A women-only industrial city dedicated to female workers is to be constructed in Saudi Arabia to provide a working environment that is in line with the kingdom’s strict customs.
The city, to be built in the Eastern Province city of Hofuf, is set to be the first of several planned for the Gulf kingdom. The aim is to allow more women to work and achieve greater financial independence, but to maintain the gender segregation, according to reports.
Proposals have also been submitted for four similar industrial cities exclusively for women entrepreneurs, employers and employees in Riyadh.

Pour tous ces experts de notre communauté stratégique qui écoutent religieusement les paroles du Council of Foreign Relations à New York comme s’il s’agissait de la Bhagavad Gita, ce doit être un choc terrible – un argumentaire d’un senior fellow du CFR justifie la logique de l’utilisation de combattants salafistes comme un instrument de la politique des États-Unis pour provoquer un « regime change » en Syrie. L’argument fonctionne comme ceci :
Malgré tous les sujets du roi et tous les chevaux du roi [référence à une comptine anglaise], les rebelles syriens ne sont pas en mesure de l’abattre. Ils sont démoralisés (comme n’importe quelle armée hétéroclite de mercenaires le serait). Donc les combattants d’Al-Qaïda sont nécessaires. "L’afflux des jihadistes apporte la discipline, la ferveur religieuse, l’expérience du combat de l’Irak, le financement de sympathisants sunnites dans le Golfe, et surtout, des résultats en termes de morts."
"En bref, l’ASL [les rebelles syriens] ont besoin d’Al-Qaïda aujourd’hui". Bien sûr, les combattants d’Al-Qaïda auraient leur propre ordre du jour dans le renversement du régime syrien - la mise en place d’un "quartier général dans la région où les moudjahidines pourraient profiter d’un refuge sécurisé"
Mais, ne vous inquiétez pas. Parce que, "Le calcul politique tacite entre les décideurs politiques [US] est de se débarrasser d’Assad en premier - affaiblir la position de l’Iran dans la région -. Puis de faire face à Al-Qaïda ensuite."
C’est compris ? C’est aussi simple que cela. N’était-ce pas l’agenda que Zbigniew Brzezinski avait également épousé - avec la cohorte d’un autre roi d’Arabie saoudite et d’un dictateur militaire pakistanais - pour l’Afghanistan vers 1980 et qui avait été réalisé avec succès ? Les Etats-Unis, l’Arabie saoudite et le Pakistan ayant ainsi obtenu un « regime change » réussi à Kaboul, enfin. Ça n’est qu’un détail mineur qu’Oussama ben Laden et Jalaluddin Haqqani en ait pourvoyé le cadre en acier à cette époque.
Ce que soutient cet expert du CFR est en fait la politique [réelle] des États-Unis sur la Syrie. Il suffit de lire et méditer la dépêche d’aujourd’hui dans le Washington Post [1] . L’estimation des Etats-Unis est que l’agenda du « regime change » en Syrie est enlisé dans la boue. Le régime syrien est intact [2] .
Par conséquent, une poussée militaire est nécessaire. Le nom de ce jeu est parvenir à un « atterrissage en douceur » à Damas sans effusion de sang américain - comme Wapo dit. C’est vrai, vous avez raison (pour les deux remarques).
Le point de vue du type du CFR pourrait n’être effectivement qu’un pis aller qu’il endosse et qu’il prête à certains dirigeants de Washington.
Reste que ça relativise les inquiétudes exprimées publiquement sur la présence d’al-Qaïda en Syrie par des officiels américains, inquiétudes plus ou moins feintes qui par ailleurs servent paradoxalement de justificatif à un accroissement de l’interventionnisme US dans la crise syrienne.

