Il y a des fois où je me demande sérieusement dans quel pays je vis. Et, plus important encore, je me demande quel genre de pays il pourrait devenir au lendemain de cette terrible guerre.

En début de semaine dernière, je me suis connecté à une réunion zoom du Haut Comité de suivi des citoyens palestiniens d’Israël, une organisation qui compte parmi ses membres des politiciens, des universitaires et des activistes.

S’agissait-il d’un acte de trahison ? Cela se pourrait.

Le jeudi suivant, Mohammed Baraka, président du comité et ancien dirigeant du parti de gauche Hadash, membre de la Knesset pendant seize ans, a été arrêté.

Tout comme deux autres grandes personnalités politiques : Sami Abu Shehadeh, dirigeant du parti Balad et ancien député, et Haneen Zoabi, autre ex-députée de cette formation.

Leur crime : appeler à une petite manifestation à Nazareth contre la guerre à Gaza.

Désormais, regarder la chaîne du Hamas sur Telegram constitue certainement une infraction pénale, pour laquelle vous encourrez un an de prison.

Une purge est en cours contre les étudiants et professeurs palestiniens dans les établissements d’enseignement supérieur en Israël. (...)

For decades, justice has been absent from the conflict. Will that change now?

As Israel mounted its air campaign in Gaza last month, bombs destroyed the home of my dear friend Raji Sourani, director of the Palestinian Center for Human Rights . Three days earlier, Sourani had told Democracy Now!, “I am here like an olive tree. We will never leave our homeland.” But when the bombs rained down, he wondered if he had made a mistake by refusing to leave. He hadn’t wanted “be part of new Nakba,” as he wrote to his friends after surviving.

What makes the attack on Sourani’s home particularly disturbing among all the wanton killings of the past month is that Raji, winner of the Robert F. Kennedy Human Rights Award, has for 40 years symbolized the attempt to use the law to redress Israeli crimes against Palestinian civilians, including war crimes, collective punishments, illegal settlements, and apartheid.

I remember sitting next to Sourani in The Hague in December 2020 when he looked the International Criminal Court prosecutor Fatou Bensouda in the eye and pleaded with her to tell Palestinians that they could trust in the ICC to heed their plight, that the court could assure them international law still had meaning for them and violence was not the only weapon they had at their disposal.

The fact is, however, that every attempt to use the ICC and other institutions to hold Israeli officials legally accountable has been sidelined or delegitimized as “lawfare.” Complaints filed in Europe against Israeli leaders on the basis of “universal jurisdiction”—the so-called “Pinochet principle” of pursuing justice in courts abroad—were not only thrown out; in some instances, the laws in question were curtailed so that such cases could not be brought again in the future.(...)

(...) Pour les Palestinien·nes d’Israël, parler est devenu dangereux. Aux journalistes évidemment, mais aussi sur les réseaux sociaux. Dix jours après le début de la guerre, la police israélienne annonçait déjà une centaine d’arrestations sur la seule agglomération de Jérusalem pour « incitation et soutien au terrorisme » dans des posts sur les réseaux sociaux.

À Haïfa, au début de la guerre, Bayan Khateeb, une étudiante palestinienne de l’université Technion, a été suspendue pour avoir publié une photo de shakshuka, un plat méditerranéen traditionnel, accompagnée d’un drapeau palestinien et d’une phrase : « Nous mangerons bientôt la shakshuka de la victoire ! » La jeune femme a passé une nuit en détention avant d’être libérée grâce à un recours de son avocat. Elle attend toujours la décision disciplinaire de son université.

Quelques jours après la guerre, le Haut Conseil à l’éducation, présidé par le ministre de l’éducation Yoav Kisch, a annoncé sanctionner les universités qui ne prendraient pas les mesures nécessaires contre les étudiant·es publiant du contenu considéré comme suspect. Une décision contestée par le syndicat des présidents d’université, s’inquiétant de la création d’une atmosphère de délation et de tensions entre les étudiant·es, et finalement suspendue face à la contestation.

Depuis le 7 octobre, la Knesset, le Parlement israélien, a voté dans le cadre de sa loi contre le terrorisme un nombre important d’amendements restreignant drastiquement la possibilité, notamment pour les Palestinien·nes d’Israël, de faire entendre une voix dissonante vis-à-vis de la stratégie militaire de l’État hébreu à Gaza. Dernier amendement en date : un article criminalisant la simple « consommation de contenus » considérés comme « terroristes ». Un crime désormais passible d’un an de prison.

