Après l’ordre d’évacuation donné en octobre de se déplacer vers le sud, on estime qu’il y a maintenant environ 1,2 million de personnes réfugiées à Rafah, qui abritait autrefois environ 250 000 personnes environ. Par conséquent, Rafah (20 000 habitants au km2) est presque deux fois plus densément peuplée que la ville de New York (11 300 habitants au km2), avec près de la moitié de la population constituée d’enfants, dont beaucoup ont été déplacés à plusieurs reprises et s’abritent dans des tentes ou des logements précaires et instables.
En raison de la concentration élevée d’enfants à Rafah, parmi lesquels beaucoup sont extrêmement vulnérables et au seuil de la survie, ainsi que de l’ampleur prévisible des violences, avec des couloirs d’évacuation potentiellement minés ou parsemés de munitions non explosées, et les installations et services dans les zones de relogement étant limités, l’UNICEF lance un avertissement concernant une nouvelle catastrophe imminente pour les enfants.
Les opérations militaires risquent d’entraîner un nombre considérable de victimes civiles et de provoquer la destruction totale des services et infrastructures de base dont ils dépendent encore pour leur survie.

“We are horrified at details emerging from mass graves recently unearthed in the Gaza Strip. Over 390 bodies have been discovered at Nasser and Al Shifa hospitals, including of women and children, with many reportedly showing signs of torture and summary executions, and potential instances of people buried alive,” the experts said.
They noted that women, girls and children overall are among those most exposed to danger in this conflict, and that as of 29 April 2024, of 34,488 Palestinians killed in Gaza, 14,500 have been children and 9,500 women. Another 77,643 have reportedly been injured, of which 75% are estimated to be female. Over 8,000 others are reported missing or under the rubble – and the experts noted that at least half of them can be assumed to be women and children. They also noted that an estimated 63 women, including 37 mothers are being killed daily and 17,000 Palestinian children are believed to have been orphaned since the war on Gaza began.

Ce samedi matin, pour la petite conférence de presse improvisée devant chez moi, il y avait beaucoup plus de monde que d’habitude. Ils ne voulaient savoir qu’une chose : les négociations en cours vont-elles enfin aboutir à une trêve ? Est-ce que vraiment on va retourner chez nous ?
L’ambiance en général est à l‘inquiétude. On attend, on attend… On espère une bonne nouvelle. J’ai déjà dit dans ce journal que je me sens souvent obligé de mentir pour remonter le moral des gens, mais je tiens parfois compte du climat général. Et là j’ai pensé qu’il fallait montrer un peu d’optimisme, parce que les gens attendent avec impatience la bonne nouvelle d’un cessez-le-feu, même si ce sera juste une trêve de 40 jours, avec la possibilité d’un renouvellement. Les gens ont envie d’entendre ça, ils n’ont pas entendu de bonne nouvelle depuis sept mois. Ma réponse fut donc : oui, il y a quelque chose de positif cette fois-ci, les Américains mettent beaucoup de pression, ils ont intérêt à ce que tout ça finisse. J’ai ajouté : « Regardez ce qui se passe aux États-Unis, ces manifestations que j’appelle l’Intifada des étudiants ! » Et devinez quoi : tout le monde était au courant ! Tout le monde disait : « C’est la première fois qu’on voit des universités manifester pour la Palestine ! »
On a chaud au cœur ici de savoir qu’il y a des gens — surtout des étudiants, des jeunes — qui sont en train de manifester pour la Palestine et pour Gaza. On note bien toutefois l’ironie de la situation : on n’a pas vu ça dans les universités des pays arabes ou musulmans. On voit ça en Occident, et surtout aux États-Unis, qui sont les alliés des Israéliens. (...)

