le régime du côté d’Alep, tout semble en place pour une confrontation majeure du côté de Lattaquieh (frontière turque) et à Alep. Les Russes, les Iraniens et le régime semblent vouloir infliger une leçon à tous les groupes qui se sont alliés à al-Nousra, non seulement en récupérant le terrain perdu récemment, mais en réalisant des faits nouveaux sur le terrain.

    Prime Minister Ch.Saikhanbileg received Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Mongolia Iskander Kubarovich Azizov on Monday to present confirmation of the payment of 3,832,515 USD in Mongolian debt owed to Russia.
    During the meeting Ch.Saikhanbileg noted, “We promised to pay off the remainder of the great debt to Russia in February. In this regard, I am handing over a receipt for a transaction of 3,832,515 USD from Mongol Bank to the Russian Finance Ministry.” Emphasizing that this day marked a historic event in relations between the two countries, he noted that new economic opportunities are being opened for the future by paying off the remainder of Mongolia’s financial obligations. At the end of their meeting, the Prime Minister conveyed his gratitude to the authorities who were involved in forgiving Mongolia’s debt, on behalf of Mongolia’s leaders.
    During the meeting Ambassador Azizov stressed, “All the financial obligations of Mongolia to the former Soviet Union, the current Russian Federation, have now ended. New opportunities are now open to develop bilateral financial and economic relations,” highlighting that he believes a new door has opened for Mongolia to enter the international financial market.

      The debt write-off does open interesting opportunities for Moscow as well. Mongolia is a major importer of refined petroleum, which comprises 22 percent of its overall imports as of 2013. 76 percent of Mongolia’s imported petroleum comes from Russia. Additionally, Mongolia runs a negative trade balance with Russia, exporting just $56.2 million in goods in 2013 while importing $1.54 billion. For Russian state and private firms, Mongolia will continue to be seen as an opportunity.

    The Russian state agency TASS is not given to speculating on the Kremlin leader’s activities. It is a ground rule set by Joseph Stalin when the agency was created in 1925. Therefore, we must accept as ‘breaking news’ the TASS’ Washington dateline report quoting ‘an informed source’ to the effect that a meeting between Russian president Vladimir Putin and US resident Barack Obama will take place next week on the sidelines of the United Nations General Assembly session.

    Putin is taking to the podium in New York after a gap of a decade when he addresses the GA session on Monday. This is brilliant news. The time is overdue for the American and Russian leaderships to candidly discuss the issues of international security, especially the fight against the Islamic State and the conflict in Syria. There is good reason to believe that the gap between the US and Russian thinking on Syria is dramatically narrowing.

    If, in the process, Obama and Putin agree to explore the new frontiers of a Russian-American reset, that will be a bonus, too. For Obama, most certainly, this fortnight will be incomplete without a meeting with Putin. The conversation with Pope Francis on Wednesday would have reminded Obama what a hopelessly disjointed moral landscape surrounds us all – poignantly symbolized by the dead body of 3-year old Aylan washed ashore unnoticed on a desolate Turkish beach – and, indeed, it has ultimately come to be Obama’s own presidential legacy — and he can’t easily escape from it.

    Equally, his summit on Friday with the visiting Chinese President Xi Jinping will alert Obama that Washington can optimally cope with China’s rise only through a far-sighted strategy that provides for the underpinning of a durable, predictable partnership with Moscow in the Asia-Pacific. (By the way, isn’t it a delightful coincidence that TASS let the cat out of the bag on the eve of Xi’s touchdown on the White House lawns?)

    An apparent power struggle among Russia’s proxy authorities in separatist-controlled parts of Ukraine’s Donetsk Oblast has left experts speculating about its causes, and what the Kremlin’s future intentions for the region now might be.

    Reports came on the evening of Sept. 4 that Denis Pushilin, the vice-speaker of the pseudo parliament in the part of Donetsk Oblast controlled by Russian-backed separatists, had ousted the body’s speaker, Andrey Purgin at an extraordinary meeting of the so-called “People’s Council,” and taken the role of speaker for himself.

    The Kremlin-controlled information mouthpiece Sputnik said an anonymous source had told it Pushilin was now the interim head of the body. The Kremlin-controlled TASS information agency said that deputies in the pseudo parliament had voted for the move by a narrow margin of 73 for, to 70 against.

    Explaining the ouster of Purgin, Pushilin said the former had tried “to disrupt (the Sept. 4) meeting of the People’s Council, when the deputies had to listen to false declarations made with the aim of increasing tensions and destabilizing the situation,”the separatist Donetsk News Agency information source reported. In his first decision as a newly appointed head of the people’s council, Pushilin dismissed the chief of staff of the People’s Council,” Aleksey Aleksandrov, who is a close ally of Purgin.

    Russia’s defense ministry and Russian Railways have reached an agreement to construct a two-way electrified railway line bypassing Ukraine, Russia’s TASS news agency reported Tuesday, citing a source. The deal was said to be finalized on June 25.

    According to the deal, the railway line will be constructed between Zhuravka, in the Voronezh region — less than 20 miles from the Ukraine border — and Millerovo, in the Rostov region in Russia. The two cities are currently about two and a half hours apart on an existing railway line that cuts through parts of eastern Ukraine.

    “It’s high time to put an end to arbitrariness and extortions by Ukrainian border guards and customs officers towards Russian citizens traveling in southbound trains via Ukraine,” a source in Russian Railways told TASS in April.

    The source also said that the new railway would strengthen Russia’s security as it would make it easier for authorities to crack down on unwanted persons entering Russia from a neighboring country, TASS reported.
