    Israeli soldiers killed, on Tuesday evening, three young Palestinian men near the perimeter fence, in central Gaza, after the army alleged they breached the fence and hurled grenades.

    The army claimed that the three managed to breach the fence and advanced approximately 400 meters, before they hurled a grenade, or an explosive, at a military post.

    According to the army, the soldiers fired many live rounds, and shells, at the three Palestinians, leading to their death.

    Palestinians in Gaza said the soldiers executed the three Palestinians, and were not in any danger, especially since they ordered them to remove their clothes before killing them, the Maan News Agency has reported.

    The three slain Palestinians have been identified as Mohammad Hani Abu Mandeel, 18, Salem Zuweid an-Na’ami, 18, and Mahmoud Khaled Sa’id, 18 . The three are from Central Gaza. The three were from al-Maghazi Central Gaza.

    The corpses of the three Palestinians remain held by the army.

      At approximately 20:30 on Tuesday, 21 January 2020, Israeli soldiers opened fire at 3 Palestinian civilians, including a child, and fired flare bombs in the sky, after they crossed the border fence in eastern al-Maghazi camp in the central Gaza Strip. Those civilians were identified as Mohamed Hani Mis’ied Abu Mandeel (17), Salem Zowaid Howaishel al-Na’ami (18), from al-Maghazi camp, and Mahmoud Khaled Mahoud Sa’ied (18), from Dir al-Balah.

      IDF Spokesperson Hidai Zilberman said: “We just identified 3 terrorists who crossed the security fence from Gaza into Israel. After our soldiers arrived at the scene, the terrorists hurled an explosive device at them. In response, our soldiers opened fire at the terrorists. Hits were identified.”

      However, there were no immediate official statement from the Palestinian Ministry of Health confirming or denying the killing of the 3 civilians, while ssocial media and the Israeli media reported on the killing of the three boys inside the border fence, and the IOF’s decision to keep their bodies.

      The families of the three boys told PCHR’s fieldworker, that they had not been informed by any official authority of the death of their children, and that all the information they had was from social media. They indicated that they had lost contact with their children on Tuesday evening, and they had not yet returned home. The families of the three boys confirmed that they went on Wednesday 22 January 2020, to the office of the Palestine Red Crescent Society to inform them about the incident. The PRCS said that no credible information is available about their fate.

      It should be noted that the three boys are students in Shuhada al Maghazi Secondary School.

      Palestinian human rights activist accused the Israeli occupation of executing three Palestinian children east of the Gaza Strip, on Tuesday evening, in cold blood, calling it a war crime, Alray reported.

      The head of the International Commission for the Support of the Rights of the Palestinian People “Hashd”, Salah Abdel-Ati, said that Israeli soldiers deployed along the security fence east of the Gaza Strip committed a war crime against the three Palestinian children, and continue to hold their bodies, under the pretext the youths were trying to infiltrate the border.

      Abdel-Ati said that Israeli soldiers surrounded the area as soon as they observed three children close to the border fence, and despite the fact that the children complied with the soldiers’ orders, they were all shot dead.

      He considered the execution of three children in their teens, to be clear evidence of Israel’s disregard for the provisions of international humanitarian law, in particular the provisions of the Fourth Geneva Convention which affirms the Rule 14. Proportionality in Attack: “Launching an attack which may be expected to cause incidental loss of civilian life, injury to civilians, damage to civilian objects, or a combination thereof, which would be excessive in relation to the concrete and direct military advantage anticipated, is prohibited.”

      Abdel-Ati said that the reaction, or lack thereof, of the international community and its institutions to this crime, will give the Israeli occupation a green light to continue to commit more crimes.

      He called on the international community and its institutions to exert political, diplomatic and legal pressure on Israel to stop targeting Palestinian civilians, especially children.

      He called on the High Contracting Parties to the Geneva Conventions, to work hard to provide protection to the Palestinians in the occupied territories, stressing the necessity of exposing Israeli crimes, and holding the Israeli occupation accountable.