In letter seen by handful of people, PM urges Doha to deliver $30 million to Gaza monthly, claiming funding Hamas would preserve regional stability and avert humanitarian crisis
Prime Minister Benjamin Netanyahu urged the government of Qatar to continue the transfer of money to Gaza, in a secret letter sent to the Qatari leadership in 2018 and only seen by a handful of people since. In the letter, Netanyahu explained that the funding would reduce the motivation of terror groups there to carry out attacks, would prevent a humanitarian crisis and was vital for preserving regional stability.
There are two different time periods for Qatari funding of the Gaza Strip, which allowed Hamas to grow from an insignificant terror organization into a military empire with battalions, an underground network of tunnels and the fire power of a small army.
Between 2007 and 2014, Qatar provided Hamas with funds, away from any international oversight or review and from 2014 on, funding from Qatar was coordinated with the United States and Israel.
The 2014 war in Gaza was the turning point. The U.S., UN, Israel and Qatar decided soon after the war to set up a new system in which $30 million would be delivered to the coastal strip by Doha each month. Some $10 million was to buy fuel from Israel, needed to operate Gaza’s power station, $10 million to pay the salaries of government employees, and the final $10 million was to be given in $100 stipends to some 100,000 Gazan families in need.
That was the time when the notion that Hamas would back away from its intent to destroy Israel as long as it accumulates governing and economic assets took root in Israel.
Until 2018, Qatari funds were not given to Gaza on a regular basis and delivered only occasionally with approval from Israel and the Palestinian Authority. “The PA said it would no longer agree to fund Hamas and rather than let the terror group collapse, Israel decided on an alternative route for its funding,” says Dr. Udi Levi, who was the Mossad official charged with fighting the funding of terror until 2016. “That was part of Israel’s policy to buy quiet. Hamas demanded that the $30 million per month would be delivered directly to the ruling faction. It was naïve to believe Hamas would provide the money to the population in Gaza.”

It is now evident that Qatar was not fond of the new arrangement. “They were playing a double game then and are still doing so now,” Levi says. “We are talking about the greatest funder of terrorism in the world, but in 2018 Qatar was concerned that funding Hamas – which had been designated a terror organization – would create problems with international institutions.”
Meanwhile, in November of 2018, then-Defense Minister Avigdor Liberman resigned in protest against the government over a cease-fire in Gaza. “We are on one hand passing a law to withhold funds from the PA, for funding terrorists and on the other hand allowing funds to flow to the terrorists in Gaza,” Liberman said. Anyone who says there is oversight of where those funds go, is being inaccurate, to put it mildly."
Netanyahu understood the Qatari predicament and sent his urgent letter to Doha but the officials there demanded further assurances. “There was a sense that the Americans were needed, in order to seal the deal,” Levi says.
Then-U.S. Secretary of the Treasury Steve Mnuchin, who was in charge of finance for the campaign to reelect Donald Trump and who is Jewish, agreed to a request from Netanyahu and sent an additional letter to Doha, this time from Washington, in effect, ensuring Qatar that the funding of Hamas would not be considered funding terror.
Levi explains that, although he had run the financial war on funding of terrorism between 2001 and 2016, he was never consulted by the political leadership about the transfer of funds to Hamas. “Unlike previous administrations I have served under, during the governments of [Ariel] Sharon and [Ehud] Olmert, Netanyahu did not consult with me despite the fact that I served directly under him,” he says. “I, of course, strongly objected to the transfer of Qatari funding to Hamas, even before 2018, but that did not interest Netanyahu.”
Ultimately the letters from Netanyahu and Mnuchin satisfied the Qataris and the first instalment in cash was delivered on November 8, 2014, and the rest is history that is still unfolding.

Police teams in Adana detained 11 suspects, five Israeli and two Syrian, on allegations of organ trafficking.
The Provincial Directorate of Security’s Anti-Smuggling and Border Gates Branch began investigating after examining the passports of seven individuals who arrived in Adana from Israel about a month ago by plane. Two of these individuals, A.S. (20) and Z.M.Z. (21), both Syrian nationals, were found to have fake passports.
Further investigation revealed that Syrian nationals A.S. and Z.M.Z. had reached an agreement with Israeli nationals S.A.S. (68) and E.A.M. (28) for kidney transplants in Adana in exchange for money.
Following technical and physical surveillance, the police conducted an operation and apprehended the suspects, including the Syrians and Israelis.
During searches at the suspects’ residences, $65,000, TL 10,400 ($321.77), 994 Israeli shekels ($267.26) and numerous fake passports were seized. The suspects underwent health checks at the Adana Forensic Medicine Unit before being taken into custody by the police.