LE SPECTRE D’Al-QAÏDA EN SYRIE
Les rebelles syriens seraient infiniment plus faibles aujourd’hui sans al-Qaïda dans leurs rangs. En gros, les bataillons de l’Armée Syrienne Libre (ASL) sont fatigués, divisés, chaotiques et inefficaces. Se sentant abandonnés par l’Occident, les forces rebelles sont de plus en plus démoralisées car ils affrontent l’armement supérieur du régime d’Assad et son armée professionnelle. Les combattants d’al-Qaïda, cependant, peuvent aider à améliorer le moral. L’afflux de jihadistes apporte la discipline, la ferveur religieuse, l’expérience du combat en Irak, le financement de sympathisants sunnites dans le Golfe, et surtout, des résultats en termes de morts. En bref, l’ASL a besoin d’al-Qaïda aujourd’hui.
En Syrie, les soldats d’al-Qaïda s’intitulent Jabhat al-Nusrah li-Ahli Al-Sham (Front pour la protection du peuple du Levant). La puissance du groupe et son acceptation par l’ASL sont mises en évidence par leur activité croissante sur le terrain [1] - de sept attaques en mars à soixante six "opérations" en juin. En particulier, le Jabhat a aidé à porter le combat dans les deux plus grandes villes : dans la capitale Damas, où 54 pourcents de ses activités ont eu lieu, et à Alep. En effet, al-Qaïda pourrait devenir la force de combat la plus efficace en Syrie, si les défections de l’ASL vers le Jabhat persistent et si les rangs des combattants étrangers (cf Guardian [2]) continuent de gonfler.
Al-Qaïda ne sacrifie pas ses « martyrs » en Syrie simplement pour renverser Assad. La libération du peuple syrien est un bonus, mais l’objectif principal est de créer un état islamiste sur tout ou partie du pays. A défaut, ils espèrent au moins d’établir une base stratégique pour les restes de l’organisation de l’autre côté de la frontière en Irak, et créer un quartier général dans la région où les moudjahidine pourraient profiter d’un refuge sûr. Si Al-Qaïda continue de jouer un rôle de plus en plus important dans la rébellion, alors un gouvernement post-Assad aura une dette envers les tribus et les régions alliées à au Jabhat. Au cas où ne seraient pas honorées les demandes futures du Jabhat, en supposant qu’Assad chute, cela pourrait mener à une continuation du conflit en Syrie.
Jusqu’à présent, Washington a semblé réticent à peser lourdement sur cette question. En mai 2012, le secrétaire à la Défense des États-Unis, Leon Panetta, a reconnu publiquement la présence d’Al-Qaïda en Syrie (The Guardian [3]). Et en Juillet, le chef du contre-terrorisme du Département d’Etat, Daniel Benjamin, plutôt incrédule a suggéré que les États-Unis demandent simplement à l’ASL de rejeter Al-Qaïda [4]. Le calcul politique non-dit entre les décideurs politiques est de se débarrasser d’Assad en premier – affaiblissant ainsi la position de l’Iran dans la région - puis de faire face à Al-Qaïda plus tard.
Mais la planification pour minimiser l’emprise probable d’Al-Qaïda sur les tribus syriennes et les combattants doivent commencer dès maintenant que l’administration Obama élève le niveau de son soutien à des groupes rebelles (Reuters [5]). Bien sûr, ces préparatifs doivent également inclure des efforts pour localiser et contrôler les armes chimiques d’Assad. Les mois à venir ne seront pas faciles.

The Afghan government has hit out angrily at Nato over the raid, saying that it it violated a pact Kabul had with Washington over who would take the lead in “special operations”.
An inquiry into Wednesday’s attack in Lognar province found that it was the result of “a one-sided decision, and not co-ordinated with Afghan security forces”, President Karzai’s spokesman Aimal Faiz said on Saturday.
Investigators told Karzai that Afghan forces had surrounded the house prior to the American air strike. But US troops decided not to wait for them to try and flush out the alleged militant, opting instead for aerial bombardment.

It was the sight of a young male Adélie penguin attempting to have sex with a dead female that particularly unnerved George Murray Levick, a scientist with the 1910-13 Scott Antarctic Expedition. No such observation had ever been recorded before, as far as he knew, and Levick, a typical Edwardian Englishman, was horrified. Blizzards and freezing cold were one thing. Penguin perversion was another.
Worse was to come, however. Levick spent the Antarctic summer of 1911-12 observing the colony of Adélies at Cape Adare, making him the only scientist to this day to have studied an entire breeding cycle there. During that time, he witnessed males having sex with other males and also with dead females, including several that had died the previous year. He also saw them sexually coerce females and chicks and occasionally kill them.