    Three days of negotiations in Washington between the foreign and irrigation ministers of Egypt, Ethiopia and Sudan ended on Wednesday without an agreement over the filling schedule for the Grand Ethiopian Renaissance Dam, according to a joint statement by the three countries and the World Bank that was released by the US Treasury Department, which hosted the meeting.

    The ministers agreed to hold further technical and legal talks before reconvening again in Washington on January 28 and 29 where they plan to finalize an agreement, the statement said. The three countries agreed to begin filling the dam in stages during the wet season between July and August and will aim for an initial level of 595 meters above sea level.

    Egyptian Foreign Minister Sameh Shoukry said on Thursday that Egypt is “cautiously optimistic that we are reaching a critical point” in the negotiations.

    But Egyptian officials, who spoke to Mada Masr on condition of anonymity, say that Cairo finds itself in a weak negotiating position with little outside support and is coming under pressure to agree to a less than favorable dea❞

    Ankara (QNN) – Turkey has given a copy of Ottoman-era archived documents to the Palestinian Authority (PA) to help Palestinians legally counter the Israeli occupation’s land claims, according to Hebrew news sources.

    The archives include tens of thousands of land registries from the Palestinian territories under the Ottoman Empire’s control between the years 1516 to 1917.

    “Lawyers from the PA are already using the materials in the archive, in order to undermine Israel’s claim on land around Israel,” and especially in occupied Jerusalem and West Bank, according to “Israel National News.”

    Turkish authorities delivered the archives to representatives of the PA in Ankara last year and a part of the archives was later transferred to Bethlehem.

    Though the documents in the archives have the potential to shake up the occupation state’s real estate market, nothing has happened so far, it said.

    But lawyers from Jerusalem’s Arab neighbourhoods are regularly turning to the archive to find documents that help them in legal battles over claims to many properties, mostly in the Jerusalem area, “Israel National News” said.

    Israel had advance notice of the U.S. plan to kill Iranian military leader Gen. Qassem Suleimani, Israeli military and diplomatic analysts reported Friday night while refraining from providing further details due to heavy military censorship.

    “Our assessment is that the United States informed Israel about this operation in Iraq, apparently a few days ago,” Barak Ravid, a journalist and commentator with deep sources in the Israeli security establishment, said on Channel 13.

    An Israeli army officer with knowledge of Israeli military assessments, who spoke on the condition of anonymity because he did not have permission to speak to reporters, told the Los Angeles Times that the attack on Suleimani “did not come as a surprise.”

    The reactions of Israel’s political leadership to Suleimani’s assassination were mostly positive, though deep concern was registered throughout the leadership.

    Software developer and activist Alaa Abd El Fattah has been imprisoned in the Maximum Security Wing 2 of the Tora Prison Complex for the last three months. He was arrested by national security agents on the morning of September 29 as he was leaving Dokki Police Station where he had been forced to spend 12 hours every night — from 6 pm to 6 am — as part of his probation since his release from prison at the end of March after serving a five-year sentence.

    Alaa is being held in remand detention on charges of belonging to an illegal organization and spreading false information. His detention is renewed by the State Security Prosecution every 15 days.

    The conditions of Alaa’s current imprisonment are the worst of his multiple detentions dating back to 2006. He has no access to reading materials, sunlight, or clean water. All visitations are conducted through a glass barrier and he has no physical contact with his family.

    At his most recent detention renewal hearing on December 9, Alaa addressed State Security Prosecution and spoke out about the conditions of his detention. In his remarks, he made historical references to the Egyptian state’s ascent to modernity and its relation to the written word.

    Mada Masr asked historian Khaled Fahmy, a professor of modern Arabic studies at Cambridge University and the author of four books on the social and cultural history of nineteenth-century Egypt, to critically engage and reflect on Alaa’s remarks.

    There is sufficient evidence to investigate alleged Israeli and Palestinian war crimes committed in the West Bank, East Jerusalem and the Gaza Strip, the international criminal court has announced.

    In a landmark decision, the ICC said it saw “no substantial reasons to believe that an investigation would not serve the interests of justice”.

    The announcement ended years of preliminary investigations into alleged crimes by both Israeli forces and Palestinians, and signalled that the court was preparing to open a formal investigation.