Une enquête longue de plusieurs mois a mis au jour un trafic d’organes. L’investigation a pris fin mardi avec l’arrestation de trois Israéliens qui auraient dirigé un réseau qui exploitait des Israéliens frappés par la pauvreté, leur proposant de vendre leur rein contre des dizaines de milliers de shekels.
Selon la police israélienne, l’enquête a dévoilé un réseau qui a déjà mené de multiples transactions de ce genre.
Le réseau était dirigé par un médecin du centre du pays. Après l’arrestation des trois hommes, les perquisitions à leurs domiciles ont permis de découvrir des preuves supplémentaires de leur activité, a annoncé la police.
Les chirurgies pour retirer les reins des vendeurs auraient eu lieu dans des cliniques privées de Turquie.
Le réseau réalisait une marge importante sur chaque organe vendu, puisque les bénéficiaires payaient des centaines de milliers de dollars par rein.
Les trois suspects seront présentés mercredi devant la cour des magistrats de Rishon Lezion pour une audience portant sur leur détention provisoire.

Mes activités m’ont amené à deux reprises à être invité par l’ONG de médecins palestiniens PalMed à tenir des conférences pour leurs équipes. De là a germé l’idée de créer un centre de formation à la médecine d’urgence à Gaza. C’était il y a cinq ans. Nous avions réalisé l’ensemble des démarches administratives. Le ministère français des Affaires étrangères m’avait obtenu l’autorisation d’entrer dans l’enclave palestinienne, via le checkpoint d’Erez en Israël. Arrivé au point de passage israélien, on m’a empêché d’entrer au motif que la situation n’était pas stable.
Les autorités consulaires françaises m’ont expliqué combien il était difficile de faire passer du matériel médical dans Gaza : soit il est bloqué aux checkpoints, soit il est délibérément cassé avant d’entrer. À titre d’exemple, l’hôpital européen situé à Khan Younès avait besoin d’un scanner, ils n’ont pu le faire entrer qu’à la condition qu’il soit acheté en Israël. Le Consulat m’avait présenté une situation injustifiable où les autorités israéliennes maintiennent le service médical de Gaza dans une pénurie constante et de manière arbitraire. (...)
Dans tous les terrains de guerre où je me suis rendu, j’ai toujours fait le même constat : il y a peut-être pire que de tuer quelqu’un, c’est de lui retirer sa dignité. Gaza-Israël-Hamas : L’armée israélienne a entamé lundi une « opération d’ampleur limitée » visant à évacuer « temporairement » environ 100.000 personnes résidant dans l’est de cette ville de la bande de Gaza, les appelant à rejoindre des « zones humanitaires » (AFP).
Il s’agit d’une pression supplémentaire exercée par Israël sur le Hamas, alors que les négociations en vue d’une trêve butent toujours.
Un peu plus tôt dans la nuit, le ministre israélien de la Défense, Yoav Gallant, avait téléphoné à son homologue américain, Lloyd Austin, lui affirmant qu’une "une action militaire à Rafah (était) requise en raison du refus du Hamas d’accepter la dernière proposition de trêve , en échange de la libération d’otages israéliens.
Les Etats-Unis s’opposent à une offensive israélienne d’ampleur à Rafah. Le patron de la CIA Bill Burns est toujours au Moyen-Orient, pour oeuvrer au succès des négociations sur une trêve.
« Nous avons commencé une opération d’ampleur limitée pour évacuer temporairement les personnes résidant dans l’est de Rafah », a déclaré un porte-parole de l’armée israélienne lors d’un point de presse, répétant : « C’est une opération d’ampleur limitée. »
Interrogé sur le nombre de personnes concernées, ce porte-parole à indiqué que « l’estimation était autour de 100.000 personnes (...) dans l’immédiat ».
Plus tôt dans un communiqué, l’armée avait indiqué « encourager les habitants de l’est de Rafah à se déplacer vers les zones humanitaires élargies », précisant que « les appels à bouger temporairement vers la zone humanitaire seraient relayés par tracts, SMS, appels téléphoniques et messages en arabe dans les médias ».