Pour l’ONG de défense des droits des minorités arabes d’Israël Adalah, cet article est « une des mesures législatives les plus intrusives jamais votées par la Knesset, qui envahit le domaine des opinions et des croyances et qui renforce la surveillance par l’État des activités sur les réseaux sociaux ».

Adalah s’inquiète plus largement d’une « répression grave » de la liberté d’expression des Palestinien·nes d’Israël depuis le début de la guerre. Le résultat, selon l’ONG, d’un « effort coordonné entre le gouvernement, les institutions et les groupes d’extrême droite israéliens » visant celles et ceux « qui expriment leur soutien ou leur solidarité au peuple de Gaza ». At least 15 people killed in air strike on Jabalia refugee camp

Al Jazeera’s Tareq Abu Azzoum, reporting from Khan Younis in southern Gaza, describes a new attack on the Jabalia refugee camp with at least 15 killed and many others wounded.

The injured are being taken to Nasser Hospital.

“This refugee camp has been bombarded in the past half hour in Israeli air strikes. One building housing a family was levelled completely to the ground. Fifteen Palestinians have been reported killed,” he said.

The Jabalia camp, in a densely populated part of Gaza City, was hit by a missile earlier this month and then again a day later.

The Office of the United Nations High Commissioner for Human Rights wrote that the “disproportionate attacks could amount to war crimes”.

Israël a revu à la baisse le bilan des attaques du groupe terroriste palestinien du Hamas du mois dernier, le ramenant à environ 1 200 morts, a déclaré le porte-parole du ministère des Affaires étrangères, Lior Haiat.

Ce chiffre révisé, en baisse par rapport à un précédent bilan de 1 400, est « dû au fait qu’il y avait beaucoup de cadavres qui n’ont pas été identifiés et nous pensons maintenant qu’ils appartiennent à des terroristes (…) et non à des victimes israéliennes », a déclaré Haiat.

« Le nombre officiel de victimes du massacre du 7 octobre est d’environ 1 200 », souligne-t-il.

‘We are minutes away from death’: Al-Shifa Hospital director

Al Jazeera has spoken to Muhammad Abu Salmiya, the al-Shifa Hospital director, from inside the besieged facility.

Here are his translated comments:

All I can say is that we’ve started to lose lives. Patients are dying by the minute, victims and wounded are also dying – even babies in the incubators.
We lost a baby in the incubator, we also lost a young man in the intensive care unit.
The hospital compound is cordoned off and the buildings of the hospital are targeted. Any moving person within the compound is targeted. The Israeli occupation forces are outside, preventing any person to move.
One member of a medical crew who tried to reach the incubator to lend a helping hand to the babies born inside was shot and killed.
In addition to that, some of the victims who were already injured suffered bone injuries as a result of sniper gunfire.
The hospital is left without power, internet and even without water and medical supplies.
We are totally cut off from the whole world, we are minutes away from imminent death.
We are stranded, we sent many SOS to the whole world – there has been no response, no response.

Fighting intensifies around al-Shifa Hospital

Mustafa Sarsour, who said he was the only remaining journalist inside al-Shifa Hospital, has spoken to Al Jazeera from inside the medical complex.

He said drones have been hovering in the area, targeting individuals moving within or outside the hospital compound.

“One family tried to leave the compound and by the time they left the outer gates … they were all killed,” Sarsour said in translated comments, adding that all roads leading to the hospital had been fully or partially destroyed.

“No one is able to leave the hospital compound due to the ferocious fighting.”

Three Palestinian rights groups have filed a lawsuit with the International Criminal Court (ICC), urging the body to investigate Israel for “apartheid” as well as “genocide” and issue arrest warrants for Israeli leaders.

The lawsuit, filed on Wednesday by human rights organisations Al-Haq, Al Mezan, and the Palestinian Centre for Human Rights, called for “urgent attention to the continuous barrage of Israeli airstrikes on densely populated civilian areas within the Gaza Strip”, which have killed more than 10,500 Palestinians, almost half of them children, according to Gaza health officials.

The document also asked the body to expand its ongoing war crimes investigation by looking into “the suffocating siege imposed on [Gaza], the forced displacement of its population, the use of toxic gas, and the denial of necessities, such as food, water, fuel, and electricity”.

These acts amount to “war crimes” and “crimes against humanity”, including “genocide”, the lawsuit said.

The three groups want arrest warrants to be issued against Israel’s President Isaac Herzog, Prime Minister Benjamin Netanyahu and Defence Minister Yoav Gallant.

The ICC’s Office of the Prosecutor (OTP) opened an official investigation into the situation in Palestine in 2021 after determining that “war crimes have been or are being committed by Palestinian and Israeli actors in the West Bank, including East Jerusalem, and the Gaza Strip”.