    A statement published by the court’s chief prosecutor, Fatou Bensouda, on the court’s website on Friday said her office “has concluded with the determination that all the statutory criteria under the Rome statute for the opening of an investigation have been met”.

    “In brief, I am satisfied that war crimes have been or are being committed in the West Bank, including East Jerusalem, and the Gaza Strip”.

    Bensouda’s statement followed a legal opinion published earlier on Friday by Israel’s attorney general, Avichai Mandelblit, arguing that the court had no jurisdiction in the West Bank or in Gaza – apparently intended to pre-empt an imminent decision.

    Despite the unprecedented statement by the court, which had been initially petitioned by the Palestinian Authority, Bensouda added that she had referred the question back to the court to “confirm” the court’s jurisdiction over the occupied Palestinian territories.

    Et ce que les sionistes font sur l’arène internationale c‘est aussi ce qu’ils font dans les pays où vivent les Juifs. Qui peut oublier la fameuse déclaration de Grynbaum en 1927 sur le « million de Juifs superflus » qui devaient quitter la Pologne. Qui peut oublier sa déclaration non moins fameuse de 1928 affirmant que « les Juifs souillent l’air en Pologne » ?

    Mais les années 1927-1928 étaient des années paradisiaques comparées à notre époque ; Certainement à cette époque le slogan « Les Juifs en Palestine » était populaire non seulement chez les sionistes mais aussi chez les antisémites.     French parliament member Sylvain Maillard formulated the bill. He is another friend of Israel’s who reportedly participated in a meeting with settler wheeler-dealer Yossi Dagan, head of the Samaria regional council, some months ago. “Criticizing the very existence of Israel as a collective composed of Jewish citizens is tantamount to hatred towards the Jewish community as a whole; just like collectively holding Jews accountable for the policies of the Israeli authorities is an expression of anti-Semitism,” the law’s introduction states. The cat is out of the bag: It is forbidden to raise doubts about Zionism, one of the only ideologies in the world whose righteousness cannot be questioned by the nations of the free world.

    First, the language. Israel “as a collective composed of Jewish citizens.” The nation-state law was also accepted in the National Assembly in Paris. If Israel is a collective of Jewish citizens, what are the Palestinian citizens? And what are the subjects living under occupation? The 154 parliamentarians who raised their hands in support of the decision cannot evade these questions. Liberté, égalité, fraternité – only for the Jews? And what are they offering the six million Palestinians, citizens and subjects of the occupation, who live under “the collective of Jewish citizens”? Second-rate liberty, equality, fraternity? From now on no one is even allowed to ask these questions. Anyone who asks is an anti-Semite.

    “Anti-Zionism is a legitimate position in Jewish history, and it also has a long history in Israel,” a petition signed in vain by 129 Jewish and Israeli professors and intellectuals against passage of the law, stated. The petition’s signatories mentioned that there were many anti-Zionist Holocaust survivors. Now they, too, are anti-Semites.

    From now on, every Palestinian and every Arab, except for Ayoub Kara, is an anti-Semite. Even every Jew and every Israeli who supports a solution of one democratic and egalitarian state, precisely in the spirt of the French revolution, is an anti-Semite. So too anyone for whom Zionism is a colonialist movement – is that not a legitimate position? – is an anti-Semite.

    For generations of Palestinians, Zionism is the essence of their existence; it expelled them from their country, deprived them of their lands, dishonored them, ruined their lives, and kills and torments them to this very day, without the end being in sight.     And what are the protesters of the fence around the cage of Gaza? Are they anti-Semites? Are they not freedom fighters? And what about people of conscience around the world who identify with them? From now on they are all anti-Semites, and that is outlawed in France. And if denying the right of Jewish self-determination is anti-Semitism, how will the French National Assembly refer to Israel’s denial of the Palestinians’ rights? Why does it not pass a law about that? Only because the Palestinians and justice don’t have a powerful lobby in France.

    Much has already been written about the apparent lack of interest in the rich culture and history of the Jewish communities of North Africa and the Middle East, not to mention the highly problematic nature of lumping together the histories and cultures of Jews of more than 20 different lands in a single simplistic narrative.