Typically the Israelis are good at PR. What’s happened here? How have they and we been so ineffective at communicating? The realities there and [our point of view].
Blinken: Look, I think there are two things.
One is that, look, there is an inescapable reality, and that is the inescapable reality of people who have and continue to suffer grievously in Gaza. And that’s real, and we have to be focused on that and attend to that.
At the same time, how this narrative has evolved, yeah, it’s a great question. I don’t have a good answer to that. There, one can speculate about what some of the causes might be. I don’t know. I can tell you this. We were talking about this a little bit over dinner. With Cindy, I think in my time in Washington, which is a little bit over 30 years, the single biggest change has been in the information environment.
And when I started out in the early 1990s, everyone did the same thing. And then if you had a television in your office, you turned it on at 6.30 or 7 o’clock and watched the national network news.
Now, of course, we are on an intravenous feed of information with new impulses, inputs every millisecond.
And of course, the way this is played out on social media has dominated the narrative. And you have a social media ecosystem environment in which context, history, facts get lost, and the emotion, the impact of images dominates. And we can’t discount that.
But I think it also has a very, very, very challenging effect on the narrative.
Romney: You know a small parenthetical point which is some wonder why there was such overwhelming support for us to shut down potentially Tiktok or other entities of that nature if you look at the postings on Tiktok and the number of mentions of Palestinians relative to other social media sites. It’s overwhelmingly so among Tiktok… broadcast… so I’d I’d know that’s of real interest and the president will get the chance to to make action in that regard.

After one of the strongest indications yet from a United Nations agency that parts of the Gaza Strip are experiencing famine, the Israeli agency that oversees the Palestinian territories pushed back, saying it had “increased its humanitarian effort to flood the Gaza Strip with food, medical equipment and equipment for tents.”
In an interview with NBC’s “Meet The Press,” which released a portion of it late Friday, Cindy McCain, the director of the U.N.’s World Food Program, said there was a “full-blown famine” in northern Gaza. She said her assessment was “based on what we have seen and what we have experienced on the ground.”
In response on Sunday, the Israeli agency, the Coordinator of Government Activities in the Territories, or COGAT, said in a statement that 350 aid trucks, mostly carrying food, were entering the Gaza Strip each day. About 100 of those trucks were reaching northern Gaza, the most isolated and hard-hit area of the territory. It also said April saw a “great surge” in new aid, with more than 6,000 relief trucks entering Gaza, a 28 percent increase from the previous month.
COGAT also listed several projects to improve conditions in Gaza, including opening the Israeli port of Ashdod for humanitarian aid shipments.
But aid groups say the amount of shipments arriving is far below what is needed in Gaza, where the authorities say the war with Israel has killed more than 34,000 people, left roughly two million more homeless and destroyed the territory’s infrastructure and economy.
Ms. McCain, who became head of the World Food Program last year after a stint as an ambassador appointed by President Biden, is the second American official to say there is famine in Gaza. The first was Samantha Power, the director of the U.S. Agency for International Development, who made her remarks in congressional testimony last month.
But Ms. McCain’s remarks do not constitute an official declaration, which is a complex bureaucratic process that involves both a U.N. agency, the Integrated Food Security Phase Classification, and the government of the country where the famine is taking place.
It is unclear what local authority might have the power to do that in Gaza. Israel’s goal in Gaza is overthrowing its Hamas-backed government, which was not widely recognized before the war and has lost control of most of the enclave since the fighting began.
Last month, Arif Husain, the chief economist for the World Food Program, said that the increased levels of aid reaching Gaza in recent weeks were a good start but that they were not enough to address the risk of famine.
He said the arrival of increased amounts of aid “cannot just happen for a day or a week — it has to happen every single day for the foreseeable future.”
“If we can do this, then we can ease the pain, we can avert famine,” he said.