However, the group has faced criticism from rights groups and activists who say its response to ongoing Israeli attacks in Gaza have been tepid.

The 38-year-old Palestinian Christian, her husband and three children huddled alongside fellow churchgoers and Muslim neighbours and friends, lulling their children to an exhausted sleep amid the sounds of bombing, muttering soft words of encouragement to each other.

“Together, we try to get through the war until it ends – and we survive it,” Tarazi told Al Jazeera.

Their sense of safety was shattered on October 19, when Israel bombed the nearby Church of Saint Porphyrius, Gaza’s oldest, killing at least 18 people. The Israeli army said in a statement that the church was not the target of the attack.

“The missile fell directly on it,” Tarazi said of the Greek Orthodox site. “We cannot believe that the church was not their aim.” (...)

Israeli soldier killed in Gaza fighting on Thursday

The Israeli military has announced the death of a soldier in fighting in the Gaza Strip, bringing the total number of soldiers killed there to at least 35 since the beginning of ground operations at the end of last month.

Moshe Kogan, 32, was a soldier in the air force’s elite Shaldag unit.

The military also confirmed the death of Roni Eshel, a soldier who had previously been listed as missing since Hamas’s attack on October 7.

The deaths bring the total number of Israeli military personnel killed since October 7 to 354.

« Elle doit inclure une gouvernance dirigée par les Palestiniens et une bande de Gaza unifiée avec la Cisjordanie sous l’égide de l’Autorité palestinienne », a estimé Antony Blinken.

Benjamin Netanyahu a déclaré lundi dans un entretien à la chaîne de télévision américaine ABC News qu’Israël aurait la « responsabilité sécuritaire » de l’enclave palestinienne pendant une durée indéterminée à la fin du conflit. (...)

At least 10,569 killed in Gaza, including 4,324 children, 2,823 women, 649 elderly with another 26,475 wounded.
214 people were killed in the last 24 hours.
At least 2,550 people are missing, including 1,350 children.
193 medical staff have been killed and 45 ambulances are out of service.
Al-Qudra called for a safe humanitarian corridor for the entry of medical supplies, fuel and medical personnel, and for the exit of thousands of wounded.
He called on the UN and ICRC to be present inside hospitals to stop Israeli threats, protect the health system, and allow staff to carry out humanitarian tasks.

Beaucoup de gens, malheureusement, ont une image surannée du fascisme, faite de Hitler, Mussolini, Franco et d’autres dictateurs militaires-politiques du XXe siècle se réclamant de cette idéologie. Certains ont même peur de ces petits groupuscules délirants défilant avec des croix gammées et des portraits d’Hitler et Mussolini. Mais ce dont il faut avoir vraiment peur c’est l’expansion planétaire de l’idéologie fasciste. Qui est déjà là, sous nos yeux. Avec des nouveaux visages, parfois surprenants.

Quand Marine Le Pen et Éric Zemmour se présentent comme les plus fervents défenseurs de l’Etat d’Israël, quand Giorgia Meloni se rend à Tel Aviv pour assurer le Gouvernement israélien de tout son soutien, quand Victor Orban vote contre la résolution de l’ONU demandant un cessez-le-feu sur Gaza pour épargner la population palestinienne, c’est vraiment inquiétant. Et ça pose des questions.

Qu’est-ce que le fascisme aujourd’hui ? Ce qu’il a toujours été. Mais avec des nouveaux habits, des nouveaux ennemis, des nouveaux boucs émissaires. (...)

On Friday, November 3, 2023, a press conference was held via Zoom platform for representatives of accredited international media at the United Nations. The conference was addressed by both ADDAMEER for Prisoner Support and Human Rights Association and the Independent Commission for Human Rights.

ADDAMEER discussed the daily arrest campaigns carried out by the occupying forces in an unprecedented manner in various areas of the West Bank. The number of detainees from the West Bank and Jerusalem has reached around 2000 since October 7th, in addition to about 4000 detainees from the Gaza Strip. The number of administrative detainees without charge or trial has significantly increased and has reached 2070 administrative detainee. ADDAMEER also addressed the violations of the occupation against detainees and their families during the arrest process, including brutal beatings, threats of murder, and the use of families as hostages.

The punitive measures implemented by the Israeli prison services against the prisoners after the declaration of emergency were outlined, including the closure of sections, cutting off electricity and water, prohibiting visits from lawyers and family members, shutting down the canteen, providing poor quality and quantity of food, closing clinics in the prisons, and preventing the transfer of sick prisoners to external clinics and hospitals. The International Committee of the Red Cross was also prohibited from visiting.