    The Jews in the Muslim world, so that narrative goes, lived humiliated lives as second-class dhimmis, just waiting for Zionist redemption. Once Israel was established, they immigrated there en masse – a story that also includes active deportation of Jews.

    This narrative is misleading in many ways. First, it ignores more than a thousand years of Jewish existence in the Muslim world, a reality that was neither good or bad exclusively, but one that included both aspects, and was characterized by complicated relationships with the majority population, with other minorities, and with the local and imperial political structures. This is the nature of all history.

    Second, the narrative denies the possibility that Middle Eastern Jewish communities were actually integral parts of their respective societies, and links the events and transformations those communities experienced to larger historical processes associated with Zionist history in Europe – rather than to developments that took place in the non-Western world.

    Third, this narrative subjugates the religious traditions of Middle Eastern Jews to the way Middle Eastern Jewry and Judaism was imagined by Israel society, while ignoring the immense variety of options that existed in that context as well, during the modern age: Orthodoxy next to local rabbinical traditions, communism with religious elements, Arab or Iranian or Turkish nationalism, and more.

    Can we talk about the immigration of Yemenite Jews the same way that we describe the experiences of the Jews of Morocco or Egypt? Is it accurate to say that Egyptian Jews were forcibly expelled for reasons of anti-Semitism while, in fact, their leaving was part of a much broader policy of the Egyptian government of deporting foreign nationals, and not Jews in particular? Can we ignore the role played by Israel in the deterioration of relations between the Jews and the governments of the region? Did Iraqi Jews leave in the exact same manner as the Jews of Lebanon? The way this story of expulsion on anti-Semitic grounds is being told today suggests a history that’s been unified and simplified.

    In 2014, the Knesset passed a bill making November 30 (the day after the anniversary of the United Nations vote on the partition of Palestine, in 1947) a Remembrance Day for the Departure and Expulsion of Jews from the Arab Countries and Iran. Despite the name, Jews were never expelled from Iran. How do we reconcile the fact that Iran, just like Morocco and Tunisia, for example, still has a small but vibrant Jewish community? And that in Iraq and Egypt, discussions about Jewish history have become part of a vast public national conversation on local culture? Is it correct to echo Francis Fukuyama and declare that Jewish history in the Middle East came to an end with the creation of Israel?

    L’idéologie antiterroriste, c’est la construction artificielle d’une figure de l’ennemi et ses excès, c’est la participation des militaires à la lutte contre le crime, c’est le mépris du droit et la dramatisation de la menace. Au final, elle permet à l’adversaire d’être reconnu comme le soldat « d’une armée constituée », un succès inespéré. L’antiterrorisme, aujourd’hui, s’apparente à « une chute morale sur le champ de bataille », il nous empêche de voir le vrai visage de la menace.

    Ce livre, formidable bouffée d’air après quatre années d’un discours à sens unique formaté par un Etat dont l’autorité régalienne étouffe d’autant les esprits que la population a été sidérée par la violence terroriste, est un appel à la raison et au sang-froid. « Il faut opposer au bruit des attentats le silence monacal de la connaissance (…), chacun devrait disposer des facultés de poser un discours sur la sécurité, à la fois la sienne propre et celle que l’Etat peut à bon droit revendiquer, tout en s’affranchissant des propagandes. »

    Malheureusement, au besoin d’explication, l’Etat a répondu par l’extension du secret. « Bien plus que de prévoir, gouverner c’est cacher », note M. Thuillier, pour qui la raison de ce recul du débat démocratique trouve sa source dans une « grande pétoche collective, associée par endroits à une colère et à une vengeance qui pavent parfois la route de la justice préemptive ». Le législateur, dont on se demande s’il est « l’idiot utile des dérives de l’antiterrorisme ou son meilleur garde-fou », a encouragé le chevauchement du renseignement, le monde du secret, sur le judiciaire, le monde du contradictoire et du débat.
    La loi des suspects

    Ce livre entend également alerter les consciences sur un glissement inquiétant de l’antiterrorisme, qui se décline désormais sous forme de lutte contre la radicalisation. « Nous avons placé la lutte antiterroriste sur le terrain spirituel et comportemental, et renoncé ainsi à notre tradition laïque. » En passant d’une police de l’acte à une police du comportement, de la répression d’un crime à la lutte contre une idéologie, on a cru, dit l’auteur, se rapprocher au plus près des intentions des auteurs des attentats. « Faute d’arguments scientifiques, tout porte à croire qu’on s’en est éloigné. » C’est l’avènement de la loi des suspects.

    Si le statut de « start-up nation » a été octroyé à Israël il y a plusieurs dizaines d’années, sa réputation dans le domaine de l’innovation de haute technologie a toujours reposé sur un côté obscur, qu’il est de plus en plus difficile d’occulter.

    Il y a quelques années, l’analyste israélien Jeff Halper avertissait qu’Israël avait joué un rôle central sur la scène internationale dans la fusion des nouvelles technologies numériques et de l’industrie de la sécurité intérieure. Le danger était selon lui que nous allions tous devenir progressivement des Palestiniens.

    Israël, notait-il, a effectivement traité les millions de Palestiniens soumis à son régime militaire comme des cobayes dans des laboratoires à ciel ouvert – et ce, sans rendre de comptes. Les territoires palestiniens occupés ont servi de banc d’essai en vue de mettre au point non seulement de nouveaux systèmes d’armes conventionnelles, mais également de nouveaux outils de surveillance et de contrôle de masse.

    Comme l’a récemment observé un journaliste de Haaretz, l’opération de surveillance menée par Israël contre les Palestiniens compte « parmi les plus vastes de ce type au monde. Elle inclut la surveillance des médias, des réseaux sociaux et de la population dans son ensemble ». (...)

    The Jewish establishment in Britain and the Israeli propaganda machine have taken out a contract on the leader of the British Labour Party, Jeremy Corbyn. The contract was taken out a long time ago, and it was clear that the closer Corbyn came to being elected prime minister, the harsher the conflict would get.

    On Tuesday it reached its climax in an article by the chief rabbi of Britain, Ephraim Mirvis, in an article in The Times. Mirvis has decided that the anxiety of British Jews over Corbyn is justified and he is not fit to be prime minister. He called on Jews not to vote for Labour in the election on December 12.

    Born in South Africa and a graduate of Har Etzion Yeshiva in the settlement of Alon Shvut, Mirvis is the voice of British Jewry. In Capetown, Johannesburg and Har Etzion, he should have learned what apartheid was and why one should fight it. His parents did so, but one doubts that he learned the moral lesson from the regions of disenfranchisement in which he lived in South Africa and the West Bank.

    As opposed to the horrid Corbyn, Mirvis sees nothing wrong with the continued occupation; he does not identify with the struggle for Palestinian freedom, and he doesn’t sense the similarity between the South Africa of his childhood, Har Etzion of his youth and Israel of 2019. That is the real reason that he rejects Corbyn. The Jews of Britain also want a prime minister who supports Israel – that is, supports the occupation. A prime minister who is critical of Israel is to them an exemplar of the new anti-Semitism.

    Corbyn is not an anti-Semite. He never was. His real sin is his staunch position against injustice in the world, including the version Israel perpetrates. Today this is anti-Semitism. The Hungarian Viktor Orban, the Austrian Freedom Party and the extreme right in Europe are not the danger to Jews. Corbyn is the enemy. The new and efficient strategy of Israel and the Zionist establishment brands every seeker of justice as an anti-Semite, and any criticism of Israel as hatred of Jews. Corbyn is a victim of this strategy, which threatens to paralyze and silence Europe with regard to Israel.

    British Jewry might not be faking its anxiety, but it is certainly magnifying the danger. There is anti-Semitism, though less that what is presented, certainly on the left. About half of British Jews are considering fleeing if Corbyn is elected. Let them flee. The survey that showed this could actually encourage anti-Semitism: Are the Jews of Britain conditionally British? To whom is their loyalty?