Dr. Ammar Dweik, the Director General of the Independent Commission for Human Rights, emphasized that what the Israeli occupation forces have been doing in the Gaza Strip since October 7th amounts to genocide. He stated that there can be no protection for civilians in Gaza without a cessation of the war. Any talk of protecting civilians and respecting international humanitarian law without a clear call for an end to the war is hypocrisy and provides cover for Israel in its war against civilians in Gaza.

Dweik pointed out that what the Israeli occupation forces commit in the Gaza Strip constitutes genocide according to the Rome Statute of the International Criminal Court, as well as according to the International Convention on the Prevention and Punishment of the Crime of Genocide. The incitement carried out by senior Israeli officials against the Gaza Strip, describing Palestinians in Gaza as “human animals”, cutting off water, electricity, and fuel, hindering and preventing the entry of aid, and the continuous indiscriminate shelling and massacres all confirm that what is happening in the Gaza Strip is nothing but genocide. This is what we have been hearing from the voices of the international community that are increasingly warning of genocide in Gaza.

On Monday, hundreds of Palestinians were killed and many more injured when Israeli missiles and shells struck homes, buildings, facilities, and medical centers in several parts of the Gaza Strip on the 31st day of Israel’s ongoing onslaught on the civilians in the Gaza Strip.

The army fired missiles at two homes in Deir Al-Balah and the Zawada town in central Gaza , killing at least 45 Palestinians, including women and children, and injuring dozens. Many are still buried under the rubble.

In the Nusseirat refugee camp, in central Gaza , the army fired a missile at a home for the Mishmish family in the Zawayda area, killing and wounding dozens of Palestinains, including many still buried under the rubble.

Israeli missiles killed three Palestinians and injured several others in Beit Hanoun, in northern Gaza.

Six Palestinians were killed and many injured when the army fired a missile at a home west of Rafah in the southern Gaza Strip.

Also in Rafah , fifteen Palestinians were killed, and dozens injured when the army fired a missile at the Abu Alwan family homes, werst of the city. Two Palestinians were killed, and scores injured when the Israeli army fired a missile at a home in Jabalia, in northern Gaza .

The army also fired a missile at the third floor of the Rantisi Pediatric Hospital, west of Gaza City , killing and wounding dozens of Palestinians.

At least one Palestinian was killed, and more than nine were injured when the Israeli army fired a missile at a school housing dozens of families that fled their homes in Beit Hanoun, in northern Gaza .

Palestinian journalist Mohammad Al-Jaja was killed along with several members of his family when the army fired a missile at his home in the Nasr Street area in Gaza City .

More than thirty Palestinains were killed, and dozens were injured, after the army fired missiles at a home in the Port Area, west of Gaza City; the casualties were in the targeted homes and several surrounding homes and buildings.

The Israeli army dropped hundreds of missiles and shells on various parts of the Gaza Strip, especially Gaza City, destroying dozens of homes, apartment buildings, public and private sector facilities, and infrastructure.

Dozens of Palestinains were also killed and scores injured in intense Israeli bombing of the Shati’ refugee camp in gaza .

The Palestinian Health Ministry in Gaza said the situation is disastrous as all hospitals and medical centers are unable to cope with the dangerously increasing number of casualties and the lack of medicine, medical supplies, and fuel to run electricity generators.

Le gouvernement sud-africain a décidé de rappeler ses diplomates en poste en Israël pour des consultations, au vu de la situation actuelle dans la région, a annoncé lundi la ministre auprès de la présidence, Khumbudzo Ntshaveni.

« Le gouvernement sud-africain a décidé de retirer tous ses diplomates de Tel-Aviv pour des consultations », a-t-elle annoncé lors d’un point-presse, sans autre précision sur la durée de ce rappel mais en soulignant la « déception » de Pretoria face notamment à « la poursuite des bombardements israéliens sur des écoles et cliniques » dans la bande de Baza.

« Il s’agit d’une pratique normale, lorsqu’une situation est très préjudiciable et préoccupante », a déclaré la ministre des Affaires étrangères Naledi Pandor lors d’un point-presse distinct.

Les diplomates donneront un « briefing complet » sur la situation au gouvernement, qui décidera alors s’il peut apporter son aide ou si une « relation continue est réellement en mesure d’être maintenue ».

« Nous sommes, comme vous le savez, extrêmement préoccupés par la poursuite des meurtres d’enfants et de civils innocents dans les territoires palestiniens et nous pensons que la réponse d’Israël est devenue une punition collective », a déclaré Mme Pandor.

« Nous avons estimé qu’il était important de signaler l’inquiétude de l’Afrique du Sud tout en continuant à appeler à une cessation globale » des hostilités.