    The future of all British Jews is much more secure than the future of any Palestinian living under the occupation, and even more secure than that of any Arab living in Israel. Jews are persecuted and are victims of discrimination and racism less so than the Palestinians in the Israel they hold dear. Moreover, Islamophobia in Europe is more common than anti-Semitism, but people talk about it less.

    Mirvis presents no evidence of Corbyn’s anti-Semitism. It sufficed for him to note the fact that Corbyn described as “friends” those who “endorse the murder of Jews” – a reference to Corbyn’s comments on Hezbollah and Hamas. Corbyn is indeed a very harsh critic of the occupation, supports the boycott and compares the closure of Gaza with the siege of Stalingrad and Leningrad. These are anti-Israeli positions, but not necessarily anti-Semitic. The Jews of Britain are blurring this difference as are many Jews throughout the world, intentionally. One can (and should) be a harsh critic of Israel without being anti-Semitic.

    If the Jews of Britain and their chief rabbi were more honest and courageous, they would ask themselves: Isn’t Israel’s brutal occupation policy the strongest motive for anti-Semitism today? There is anti-Semitism, it must be fought, but it must also be recognized that Israel supplies it an abundance of excuses and motives.

    The Jews and Israel’s true friends should hope that Corbyn is elected. He is a statesman who can change international discourse about the occupation and the struggle against it. He is a ray of hope for a different world and a different Israel – and what more could we want.

    Donald Trump est en train de devenir l’un des plus dangereux ennemis d’Israël ; il fait tout son possible pour le corrompre, en augmenter la pourriture, et le rendre de plus en plus répugnant aux yeux du monde éclairé. Et pour aggraver cette corruption, son Secrétaire d’État vient de retourner les Dix Commandements à l’envers.

    Sans aucune posture morale ni autorité légale – derniers domaines où l’administration Trump est capable de juger- Mike Pompeo vient d’annoncer que les colonies de peuplement en Cisjordanie ne constituent pas une violation du droit international.

    Difficile d’imaginer une plaisanterie plus amère. Aux États Unis une déclaration est actuellement en cours pour statuer que le viol n’est pas contraire à la loi. Cela veut dire que le viol deviendra légal, ou moral ? Certainement pas. Il en va de même pour les colonies.

    Pas un seul juriste international d’envergure ne peut accepter cette déclaration américaine. Pas un seul homme d’état à travers le monde ne peut l’accepter, sauf l’extrême droite en Israël et aux USA. Cette intimité idéologique entre l’administration Trump et Israël n’est qu’une nouvelle infamie. Trump et Pompeo, tout comme la plupart des Israéliens, n’ont pas la moindre idée au sujet des colonies, de la manière dont elles se sont implantées, de leur expansion sauvage, et de leurs objectifs, ils n’ont en tête que la propagande diffusée par les lobbies juifs, israéliens et chrétiens évangéliques.       Donald Trump is turning out to be one of Israel’s most dangerous foes; he’s doing everything possible to corrupt it, deepen its rot and make it increasingly more repugnant in the eyes of the enlightened world. To worsen the corrosion, his secretary of state went so far this week as to turn the Ten Commandments on their head.

      From now on, say “Thou shalt steal,” and soon, “Thou shalt murder.” Absent any moral standing or legal authority – the last areas where the Trump administration can pass judgment – Mike Pompeo announced that the West Bank settlements don’t violate international law.

      One could hardly think of a more bitter joke. A declaration by the United States that rape no longer violates the law is already in the works. Will rape then become legal or moral? Of course not. The same applies to the settlements. (...)

D’ailleurs, selon des sources bien informées, l’attitude face au mouvement de protestation fait l’objet d’un débat interne au sein même du Hezbollah.     Mahmoud al-Sisi, President Abdel Fattah al-Sisi’s son and a senior official in the powerful General Intelligence Service (GIS), is being reassigned to a long-term position at Egypt’s diplomatic delegation in Moscow, according to multiple sources, including two GIS officials who spoke to Mada Masr separately.

    The move is based on the perception within the president’s inner circle that Mahmoud al-Sisi has failed to properly handle a number of his responsibilities and that his increasingly visible influence in the upper decision-making levels of government is having a negative impact on his father’s image, the GIS sources said.

    The suggestion that the president’s son be sidelined also came from senior government figures in the United Arab Emirates, a close and influential ally of Egypt, who view Mahmoud al-Sisi’s role as having become damaging to the president, according to a source close to Abu Dhabi’s decision making circles.

    The two GIS sources — who spoke to Mada Masr on condition of anonymity — did not specify the length of Mahmoud al-Sisi’s term in Moscow, but they both stated that it would be a long-term assignment that could last months, or even years.

    It was a gloomy, typically chilly late-February afternoon in the West Bank village of Beit Ummar, between Bethlehem and Hebron. The weather didn’t deter the children of the Abu-Ayyash family from playing and frolicking outside. One of them, in a Spiderman costume, acted the part by jumping lithely from place to place. Suddenly they noticed a group of Israeli soldiers trudging along the dirt trail across the way. Instantly their expressions turned from joy to dread, and they rushed into the house. It’s not the first time they reacted like that, says their father. In fact, it’s become a pattern ever since 10-year-old Omar was arrested by troops this past December.

    The 10-year-old is one of many hundreds of Palestinian children whom Israel arrests every year: The estimates range between 800 and 1,000. Some are under the age of 15; some are even preteens. A mapping of the locales where these detentions take place reveals a certain pattern: The closer a Palestinian village is to a settlement, the more likely it is that the minors residing there will find themselves in Israeli custody. For example, in the town of Azzun, west of the Karnei Shomron settlement, there’s hardly a household that hasn’t experienced an arrest. Residents say that in the past five years, more than 150 pupils from the town’s only high school have been arrested.

    At any given moment, there are about 270 Palestinian teens in Israeli prisons. The most widespread reason for their arrest – throwing stones – does not tell the full story. Conversations with many of the youths, as well as with lawyers and human rights activists, including those from the B’Tselem human-rights organization, reveal a certain pattern, even as they leave many questions open: For example, why does the occupation require that arrests be violent and why is it necessary to threaten young people.

    A number of Israelis, whose sensibilities are offended by the arrests of Palestinian children, have decided to mobilize and fight the phenomenon. Within the framework of an organization called Parents Against Child Detention, its approximately 100 members are active in the social networks and hold public events “in order to heighten awareness about the scale of the phenomenon and the violation of the rights of Palestinian minors, and in order to create a pressure group that will work for its cessation,” as they explain. Their target audience is other parents, whom they hope will respond with empathy to the stories of these children.

    In general, there seems to be no lack of criticism of the phenomenon. In addition to B’Tselem, which monitors the subject on a regular basis, there’s been a protest from overseas, too. In 2013, UNICEF, the United Nations agency for children, assailed “the ill treatment of children who come in contact with the military detention system, [which] appears to be widespread, systematic and institutionalized.” A report a year earlier from British legal experts concluded that the conditions the Palestinian children are subjected to amount to torture, and just five months ago the Parliamentary Assembly of the Council of Europe deplored Israel’s policy of arresting underage children, declaring, “An end must be put to all forms of physical or psychological abuse of children during arrest, transit and waiting periods, and during interrogations.”

    Despite intensive lobbying to stem criticism of Egypt’s track record on civil liberties and the conditions of civil society, United Nations member states issued 372 recommendations to Egypt during the UN Human Rights Council Universal Periodic Review (UPR) session held in Geneva on Thursday.

    Many of the recommendations concerned prison conditions, violations against civil society and discrimination against women, according to Mohamed Zaree, the head of the Cairo Institute for Human Rights Studies office in Egypt. A member of the institute attended the UN session.

    The Universal Periodic Review is a mechanism of the United Nations Human Rights Council aimed at improving human rights practices in each of the 193 UN member states. Under this mechanism, the human rights situation of UN member states is reviewed every five years on a rotating basis. Egypt’s last review was in 2014.

    As part of the process, the government of the country under review submits an official report on its rights record. The UN High Commission on Human Rights also submits a report, based on input from local, regional, and international rights organizations. During the review, any member state may direct questions, comments, and recommendations to the country under review.
